Alii 011 is ""C$ CRRATWO A VILLAGE -?LAI XQ CANWDUMON THE VILLAGE COUNCIL OF T11E VILLAGE OF PLYMOUTH DO HEREBY ORDAIN AS FOL- LOWS: *section 1;. TUM. 1.01—This Ordinance shall be known as "The Planning Com- mission Ordinance." Section L Creation, 2.01 --In conformity with Min- nesota laws 1937,.Chapter 287, as amended. there is hereby ere. ated a Planning Commission for the Village of Plymouth to have all the powera provided by said Act. Messobas, 101—There shall be nine (9) members of said Commission to be appointed in the manner here- inafter set forth. 3.02 --The Village shall be di- vided into the following four (4) districts and a member of the Commission shall be appointed from each of said districts: District No. 1 -- Sections 4, 3, 0, 7, 8, 9, ia, 17 and 18. District No. 2 -- Sections 1, 2, 3,10,11.12, 13,14 and 15. District No. 3 — Sections 19, 20, 21, 28, 29. $0, 31, 32 and 33. District No. 4 -- Sections 22, 23, 24, 25, 26, 27, 34, 35 and 36. 3.03-11ve (b) members of the Commission shall be appointed from the Village at large. 3.04—All members of the Com- mission shall be appointed by the Village 'Council for a term of three (3) years each, except that the first appointments made pur- suant to this Ordinance shall be for the following terms: Two (2) District Representa- tives for terms of three (3) years. One (1) District Representative for a term of two (2) years, One (1) District Representative for a term of one (1) year. One (1) member at large for a term of three (3) years. Two (2) members at large for terms of two (2) years. Two (2) members at Iarge for terms of one (1) year. Section 4. Procedure. 4.01 The Chairman of the Commission shall be elected by the members from among their own number and shall serve for a term of we (1) year. ti 63-13 4.02 --The Commission shall es- tablish and provide its own rules and procedures by and with thn approval of the Village Council and all members of the Commis - $ion, including the Chairman, Shall be entitled to vote on all questions before the Commission, except that no member of the Commission shall pass upon any question in which he is directiv or indirectly interested. 4.(M—The Commission shall determine the date and time of meetings and shall call public hearings when necessary and de- sirable. Section S. Powers and Duties. 5.01—The Planning Commis- sion shall have the following pow- ers and duties: (a) To prepare a Comprehen- sive Plan for the future develop- ment of the Village to be sub- mitted to the Village Council for implementation and to maintain said plan, and recommend amend - mein thereof to the Village Coun- cil, as may become necessary. (b) To initiate, direct, and re- view, from time to time, a study of the provisions of the Zoning. Ordinance and the subdivision regulations and to to -port to the Village Council its advice and recommendations w i t h respect thereto. (c) To study applications and proposals for amendments to the Zoning Ordinance and applica- tions for special permits and to advise the Village Council of its recommendations thereon. (d) To study preliminary and final plats and to advise the Vil- lage Council of its recommenda- tions thereon. (e) To act in an advisory ca- pacity to the Village Council in all matters wherein powers are assigned to the Village Council by State Law, concerning com- prehensive planning, zoning, plat- ting, changes in streets, and other matters of a general planning na- ture. Section G. Effective Date. 6.01—This Ordinance shall be- ceme effective on November 1, 1963 after its passage and publi- cation. Passed by the Village Counc;' the 14th day of October, 1963, Thos. J.
