THE VILLAGE COUNCIL OF
THE VILLAGE OF PLYMOUTH
DO HEREBY ORDAIN AS FOL-
LOWS:
Section 1. POSITION OF
CLERK -ADMINISTRATOR.
1.01 ---There is hereby created
in the Village of Plymouth the
position of Clerk -Administrator.
1.02—The Clerk -Administrator
shall be appointed by the Vil-
lage Council on the basis of his
training, experience and adminis-
trative qualifications and need
not be a resident of the tillage
at the time of his appointment.
1.05—The Clerk - Administrator
shall be appointed for an indefi-
nite period and may be removed
by the Council at any time, pro-
vided, however, that prior to his
removal the requirements of Ser
tion 107.46 Minnesota Statutes
shall lave been complied with.
In such event the Council may
suspend him from office pending
any hearings required.
1.04—During the absence of the
Clerk -Administrator, the Council
may designate some other quali-
fied person to perform his du-
ties.
Section 2. DUTIES.
2.01—The Clerk - Administrator
shall be the head of the admin-
istrative branch of the village
government and shall to respon-
sible to the Council for the prop-
er administration of all affairs
relating to the village.
2.02 --The Clerk - Administrator
shall have all the powers and
shall perform all of the duties
imposed upon or granted to a
village clerk by the statutes of
the State of Minnesota. He shall
sign all instruments required to
be signed and attested by a vil-
lage clerk in accordance with said
statutes.
2.05—He shall recommend to
the Council the employment, ad-
vancement and discharge of all
village employees.
2.04—He shall see that the stat-
utes relating to the village and
the laws, ordinances and resolu-
tions of the village are enforced.
2.05 --He shall exercise control
over all departments and divi-
sions of the village administration
which may be created by the
Council.
2.06—He shall recommend to
the Council for adoption such
measures as he may deem neces-
sary for the welfare of the peo-
ple and the efficient administra-
tion of the affairs of the village.
2.07—He shall keep the Coua-
cil fully advised as to the finan-
cial condition and needs of the
village, and he shall prepare and
submit to the council the annual
budget.
2.08 --He shall be the chief pur-
chasing agent of the village. All
purchases for the village and all
contracts shall be made or let by
the Clerk when the amount of
the purchase or contract does not
exceed $1000.00. But all claims
resulting therefrom shall be au-
dited and approved by the Coun-
cil. All other purchases shall be
made and all other contracts let
by the Council.
2.09—All contracts, bonds and
instruments of any kind to which
the village is a party shall be
signed by the Mayor and the
Clerk -Administrator un behalf of
the village and shall be executed
in the name of the village.
Section S. EFFECTIVE DATE.
3.01—This ordinance shall be-
come effective upon its passage
and publication.
