An Ordinance Amending the Pro-
visions of Ordinance No. 53.3
Providing for the Licensing and
Control of Dogs
The Village Council of the Vil-
lage of Plymouth Do Hereby Or-
dain As Follows:
Section 1. Amendment of Ordi-
nance.
1.01 Ordinance No. 55-3 of the
Village r1 Plymouth, adopted by
the Village Council on August 2,
1955 is hereby amended by delet-
ing ?ne first and second sentences
of Election 3 thereof and substitut-
ing the following therefor:
"Section 3. Issuance of License.
The Village Clerk shall provide
and furnish for each licensed dog
a metallic tag upon which there
shall be stamped or engraved the
register number of the dog, the
word 'Plymouth,' and the year
when licensed. The application
for a license shall be accompanied
by a fee of $2.00 for each male or
spayed female, $5.00 for each oth-
er female dog and by a certificate
or tag issued by a veterinarian
licensed to practice in the State
of Minnesota showing that the
dog in question has been vaccin-
ated against rabies within the
past twelve (12) months.
1.02 Ordinance No. 55-3 of the
Village of Plymouth is further
amended by deleting Sections 5
and 6 thereof and substituting
the following therefor;
"Section 5. Certain Dogs not
Allowed to Run at Large.
No person owning, possessing
or harboring any dog within the
Village, or the parents or guar-
dians of any such person under
twenty-one (21) years of age,
shall allow any female dog in
heat, any dog of vicious habits
or which is likely to cause injury
to any person, and any dog which
habitually chases automobiles, or
molests pedestrians on any pub-
lic street or sidewalk to run at
large. Any dog which has at-
tacked or bitten any human be-
ing or which habitually attacks
other dogs, or domestic animals,
or which habitually rushes at or
growls at any person outside of
the owner's premises, is hereby
defined to be a dog of vicious
habits for the purposes of this
Section. No dog prohibited from
running at large under this Sec-
tion shall be permitted off the
premises of its owner unless such
dog is accompanied by a person
over the age of twelve (12) years
and is securely confined and con-
trolled by an adequate leash not
more than six (6) feet long.
"Section 6. Barking Dogs.
No person shall own, harbor,
keep or have in his possession or
on his premises any dog which
by loud and frequent barking,
howling or yelping shall cause
noise, disturbance, or annoyance
to persons residing in the vicinity
thereof."
1.03 Ordinance No. 55-3 of the
Village of Plymouth is further
amended by deleting therefrom
Section 9 thereof and substituting
the following therefor:
"Section 9. Enforcement,
It shall be the duty of the po-
lice officers or the Animal War-
den of the Village to enforce the
provisions of this Ordinance and
to transport or cause to be trans.

or all dogs kept within the Vil-
lage contrary to the provisions of
this Ordinance."
1.04 Ordinance No. 55 of the
Village of Plymouth is hereby
further amended by deleting from
Section 10 thereof the figures
";5.00" and substituting in lieu
thereof the figures ";10.00."
1.05 Ordinance 2:o. 55-3 of the
Village of Plymouth is hereby
further amended by deleting the
provisions of Section 13 thereof
and substituting the following
therefor:
"Section 13. Siting Dogs.
Whenever any person owning,
possessing or harboring any dog
within the corporate limits of the
Village of Plymouth shall learn
that such dog has bitten any hu-
man being, such person shall im-
me3iately impound said dog in a
place of confinement where it
cannot escape or have access to
any human being cr other animal
and shall also immediately noti-
fy the Chief of Police. When-
ever the Chief of Police shall
learn that any human being has
been bitten by any dog within
said Village, he shall ascertain
the identity of such dog and the
person owning, possessing or h;,c-
bcring it shall immediately direct
such person to forthwith impI rand
such dog as herein require.. If
in the opin;on of the Chief t,f Po-
lice the person owning, p,issess-
ing or barboring such a dig can-
not or will not so impound it,
the Chief may order a -ad direct
the Village Animal Warden or
any police officer of the Village
of Plymouth to transport such
dog to the Village Pound. Any
dog so impounded shall Le kept
continuously so confined for a
period of fourteen (14) days from
the day the dog bit a human
being.
Upon learning that a dog has
bitten a human being, the Chief
of PoliLe shall immediately no-
tify the Village Health Officer
and inform him of the place
where the dog is impounded It
shall be the duty of the Village
`xealth Officer to inspect acid dog
from time to time during its peri-
od of fourteen (14) days' confine-
ment and determine whether
such dog is infected with rabies.
For this purpose he shall have
access to the premises where such
dog is kept at all reasonable
hours and may take possession of
the dog and confine it in the Vil-
lage Pound or other suitable
place at the expense of the own-
er. The owner or person in pos-
session or harboring such dog and
who has impounded it on his own
premises pursuant to the provi-
sions of this Section, shall imme-
diately notify the Village Health
Officer of any evidence of sick-
ness or disease in the dog dur-
ing its period of confinement, and
shall promptly deliver its carcass
to the Village Health Officer in
case of its death during said
period."
Section 2. Effective Date.
2.01 This Ordinance shall take
effect upon its passage and publi-
cation.
Adopted by the Village Coun-
cii the 20th day of May, 1963.
