VILLAGE OF PLYMOUTH ORDINANCE Na. 68-10 AN ORDINANCE AMENDING SECTION 1.02 OF CHAPTER II OF THE VILLAGE CODE RELATING TO THE DUTIES OF THE CLERK -ADMINISTRATOR THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH DO HEREBY ORDAIN AS FOLLOWS: Section 1. Amendment of Section 1.02 of Chapter II of Village Code. Section 1.02 of Chapter II of the Village Code is hereby deleted and the following substituted therefor: "... 1.02. DUTIES OF CLERK -ADMINISTRATOR. The Clerk -Administrator shall have the following duties: a. The Clerk -Administrator shall execute the directions of the Council relating to administration of village affairs and shall coordinate the functions and activities of all departments and divisions of the village administration which may be created by the Council. b. He shall keep informed of the activities of each administrative department, shall transmit to the Council all requests of department heads and together with such department heads shall make recommenda- tions concerning the disposition thereof. Periodically, and upon request of the Council, the Clerk -Administrator shall obtain from the department heads recommendations with respect to the organisation, operation, and personnel needs of each department and report the saw to the Council together with his own recommendations. c. He shall consult with the affected department heads with respect to all applicants for employment with the village and report to the Council concerning the same. He shall at the direction of the Council obtain skid transmit to the Council department records concerning the efficieaty and conduct of village employees and shall submit the recommendations of the affected department heads as well as his own recommendations to the Council for their advancement or dismissal. d. The Clerk -Administrator shall have all the powers and shall perform all the duties imposed upon or granted to a village clerk by the statutes of the State of Minnesota. He shall sign all instruments required to be signed and attested by a village clerk in accordance with said statutes. e. He shall transmit to the Council for adoption such measures as he and the department heads may deem necessary for the welfare of the people and the efficient administration of the affairs of the village. f. He shall keep the Council fully advised as to the financial condition and needs of the village, and he shall assist in the preparation, coordination and submission to the Council of the annual budget. g. All contracts, bonds, and instruments of any kind to which the village is a party shall be signed by the Mayor and the Clerk - Administrator on behalf of the village and shall be executed in the name of the village." Mayor
