AN ORDNANCE CREATUIC
A PARK AND RECREATION
ADVISORY COMMISSION
The Village Council of the Vil-
lage of Plymouth do hereby or-
dain as follows:
SECTION ]-TITLE
1.01 ----This ordinance -hall be
known as "The Park and Recrea-
tion Commission Ordinance."
SECTION 2 -CREATION
2.01 --There is hereby created
and established a park and rec-
reation advisory commission for
the Village of Plymouth.
SECTION 3 -MEMBERS
3.01 -There shall be nine (9 )
members of said commission, to
be appointed in the manner here-
inafter set forth.
3.02 --The Village shall be di-
vided into the following four (4)
districts and a member of the
commission shall be appointed
from each of said districts:
District No. 1 --Sections 4, 5, 6,
T, 8, 9, 16, 17 and 16.
District No. 2 --Sections 1, 2, 3,
10, 11, 12, 13, 14 and 15.
District No. 3-4Erections 19, 20,
21, 28, 29, 30, 31, 32 and 33.
District No. 4 -Sections 22, 23,
24, 25, 26, 27, 34. 3.3 and 36.
3.03 --Five (5) members of the
commission shall be appointed
from the Village at large.
3.04 -All members of the com-
mission shall be appointed by the
Village Council for a term of
three (3) years each and their
terms shall expire on March 1st
of each calendar year; except that
the first appointments made pur-
suant to this ordinance shall be
for the following terms:
Two (2) district representatiā¢res
for ternis of three (3) years.
One (1) district representative
for a term of two (2) years.
One (1) district representative
for a term of one (1) year.
One (1) member at large for a
term of three (3) years.
Two (2) members at large for
terms of two (2) years.
Two (2) members at large for
terms of one (1) year.
SECTION 4 -PROCEDURE
4.01 -The chairman of the com-
mission shall be elected by the
members from among their own
number and shall serve for P.
term of one (1) year; except
that for the year commencing
March 1, 1964, and ending Feb-
ruary 28, 1965, the chairman shall
be selected by the Council.
4A2 -The commission shall es-
tablish and provide its own rules
and procedures by and with the
approval of the Village Council
and all members of the commis-
sion, including the chairman, shall
be entitled to vote on all ques-
tions before the commission, ex-
cept that no member of the com-
mission shall pass upon any ques-
tion in which he is directly or in-
directly interested.
4.03 -The commission shall de-
termine the date and time of
meetings and shall call public
hearings when necessary and de-
sirable.
SECTION 5 -- POWERS AND
DUTIES
5.01 -The park and recreation
advisory commiwion shall have
the following powers and duties:
(a) To hold meetings of its
members, to consider such mat-
ters pertaining to parks and pub-
lic recreation programs in the
Village as shall be referred to
the commission by the Village
Council, or as the members of
the commission themselves deem
proper.
(b) To prepare a comprehen-
sive plan for the future develop-
ment of the Village park and rec-
reation system, to be submitted
to the Village Council for imple-
mentation, and to maintain said
plan, and recommend amendment
thereof to the Village Council, as
may become necessary.
(c) To act in an advisory ca-
pacity to the Village Council in
all matters relating to a park or
recreation prograrr in the Vil-
lage.
(d) The commission shall make
an annual report to the Village
Council, not later than the last
day of February of each calendar
year, which report shall contain
the commission's recommenda-
tions for the ensuing year.
SECTION 6 - EFFECTIVE
DATE
6.01 -This ordinance shall be-
come effective on March 1, 1964,
after its passage and publication.
Motion for adoption of the
foregoing Ordinance was duly
seconded by Trustee Humphrey
and upon vote being taken there-
on the following voted in favor
thereof: Mayor Staples, Trustees
Curtis, O'Fallon, Humphrey, and
Clifford; Against: None. Dated
February 3, 1964.
