ORDINANCE 140. 71-5
AN ORDINANCE AMENDING SECTION 13, CHAPTER II,
OF THE VILLAGE CODE RELATING TO THE ME-14BERSHIP
AND TERMS OF OFFICE OF THE HUMAN RIGHTS COMMISSION
THE VILLAGE COUNCIL OF THE VILLAGE OF PLYAOUTH DOES
HERE -BY ORDAIN AS FOLLOWS:
Section 1. Repeal. Section 13.04 and Section 13.05 (a)
of Chapter II of the Village Code are hereby repealed and the
offices and memberships created by Section 13.04 or Section
13.05 (a) either under Ordinance No. 68-6 or Ordinance No. 70-11
are hereby declared to be vacant and abolished.
Section 2. Amendment of Village Code. The following
shall be inserted in the Village Code as Sections 13.04 and
Section 13.05 (a) of Chapter II thereof:
"CHAPTER II. ADMINISTRATIVE CODE.
. . . Section 13. HUMAN RIGHTS COMMISSION.
13.04. Membershig and Terms. The cominission
shall consist of -nine members to appointed by the
Mayor by and with the advice and consent of the Council.
Members of the commission shall be appointed with due
regard to their fitness for the efficient
dispatch of the functions, powers and duties vested
in and imposed upon the commission. Members of
the commission shall be appointed for terms oZ three
years, and their terms shall expire on danjary 31st
of each calendar year, except that any person
appointed to fill a vacancy occurring prior to the
expiration of the term for which his predecessor was
appointed shall be appointed only for the remainder
of such term. Upon the expiration of his term of
office a member shall continue to serve until his
successor is appointed and shall have qualified. The
first commission shall consist of three members
appointed for a term of three years, three members
for a term of two years, and three members for a term
of one year. The members of the commission shall
serve without compensation and may be removed from
office fer cause by the Mayor. The chairman and vice-
chairman of said commission shall be appointed by the
Mayor and shall serve at such capacity at his pleasure.

13.05.. Duties and Responsibilities. In
( fulfillment of its purpose the commi,ssi.on's duties and

responsibilities shall be to:
(a) Adopt by-laws and rules for the
conduct of its affairs, including the selection,
assumption of duties and definition of
responsibilities of officers and committees
other than the chairman and vice-chairman. "
Section 3. Effective Date. This ordinance shall "take•
effect upon its passage andpublicatio .
