The Village Council of the Vil-
lage of Plymouth Do Hereby Or-
dain As follows:
Section 1. Definitions.
1.01 "Owner means any per-
son, group or corporation awning,
keeping, harboring or having cus-
tody of a dog or dogs.
1.02 A dog is "at large" when
he is off the property of his own-
er and not under restraint.
1.03 A dog is "under restraint"
if he is controlled by a leash not
exceeding six feet in length, or
at heel beside a competent per-
son having custody of him and
obedient to that person's com-
mands, or within a vehicle being
driven or parked on a public
street or within the property lim-
its of his owner's premises.
1.04 "Platted areas" means
those areas within the village
which have been subdivided by
platting or by means of a Regis-
tered Land Survey and with re-
spect to which official plats os'
Registered Land Surveys have
been filed and placed on record
in the offices of either the Reg-
ister of Deeds or Registrar of
Titles of Hennepin County.
Section 2. Licensing.
2.01 No person shall own, har-
bor, keep or have custody of a
dog over six months of age with-
in the village, unless a current
license for such animal has been
obtained as herein provid-ad.
2.02 Licenses shall be issued
on an annual basis and shall he
made for the whole or unexpircd
portion of the year ending on De-
cember 31st next following the
first effective day of the license.
2.03 The license fee for each
male dog or spayed female dog
shall be $2.00 and A5.00 for an
unapayed female dog.
2.04 If the license is obtained
while the dog is impounded by
the village, or after the 1 equired
license period has commenced,
there shall be added to the reg-
ular license fee a late -license pen-
alty equal to the amount of the
license.
2.05 All licenses shall be is-
sued by the Village Clerk and
application therefore shall be ac-
comp,Rnied by a certificate or tag
issued by a veterinarian licensed
to practice in the State of Min-
nesota, showing that the dog in
question has been vaccinawd
against rabies within the past
twelve (12) months.
2.06 The Village Clerk shall
provide and furnish for each
licensed dog a metallic tag upon
which there shall be stamped or
engraved the register number of
the dog, the word "Plymouth"
and the year when licensed 'he
Village Clerk shall keep a regis-
try of the dogs so licensed and
said registry shall contain the
name and address of the owner,
a description of the dog, and the
number of the license.
2.07 If any license tag is lost
or stolen, the owner may obtain
a new tag by surrendering the
receipt for the first tag or by
other proof of the fact that the
dog in question has been pre-
viously licensed and by paying
the sum of 50 cents.
108 Every owner shall plow
and keep around the neck of the
dog a collar on which the license
shall be securely fixed.
2.08 No persona shall coun-
terfeit any such license tag or
use a counterfeit tag. A license
tag is not tranderable to any
other animal nor to a new owner
of the dog with respect to which
such tag was issued.
Section 3. restraint.
3.01 No owner shall permit his
dog to be at large within any of
the platted areas of the village
South of the centerline of 38th
Avenue North as extended to the
West boundary of the village, but
within such areas shall keep such
dog under restraint at all times.
302 No owner shall allow a
fen, ale dog in heat nor a fierce,
dangerous or vicious dog, nor
any dog which molests pede-
strians to be at large anywhere
within the village. Evidence that
a dog outside of the owner's pro-
mises has bitten a human being,
has attacked another dog or do-
mestic animal, or has rushed at
or jumped upon a person shall be
prima facie evidence that such a
dog is fierce, dangerous and vi-
cious.
Section 4. Public Nutaanoaa.
4.01 No person shall own,
keep, or harbor any dog which by
loud and frequent barking, howl-
ing or yelping shall cause noise,
disturbance or annoyance to per-
sons residing in the vicinity
thereof.
4.02 Upon the receipt of a
written complaint of such annoy-
ance by two or more persons re-
siding in the vicinity of such a
dog, the village shall notify the
owner to abate the nuisance
within 48 hours. Failure to obey
such notice shall be a violation
of this ordinance. For the pur-
poses of this provision members
of the some family unit residing
in the same dwelling shall be re-
garded as one person.
Section 5. Village Pound.
5,01 The Village Council may
provide for a village animal
pound, either within or outside
the limits of the village.
5.02 It shall be the duty of the
police department together with
the person or persons designated
oy the village council as the dog
catcher or animal warden to en-
force the provisions of this or-
dinance and to transport or cause
to be transported to the village
pound any or all dogs kept with-
in the village contrary to the pro-
visions of this ordinance.
3.03 Any dogs so impounded
shall be kept for at least five
days unless sooner reclaimed by
the owner thereof. The owner of
any impounded dog may reclaim
the same by paying an impound-
ing fee of $19.00 plus the cost of
the keep of such dog in said
pound and upon exhi'siting to the
keeper of the pound a license
duly issued pursuant to the pro-
visions of this ordinance.
5.04 Any dog not reclaimed
within five days after being im-
pounded may be disposed of by
the pound keeper, provided that
such dog has noc bitten or been
suspected of biting any person..
5.05 The pound keeper shall
keep an accurate account of all
dogs received at the pound and
of all dogs killed, released or dis-
posed of therefrom and shall
make a monthly accounf.ng
thereof to the village Clerk.
Section 6. Haling Dogs.
6.01 Whenever any person
owning, possessing or harboring
any dog within the corporate
limits of the Village of Plymouth
shall learn that such dog has bit-
ten any human being, such per-
son shall immediately impound
said dog in a place of confine-
ment where it cannot escape or
have access to any human being
or other animal and shall also im-
mediately notify the Chief of Po-
lice.
6.02 Whenever the Chief of
Police shall learn that any hu-
man being has been bitten by
any dog within said village, he
shall ascertain the identity of
such dog and the person owning,
possessing or harboring it shall
immediately direct such person to
forthwith impound such dog as
herein required. If in the opinion
of the Chief of Police the person
owning, possessing or harboring
such a dog cannot or will not so
impound it, the Chief may order
and direct the village animal
warders or any police officer of
the Village of Plymouth to trans-
port such dog to the village
pound. Any dog so impounded
shall be kept continuously so con-
fined for a period of fourteen (14)
days from the day the dog bit a
human being.
6.03 Upon learning that a dog
has bitten a human being, the
Chief of Police shall immediately
notify the Village Health Officer
and inform him of the place
where the dog is impounded. It
eha?1 be the duty of the Village
Health Officer to inspect said dog
from time to time during its per-
iod of fourteen (14) days' con-
finement and determine whether
such dog is infected with rabies.
For this purpose he shall have
access to the premises where
such dog is kept at all reasonable
hours and may take possession of
the dog and confine it in the vil-
lage pound or other suitable
place at the expense of the own-
er. The owner or person in pos-
sessior or harboring such dog
and why has i, ipounded it on his
own premises pursuant to the
provisions of this Section, shall
immediately notify the Village
Health Officer of any evidence of
sickness or disease in the dog
during its period of confinement,
and shall promptly deliver its
carcass to the Village Health Of-
ficer in case of its death during
said period.
Section 7. PenWIT
7.01 Any person violating any
of the prop isions of this ordin-
ance shall be guilty of a misde-
meanor.
7.02 The penalty for convic-
tion of such violation shall be a
fine in an amount not to exceed
$100.00 or imprisonment for a
period not to exceed 90 days.
Section 8. FJh"ve Dale.
This ordinace shall take effect
January 1, 1967.

THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH DO HEREBY
ORDAIN AS FOLLOWS:
Section 3. Definitions.
1.01 "Owner" means any person, group or corporation owning,
keeping, harboring or having custody of a dog or dogs.
1.02 A dog is "at large" when he is off the property of his

1.03 A dog is "under restraint" if he is controlled by
a leash not exceeding six feet in length, or at
heel beside a competent person having custody of
him and obedient to that person's commands, or
within a vehicle being driven or parked on a public
street or within the property limits of his owner's
premises.
1.04 "Platted areas" means those areas within the village
which have been subdivided by platting or by means
of a Registered Land Survey and with respect to which
official plats or Registered Land Surveys have been
filed and placed on record in the offices of either
the Register of Deeds or Registrar of Titles of Henne-
pin County.

by the village, or after the required license period
has commenced, there shall be added to the regular
license fee a late -license penalty equal to the amount
of the license.
2.05 All licenses shall be issued by the Village Clerk
and application therefor shall be accompanied by
a certificate or tag issued by a veterinarian licensed
to practice in the State of Minnesota, showing that
the dog in question has been vaccinated against rabies
within the p2st twelve (12) months.
2.03 The Village Clerk shall provide and furnish for

licensed. The Village Clerk shall keep a rsgistry
of the dogs so licensed and said registry shall

Section 3. Restraint.
3.01 No owaar shall permit his dog to be at large within any of the
platted areas of the village South of the centerline of 36th
Avenue North as extended to the West boundary of the village,
but within such areas shall keep such dog under restraint at
all tip".
3.02 No oar Shall allow a female dog in heat nor a fierce,
dangerous or vicious dog, nor any dog which molests
pedestrians to be at large anywhere within the village.
Evidence that a dog outside of the owner's promises
has bitten a human being, has attacked another dog
or domestic animal, or has rushed at or jumped upon
a person shall be prima facie evidence that such a
dog is fierce, dangerous and vicious.

impounded may be disposed of by the pound keeper,
provided that such dog has not bitten or been suspected
of biting any person.
5.05 The pound keeper shall keep an accurate account of
all dogs received at the dog pound and of all dogs
killed, released or disposed of therefrom and shall
make a monthly accounting thereof to the Village
Clerk.
Section 6. Biting Dogs.
6.01 Whenever any person owning, possessing or harboring
any dog within the corporate limits of the Village
of Plymouth shall learn that such dog has bitten
any human being, such person shall immediately im-

other animal and shall also immediately notify the
Chief of Police.
6.02 Whenever the Chief of Police shall learn that any
human being has been bitten by any dog within said

shall mediately direct such person to forthwith
impound such dog as herein required. If in the
opinion of the Chief of police the person owning,
possessing or harboring such a dog cannot or will
not so impound it, the Chief may order and direct
the village animal warden or any police officer of
the Village of Plymouth to transport such dog to
the village pound. Any dog so impounded shall be
kept continuously so confined for a period of
fourteen (14) days from the day the dog bit a human
being.
6.03 Upon learning that a dog has bitten a human being,
the Chief of Police shall immediately notify the
Village Health Officer and inform him of the place
where the dog is impounded. It shall be the duty of
the Village Health Officer to inspect said dog from
time to time during its period of fourteen (14) days'
confinement and determine whether such dog is infected
with rabies. For this purpose he shall have access
to the premises where such dog is kept at all reascn-
able hours and may take possession of the dog and
confine it in the village pound or other suitable place
at the expense of the owner. The owner or person in
possession or harboring such dog and who has impounded
it on his own premises pursuant to the provisions of
this Section, shall immediately notify the Village
Health Officar of any evidence of sickness or disease
In the dog during its period of confinement, and
shall promptly deliver its carcass to the Village
Health Officer in case of its death during said
period.
