ORDINANCE NO. 79-19
AN ORDINANCE RELATING TO STORM DRAINAGE:
ESTABLISHING STORM SEWER IMPROVEMENT TAX DISTRICT NO. 3
ELM CREEK WATERSHED
THE CITY COUNCIL OF PLYMOUTH ORDAINS:
Section 1. Aut�hori_t_yThe City is authorized by Minnesota Statutes,
Sections 444.16 to44451 (the "Act") to establish storm sewer improvement
tax districts for the purpose of constructing and financing storm sewers
and related facilities within such districts.
Section 2. Fi�ndiNss. The City Council hereby finds and determines
that it is necessary and desirable for the proper control of storm drainage
and flooding in the City to use the authority contained in the Act to create
a storm sewer improvement tax district.
Section 3. District Created. Storm Sewer Improvement Tax District
No. 3, Elm Creek Watershed t e District") is established. The boundaries
of the district are as follows:

1 Elm Creek Watershed in the City of Plymouth comprises that
area which is bounded by the following described lines: commen-
ciIg at a point of beginning at the northwest corner of the City
of Plymouth, Hennepin County, thence southerly along the west
line of the City of Plymouth to the centerline of Medina Road in
Sec. 18, T118N, R2219 (NOTE 1), thence easterly along said center
line to the intersection of said centerline and the east line of
the in•; '; of the S:r' k- of said Sec. 18 (NOTE 2 ) ;
I thence northeasterly on said northwest line to the northeast line
of Osier Addition, thence southeasterly on said northeast line of
Osier Addition to the east line of the west h of the NW h of the
NE h of Sec. 18, T118N, R22W, thence northerly along said east
line to the centerline of Hennepin County State Aid Highway
No: 9, thence southeasterly along said centerline to the center-
line of Peony Lane, thence northerly along said centerline to the
north line of Sec. 18, T118N, R22W, thence westerly along said
north line to the east line of said Sec. 18;
10 Thence northerly along the west line of Sec. 8, T118N, R22W
to the south line of the NW h of the Sr; h of said Sec. 8, thence
easterly along said soutn line to the east line of said NW a of
the SW ka, which is also the centerline of Holly Lane, thence
northerly on said centerline to the south line of the Soo Line
Railroad right of way, thence northeasterly along said south line
to the north line of the NE kE of the SW h of said Sec. 8, thence
easterly along said north line and the south line of the SVI of.
the NE of said Sec. 8 to the southeast corner of said Sw 's of

Section 4. Effective Date: Filing. This ordinance is effective
on the day of itspu i�iT c io in accordance with law. The City Clerk
shall file a certified copy of this ordinance with,, the County Recorder
of Hennepin County.
Adopted by the City Council the 4th day of September, 1979.
