HomeMy WebLinkAboutCity Council Ordinance 1968-06VILLAGE OF PLYMOUTH ORDINANCE NO. 68-6 AN ORDINANCE AMENDING CHAPTER II OF THE VIL- LAGE CODE OF THE VILLAGE OF PLYMOUTH, MINNE- SOTA, RELATING TO THE ESTABLISHMENT OF A HUMAN RIGHTS COMMISSION THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH DO HEREBY ORDAIN AS FOLLOWS: Section 1. Amendment of Village Code. Chapter II of the Village Code of the Village of Plymouth, Minnesota, is hereby amended by adding the following thereto as Section !3• "Section 13. Human Rights Commission. "13.01 Policy. It is hereby declared thrt it is the public policy-Wof-TEF Village of Plymouth to fulfill its responsibility as a partner of the state Department of Human Rights in securing for all citizens equal opportunity in housing, employment, public accommodations, public ser- vices and education, and to work consistently to improve the human relations climate of the Village of Plymouth. "13.02 &stablishment of Human Rights Commission. There is hereby established wichin the Village or -Pry -mouth a human rights commission. 1113.03 Purpose. The purpose of the commission is to secure for all cizens equal opportunity in employment, housing, public accommodations, public services and educa- tion and full participation in the affairs of this com- munity by assisting the state Department of Human Rights in implementing the Minnesota State Act Against Discrimina- tion and by advising the village council on long range programs to improve community relations in the Village of Plymouth. "13.04 Membersaip and Terms. The commission shall consist of 15 members to be app o nted by the mayor by and with the advice and consent of the council. Members of the commission shall be appointed with due regard to their fitness for the efficient dispatch of the functions, powers and duties vested in and imposed upon the commission. Mem- bers of the commission shall be appointed for terms of three (3) years, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointad shall be appointed only for the remainder of such term. Upon the expiration of his term of office a member shall continue to serve until his successor is appointed and shall have qualified. The first commission shall consist of five members P- pointed for a term of three years, five members for a term -1- of two years, and rive members for a term of one year. The members of the comm;.ssion shall serve without compensation and may be removed from office for cause by the mayor. "13.05 Duties and Responsibilities. In fulfillment of its purposedfhe commission s duties and responsibilities shall be to: (a) Adopt bylaws and rules for the conduct of its af- fairs including the election, assumption of duties a --d definition of responsibilities of officers and committees. (b) Draft a memorandim of agreement with the state Department of Human Rights for the purpose of determining regulatory and enforcement procedures. (c) Enlist the cooperation of agencies, organizations and individuals In the community in an active pro- gram directed to create equal opportunity and eliminate discrimination and inequalities. (d) Formulate a human relations program for the Village of Plymouth to give increased effectiveness and direction to the work of all individuals and agen- cies addressing themselves to planning, policy making and educational programming in the area of civil and human rights. (e) Advise the mayor, the village council and other agencies of the government on human relations and civil rights problems. Act in an advisory capaci ith respect to planning or operation of any °'department on issues of civil and human rights and recommend the adoption of such specific policies or actions as are needed to provide for full equal opportunity in the com- munity. (f) Develop in cooperation with the state Department of Human Rights such programs of formal and in- formal education as will assist in the implementa- tion of the Minnesota State Act Against Discrimina- tion and provide for the commission•s assumption of leadership in recognizing and resolving poten- tial areas in the community."
