VILLAGE OF PLYMOUTH
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF PLYMOUTH WITH PARTICULAR
REFERENCE TO MULTIPLE DWELLING UNITS
THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. Amendment of Ordinance. Ordinance No. 68-8 of
the Village of Plymouth, commonly known as the Plymouth Zoning
Ordinance, is hereby amended as hereinafter set forth:
"1.01. Section 4 -- Rules and Definitions -- of said Zoning
Ordinance is hereby amended by adding the following
definitions:
General Development Plan -- A map drawn to scale de -
p ctng 'the generaocation z,d relationship of
structures, street$, driveways, recreation areas,
parking areas, utilities, etc. as related to a pro-
posed development.
Site Plan -- A map drawn to scale depicting the pre -
c s -e Tocation and relationship of structures, streets,
driveways, recreation areas, parking areas, utilities,
landscaping, walkways, etc. as related to a proposed
development.
Density - Residential -- A number expressing the re-
TaitionShlp of the number of dwelling units to an acre
of land.
1.02. Section 9 -- R-3 Multiple Family Residence District
(Townhouse) -- Subdivision 5, Paragraph 5-a, of said
Zoning Ordinance is hereby amended by revising
Paragreph (1) as follows:
(1) The minimum lot area per dwelling unit shall be
not less than six thousand (6,000) square feet.
1,03. Section 10 -- R-4 Multiple Family Residence District --
of said Zoning Ordinance is hereby amended as follows:
Subdivision 5, Paragraph 5-a. (Revise paragraph (1)
(1) The minimum lot area per dwelling unit shall
be not less than four thousand (4,000)
square feet.
Subdivision 5, Paragraph 5-c. (Revise paragraph (6)
(6) If the multiple residence is more than three
stories in height: subtrZct one hundred
(100) square feet per dwelling unit for each
story over three (3) stories, up to and in-
cluding a maximum of one thou;and (1,000)
square feet per dwelling unit.

Subdivision 6, Paragraph 2. (Delete the last sentence'
of the first paragraph and paragraphs 2-a, 2-b,
2-c, 2-d, 2-e and 2-f. Add the following:)
The required site plan shall be reviewed by
the Village Planning Commission and approved
by the Village Council as provided in Section
17, Subdivision 3, Paragraph 7.
Subdivision 8, Paragraph 3-a. (Delete the last sen-
tence of the first paragraph and paragraphs a-1,
a-2, a-3, a-4, a-5, a-6, a-7 and a-8. Add the
following:)
The required General Development Plan shall be
reviewed by the Village Planning Commission and
approved by the Village Council as provided in
Section 17, Subdivision 3, Paragraph 1.
Subdivision 8, Paragraph 3-b. (Delete)
Subdivision 8, Paragraph 3-c. (Renumber to 3-b)
1.04. Section 12 -- B-2 Shopping Center Business District --
of said Zoning Ordinance is hereby amended as follows:',
Subdivision 7, Paragraph 1. (Delete the last sentence
of the first paragraph and paragraphs 1-a, 1-b,
1-c, 1-d, 1-e, 1-f, 1-g and 1-h. Add the
following:)
The required General Development Plan shall be
reviewed by the Village Planning Commission and
approved by the Vit -age Council as provided in
Section 17, Subdivision 3, Paragraph 7.
Subdivision 7, Paragraph 2. (Delete)
Sutdivisio,n 7, Paragraphs 3 and 4. (Renumber to
Paragraphs 2 and 3)
1.05. Section 15 - I-1 Planned Industrial District -- of
said Zoning Ordinance is hereby amended by deleting
Paragraph 5 of Subdivision 6 and replacing with the
following:
Prior to obtaining a building permit or constructing'
any building improvements on any indivi6ual lot or
site within an I-1 Planned Industrial District, a
site p.1an shall be reviewed by the Village Planning
Commission and approved by the Village Council as
provided in Section 17, Subdivision 3, Paragraph 7.
1.06. Section 17 -- General Regulations -- of said Zoning
Ordinance is hereby amended as follows:
Subdivision 3. (Renumber as Subdivision 4 and add
the following as new Subdivision 3)
Subdivision 3. Administrative Procedures.
All proposed developments except within the R-0,
R-1 and R-2 DISTRICTS within the Village shall
conform with the provisions of this Subdivision
when making rezoning application or requesting
site plan approval.

1. Upon application for rezoning and platting of
a parcel of land, the petitioner shall pre-
sent a General Development Plan. This plan
shall be a conceptual rendering only and shal
not require the fine detail of a site plan.
The General Development Plan shall be drawn t
scale with topographs of a contour interval
not greater than two (2) feet and show the
following:
a. The proposed site with reference to
existing development on adjacent proper-
ties.
b. General location of proposed structures.
c. Tentative street arrangements, both
public and private.
d. Amenities to be provided such as recrea-
tional areas, open space walkways, etc.
e. Tentative plat showing proposed streets
and parks in relationship to the pro-
posed development.
f.' General location. =of parking areas.
g. Proposals for availability of public
sanitary sewer, water and storm drainage.
h. Vstatement showing the proposed density
of the project with the method of cal-
culating said density also shown.
2. A public hearing shall be scheduled before
the Planning Commissior so that the public
has an opportunity to express its views.
Following: the public hearing, the Planning
Commission.sh'all close the public hearing and
make a recommendation to the Village Council.
3. The Village Council shall then consider the
rezoning request.
4. If the zoning change is approved, the General
Development Plan is attached to and is a part
of the Ordinance establishing the zoning
change.
5. Thereafter, changes in the General Develop-
ment Plan will not be permitted without
further review by the Planning Commission and.
approved by the Village Council.
6. Before building permits are issued for the
development of structures, a site plan shall
be reviewed by the Planning Commission and
approved by the Village Council.
7. The site plan shall be required to contain
the following information:
a. Complete details of the proposed site
development including identification
signs, locati;,n of buildings, streets,
driveways, parking spaces, dimensions of
the lot, lot area and yard dimensions.

b. Complete landscaping plans including
species and showing planting size and
mature size of trees and shrubs proposed.
c. Complete plans for proposed sidewalks or
walkways to service parking, recreation
and service areas within the proposed
development.
d. Complete plans for storm water drainage
systems sufficient to drain and dispose
of all surface water accumulations with-
in the area.
e. Complete Plans and specifications for
exterior wall finishes proposed for all
principal and accessory buildings.
f. Complete plans for storage areas for
waste and garbage.
8. Properties in the Village presently zoned in
the R-3, R-4, B-1, B-2, B-3, B-4, I-1 or I-2
DISTRICTS which are not presently developed
shall be required to follow the site plan
review procedures of Paragraph 7 above before
development could occur."
SECTION 2. Effective Date. This Ordinance shall take effect:
upon its passage and publication.
