(1)' Noe person shall, operate a snowmobile upon the roadway, shoulder or inside bank or slope of any trunk, county state _aid, or "county highway in this Village and, in, the case of a divided trunk � or county, highway, on the right of way between the opposing I' es of traffic, except as provided in this ordinance, nor shall operation on any such highway be permitted where the roadway directly abuts.a public sidewalk or walkway or property used for private purposes. No person shall operate a snowmobile within the right of way of any trunk, county state aid, or county highway between the hours of one-half hour after sunset to one-half,. hour before sunrise, except on the right hand side of such right ;of way and in the same direction as the highway traffic on the nearest lane of the roadway adjacent thereto. No snowmobile shall be operated 'at any time within the right "of way, of any inteistate highway"or freeway within this state. (2) A snowmobile may make.a direct crossiig,of a.street or highway except an interstate highway or freeway, provideds a. The crossing is made at an angle of approximately 90 degrees to the direction of the street or highway and at a place where no.obstruction prevents a quickandsafe crossing. b. The snowmobile is brought to a complete stop before crossing the shoulder or mann travelled way of the highway. c. The driver yields the right of way to All oncoming traffic which constitutes an immediate hazard. d. In crossing a divided street or highway, the crossing is made only at an intersection of such street or )tighway with another public street or highway. e. If the crossing is made between the hours of one-half hour after sunset to one-half hour before sunrise or in conditions of redu,ced,.visibility, only if both front and rear lights are on. (3) No snowmobile shall be operated on streets or highways at a speed exceeding 30 miles per hour or under reasonable control. (4) No.snoww bile shall enter any uncontrolled intersection without making a complete stop. The operator shall then yield the right of wag to any vehicles or pedestrians which. constitute an immediate hazard." l crossing thereof only if he has in his immediate possession a valid snowmobile safety certificate issued by the Commissioner of Conservation as provided by 96 S ti 84 86 Minnesota Statutes 1 9, ec on ('2) It is unlawful. for the owner of a snowmobile to permit the snowmobile to be operated contrary to the provisions of this section. 7.07. Leaving,Snowmobile Unattended. Every person leaVinga snowmobile in a public place—shall lock the # ignition, remove the key and take.the same with him. 7.06. Chasing Animals Forbidden. It is unlawful to intentionally rive, chase, run over or kill any animal, wild or domestic, with a snowmobile. 7.09. Authorized Rallies, Meets, Races and Gatherings* Except for a provisions of Section 7.08, the V, age Council may, upon application to it, authorize the holding of snowmobile rallies:, meets, races and gatherngs within the Village. Such application shall specify 4-'.2 dates, 4-imes and places,of such rallies, meets, races and gatherings, the person or persons sponsoring such event and a description of the activity,to<be allowed and permitted. No fee shall be charged for such authorization w Upon the granting by the Council of Such authorization, the provisions of sections 7.03 (3) .and (9) and.`tfie provisions of Section 7.07 may be waived by the'Council r for the duration of the rally, meet, race-oraces and gatherings.' 7.10. Penalties. The penalties prescribed by Chapter I, Section 6 oot a Village Code shall be applicable to this section._ } 7.11. Severability. Should any section, subdivision, clause_or other provision of this ordinance be held to be invalid by a, court of competent jurisdiction, such decision shall, not affect the validity of the ordinance as, a'whole, or, any 'part thereof, other than the part -held to be invalid,.:' Section 2.
