The Village Council of the Vil- lage of Plymouth Do Hereby Or- dain as follows: Section 1. Almondmenf d vai- farm Saudi" Code. Section 1101 to 1100 both in- clusive of the Uniform Building Code, 1961 Wition. Volume 1, adopted by the Council on May 18, 1981, are hereby amended in- sofar as said sections have any application to premises licensed by the Village for the on -sale of non-intoziratmg malt liquors, and for consumption and display of intoxicating liquors by adding the following provisions thereto. Section 2. TaHat F'adHdso. 2.01—There shall be at least two (2) toilets conveniently lo- cated, one for men and the other for women. All toilets shall in- clude a water closet, a lavatory, a floor drain which will maintain tate floor in a dry and sanitary condition, hot and cold running water, individual towels and soap. 8.08 ---Tire floors and walls of all toilets shall be finished with a smooth, hard, non-absorbent surface of cement, the or ap- proved equal. Walls shall be so finished to a height of four (4) feet above the floor. Materials other than structural elements used in such wall shall be of a type which is not adversely af- fected by moisture. 2.03 --All toilets shall be pro- vided with an exterior window at least three square feet (3 sq. ft.) in area, fully openable, or a ver- tical duct not less than one hun- dred square inches (10C sq. in.) in area for the first toilet facility and an additional fifty square inches (50 sq. in.) for each ad- ditional toilet facility; or a me- chanically operated exhaust sya- tem, which is connected to the light switch, capable of provid- ing a complete change of air ev- ery fifteen ;15) minutm such systems shall be vented to the outside air and at the point of discharge shall be at least five (5) feet from any openable wi- dow. 2.04 -- Toilets shall not be in cellars or basems=nts without the approval of the village Health Officer. Section 3. Stairways. 3.01—Stairways in all licensed premises serving an occupant load of not more than ten (10) shall be at least thirty (30) inches wide; stairways serving an occupant load of fifty (50) or less shall be at least thirty-six (38) inches wide; stairways serving an oc- cupant load of more than fifty (50) shall be at least forty-four (44) inches wide. 3.02—The rise of every step in a stairway shall not exceed seven and one-half (7%) inches and the run shall not be less than ten (10) inches. 3.03—Svery stairway shall have headroom clearance of not less wan six (8) feet, six (8) inches measured vertically from the nearest nosing to the nearest sof- fit. 3.04 --An iron pipe or other suit- able handrail or guide shall be installed for the full length of each stairway and the some shall be well lighted at all times. Section 4. Slakes. 4.01 — All licensed premises shall be equipped with proper sinks or other equipment, and shall be provided with running hot and cold water for sterilizing and rinsing cups, glasses, mugs or other utensils in whAch bev- erages, including beer, are served. All such pternises shall have hot water heaters of sufficient size to insure an adequate and continu- ous supply of hot water during business hours. CO2 -- Such sinks, or other equipment, shall be conveniently located to the spigots from which beverages, including beer, are drawn. Section 5. Exits. 5.01-- Licensed premises shall have not less than two (2) exits leading directly to the outside of such premises. The distance be- tween each exit shall be equal to not less than one-fifth (175) of the perimeter of the room. 5.02 --Ali exit doors shall be openabie from the inside without the use of a key or any special knowledge or effort, shall swing outward and shall be kept un- locked from the inside while the premises are occupied. 5.03—No required exit door shall be less than thirty-six (36) inches in width. 5.04 --All exits shall be equip- ped with panic hardware. Panic hardware, for the purposes of this section, is defined as a bar which extends across at least half the width of each door leaf, or is a floor plate below the full width of each door opening; either of which will open the door if sub- jected to pressure. 5.05—At every exit, and wher- ever otherwise required to clear- ly indicate the direction of egress, an illuminated exit sign with let- ters at least five (5) niches high shall be provided. 5.06—Exits shall be illuminat- ed at all times with light having an intensity of not less than one (1) foot candle at floor level. 5.07—In the event the use of toilets in a cellar or basement is approved in any licensed prem- ises, there shall be an exit sign, clearly visible from the entrances to such toilets, indicating the di- rection of egress. Such sign need not itself be illuminated but there shall be illumination suffi- cient so that such sign is clearly visitic at all times. Section 6. Windows. 6.01—All windows in the front of any licensed premises shall be of clear glass, and the view of the whole interior shall be un- obstructed by screens, curtains or partitions. 6.02—There shall be no parti- tion, box, stall, screen, curtain or other device which obstructs the view of any part of the room from the general observation from persons in the room; but partitions, subdivisions, or pan- els not higher than forty-eight (48) inches from the floor shall not be considered obstructions. Section 7. P 7.01—Any persm violating any provision of this Ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not more than $100.00 or by imprisonment for not more than ninety (90) days. 7.02—The Village Council may, upon a conviction of a violation of this Ordinance, suspend or re- voke the license for the sale, consumption and display of non - intoxicating malt liquor or for consumption and display of in- toxicating liquors with respect to the premises on which such vio- lation occurred. Prior to any such suspension or revocation the Vil- lage Council shall hold a hearing pursuant to the provisions of Or- dinance No. 62-1 of the Village of Plymouth. Section 8. Effective Dale.
