Governing Conduct and Proce-
dures of the Village Coundl of the
Village of Plymouth. b innesola
The Village Council of the Vil-
lage of Plymouth do hereby or-
dain as follows:
Section l—Meeting of Council
1.01—Regular meetings of the
Village Council shall be held on
the 1st, 2nd and 3rd Monday of
each month at 7:30 p.m. at the
Village Hall. If any such Monday
shall be a legal holiday, the meet-
ing shall be held on such other
day as the Council may by action
determine, provided, however.
that such meeting shall be held
at the same place and at the same
hour as regular meetings. By
vote of its members, the Council
may tante; any regular meeting.
provided, however, that at least
one regular meeting is held in
each month.
1.02 --Special meetings may be
called by the Mayor or by any
two members of the Council by
filing a written notice of such
meeting w i + h the Village Clerk
who shall ,n give written no-
tice to A. the members of the
time and place of such meeting
at Ieast 24 hours before the meet-
ing.
Section 2—Appointments
2.01—At the first regular meet-
ing in January of each year, the
Council shall choose an acting
Mayor from among the Trustees.
He shall perform the duties of
Mayor during the disability or
absence of the Mayor from the
Village, or in cases of vacancy
in the office of Mayor, until a
successor has been appointed or
elected and qualified.
2.02 --On the first regular meet-
ing of the Council in January of
each year, the Council shall make
such administrative appointments
for the particular calendar year
as it may determine to be neces-
sary with the exception of the
Village Clerk, the Village Treas-
urer and the Village Assessor
who shall be deemed to hold
office pursuant to indefinite ap-
pointments as provided by statute.
The Council, at such meeting,
shall also appoint an Acting
Clerk who will be authorized to
serve in the absence of the regu-
larly appointed Village Clerk.
Whenever in these rules the term
"Village Clerk" is used it shall be
intended that the Acting Clerk
shall function in the absence of
the Village Clerk.
The Village Council shall, at a
special meeting to be held in
the month of August of each
year, review the persons so ap-
pointed and the job specifications
of such appointments.
Section 3—Agenda
3.01 —Petitions, requests and
communications addressed to the
Council, which in the opinion of
the Village Clerk, or by law,
necessitate or require administra-
tive or advisory commission re-
ports before disposition by the
Council (except those required by
law to come before the Council
initially), shall be withheld by
the Village Clerk from the agen-
da until such reports are avail-
able, at which time both the pe-
tition, request or communication
and the related report shall be
placed on the agenda for the suc-
ceeding Council meeting.
3.02—The age -fin ^ :..;. vee closed

at noon on the Thursday preced-
ing each Council meeting. Re-
quests from parties seeking to
appear before the Council re-
ceived after such time and date
shall be placed on the agenda for
the regular meeting next follow-
ing the meeting with respect to
which the agenda has been
closed. The Council may, in its
discretion, waive this rule of
procedure and may hear parties
who are not on the agenda.
Section 4—Tbe Presiding Officer
4.01—The Presiding Officer of
the Council shall be the Mayor,
or in his absence, the Acting
Mayor. The Presiding Officer
shall preserve strict order and
decorum at all meetings of the
Council. He shall state every
question coming before! the Coun-
cil, announce the decision of the
Council on all subjects and decide
all questions of order, subject,
however to an appeal to the
Council, in which event a ma-
jority vote of Council members
present and voting shall conclu-
sively determine such questions
of order. He may introduce mo-
tions and he may second mo-
tions. He shall vote on all ques-
tions and shall sign all ordinances
and resolutions adopted by the
Council during his presence.
4.02—In the absence of the
Mayor and the Acting Mayor, the
oldest trustee in terms of years
of service on the Council shall
preside until the arrival of ei-
ther the Mayor or the Acting
Mayor.
Section 3—Guorum
5.01—A majority of all of the
members of the Council shall
constitute a quorum at any regu-
lar or special meeting.
5.02—A regular or special meet-
ing at which there is less than a
quorum present may be adjourned
to another date by those trustees
present.
Section B—Order of Business
8.01—At the hour appointed for
the meeting, the members shall
be called to order by the Pre-
siding Officer. The Village Clerk
shall call the roll and note the
absentees. If a quorum be pres-
ent, the Council shall then pro-
ceed with its business in the fol-
lowing manner:
a. Approval of Minutes
b. Public Hearings
c. Petitions, Requests and
Communications
d. Reports of Council Com-
mittees
e. Reports of Administrative
Personnel
f. Claims, Appropriations and
Contract Payments
g. Adjournment
8.02—In order to accommodate
persons in the Council Chamber
waiting to be heard, the Presiding
Officer may vary the above order
except that public hearings must
be held at the time sct in the
notice of such hearings.
8.03—Unless a reading of the
minutes of a Council Meeting is
requested by a member of the
Council, such minutes may be ap-
proved without reading if the
Clerk has previously furnished
each member with a copy thereof,
Section 7—General Rules of
Order
7.01—Except as may be herein
modified, the Council shall pro-
ceed in accordance with Roberts
Rules of Parliamentary Proce-
dure.
7.02—No action of the Village
Council or any member thereof
shall be deemed invalid because
not in conformity with such rules
unless at the time the action is
taken or pror ptly thereafter a

member of the Council or any
person interested in the subject
in question shall object to the
method of procedure and point
out to the Council the particular
rule which it is claimed was not
observed.
Section s--Maticas and Rarolu-
tions
8.01 --Any motion made at any
meeting shall be reduced to writ-
ing at the request of any coun-
cilman present.
8.01 ---Resolutions shall be in
writing when presented to the
Council for vote and shall be
preserved by the Clerk unless
copied in full in his minutes
8.09—kept as otherwise may
be provided by law, a resolution
to secure adoption must receive
the majority vote of the Council
members present and voting
thereon.
8.04--A roil call shall be had
on all resolutions.

dinancas
4.01—Every ordinance shall be
in writing when presented to the
Council for vote.
9.02--Xxcept as may otherwise
be provided by law, in order to
secure passage of an ordinance,
such ordinance must receive the
vote of a majority of all mem-
bers of the Council whether or
not all members are present and
whether or not all members
present vote on said ordinance.
The vote on such ordinance shall
be by roll call.
8.03 ---After an ordinance has
been passed, a complete and ac-
curate copy shall be made by the
Clerk, signed by the Mayor and
the Clerk (or in the absence of
the Mayor by the duly qualified
Presiding Officer) and deposited
with the Clerk. The Clerk shall
thereafter, at the first opportuni-
ty, cause to have said ordinance
published in the legal periodical
of the Village and, unless the or-
dinance prescribes otherwise, it
shall become law upon such ptib-
lication. The affidavit iii P'uch
publication shall be kep: by the
Clerk.
Sectio'" 10 —11t00 WClock Rule
10.01 --At any regular meeting
of the Village Council any mem-
ber of said Council may, after the
hour of 11:00 o'clock P. M. has
been reached, give notice that the
hour of 11:00 o'clock has been
reached and passed, that he is
invoking Section 10 of these
rules nd is moving to adjourn
the meeting. Upon the giving of
such notice, the invoking of such
rule and the motion to adjourn
pursuant thereto, the Prodding
Officer shall forthwith adjourn
the meeting unless the council-
man invoking such rule shall
agree to permit the matter at
such time under discussion to
be concluded before such meeting
is adjourned.
