ORDINANCE 75-15
AN ORDINANCE AMENDING CHAPTER II,
SECTION 17 OF THE CITY CODE
THE CITY COUPiCIL OF THE CITY OF PLYMOUTH DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Chapter II, Section 17 of the City Code is
hereby amended to read:
"17 Permit Fees.
17.01. Purpose. It is declared to be desirable
to have all fees for permits set out in this section
of the City Code in order that both the public and
municipal officials may more readily ascertain the
amount and nature of said fees. Whenever other chapters
and sections of the City Code are in conflict with this
section, the fees set out herein shall be deemed to be
those chargeable with respect to any particular activity.
17.02. Fees. The following fees are established
as required by the various chapters and sections of the
City Code pertaining to the issuance of permits and shall
be collected by the City Manager, or by those acting
pursuant to his dire tion, before the issuance by him
of any permit.
A. Building Permit Fees.
(1) A fee for each building permit shall be

(2) The determination of value or valuation under any
of the provisions of this Code shall be made by
the Building Official. The valuation to be used
in computing the permit fees shall be the total
value of all construction work for which the permit
is issued, as well as all finish work, painting,
roofing, electrical, plumbing, heating air
conditioning, elevators, fire -extinguishing systems
and any other permanent work or permanent equipment
(3) Where work for which a permit is required by this
Code is started or proceeded with prior to obtaining.;
said permit, the fees above specified shall be
doubled, but the payment of such double fee shall
not relieve any persons from fully complying with
the requirements of this Code in the execution of
the work nor from any other penalties prescribed
herein.
(4) If, in the opinion of the Building Official, a
plan check is required, a fee shall be charged
equivalent to one-half of the applicable building
permit fee.
B. Plumbing Permit Fees.
(1) $20.00 for first ten (10) fixtures plus an
additional $1.50 for each plumbing fixture in
excess of ten (10).
(2) $5.00 for installing, altering, replacement or
extension of a water conditionin.r unit or other
single fixture.
(3) Failure to pay the above permit fees prior to the w.
commencement of an installation shall result in
the payment of a double charge.
C. Electrical Inspection Fees.
(1) Payment of fees. All City Electrical inspection
fees are due and payable at or before commencement
of the installation and shall be forwarded wi,.h
the request for inspection.
(2) Fee Schedule. Fees shall be paid according to
the following schedule:
(a) Minimum fee for each separate inspection
of an installation, replacement, alteration

(b) Services, change of services, temporary
services, additions, alterations, or
repairs shall be computed separately.
0 to and including 60 ampere capacity $4 5;C

(c) Circuits, installations of, additions,
alterations or repairs of each circuit
or sub -feeder shall be computed
separately including circuits fed from

sub -feeders and including the equipment
served, except as provided for in items
(i) through (iv).
0 to and including 30 ampere circuit capacity . $1.50
31 to and including 100 ampere circuit capacity. $3.00
For each additional 100 ampere circuit capacity

(i) In addition to the above fees:
(aa) A charge of $.50 will be made
for each street lighting standard.
(bb) A charge of $1.00 will be made for
each traffic signal standard.
Circuits originating within the standard
will not be used when computing the fee.
(ii) In addition to the above fees all trans-
formers and generators for light, heat
and power shall be computed separately,
at $2.00 per unit plus 10t per K V A
up to and including 100 K V A. 101
K V A and over at 5t per K V A.
(iii) In addition to the above fees (except
on dwellings) remote control, signal
circuits and circuits of less than 50
volts shall be computed at $2.00 per each
ten openings or devices of each system
plus $.50 for each additional ten or
fraction thereof.
(iv) In addition to the above fees all trans-
formers for signs and outline lighting
shall be computed at $2.00 for the first
500 V A or fraction thereof per unit,_
plus $.20 for each additional 100 V A
or fraction thereof.
(d) For the review of plans and specifications -of
proposed installations, there shall be a
minimum fee of $30.00 up to and including
$30,000.00 of electrical estimate, plus 1/10
of 1% on any amount in excess of $30,000.00
to be paid by persons or firms requesting
the review.
(e) When reinspection is necessary to determine
whether unsafe conditions have been corrected
and such conditions are not the subject of an
appeal pending before the City of any court,
a reinspection fee of not to exceed the original'
unit fee, or $5.00, whichever is less, may be
assessed, in writing by the inspector.
(f) For inspections not covered herein, or for.
requested special inspections or services,
an inspection fee of $5.00 may be assessed in
writing by the inspector.
This section is also applicable of empty
conduits and such other jobs as determined
by the -Inspector.

(g) For inspection of transient projects
including but not limited to Carnivals and
Circuses the inspection fees shall be computed
as follows: Power supply units - according to -
item C(2)(b) of the Fee Schedule. A like fee
will be required on power supply units at each
engagement during the season, except that a
fee of $8.00 per hour will be charged for
additional time spent by the inspector, if
the power supply is not ready for inspection
at the time and date specified on the request
for inspection as required by law. Rides,
Devices, or Concessions: Shall be inspected
at their first appearance of the season and
the inspection fee shall be $3.00 per unit.
(h) For purposes of interpretation the most
recently published edition of the National
Electrical Code shall be prima facie evidence
of the definitions, interpretations and scope
of words and terms used herein.
D. Heating, Air Conditioning, Ventilation and Refrigeration
Fees:
(1) For the installation of any central heating and/or
air conditioning system, the fee shall be l% of
the estimated cost. The minimum fee shall be
$20.00 for any such central system.
(2) For additional alterations, or repairs to any
central system, the permit fee shall be 1% of the
estimated cost. The minimum permit fee shall be
$5.00.
(3) For each appliance or piece of equipment regulated
by the Code, but not classed in other appliance
categories or for which no other fee is listed
in this Code, the fee shall be 1% of the estimated
cost. The minimum permit fee shall be $5.00.
Water and Sanitary Sewer Permit Fees:

Section 2. Effective Date. This ordinance shall become
effective upon its passage and publication.
