Bentley, Acting Transit Administratorf SUBJECT: Reduced Dial -A -Ride Fares for Seniors and Persons with Disabilities SUMMARY: Effective January 1, 2002, Dial -A -Ride fares for seniors and persons with disabilities will be reduced to $0.75 per boarding, down from the current fare of $1.50. This fare reduction is an administrative move designed to accommodate expressed concerns from seniors and disability program service managers about the fare structure. BACKGROUND: For the past several months, Plymouth Metrolink has been developing a plan to address several matters associated with the Plymouth Flyer and Dial -A -Ride services. The primary issue is the high per -passenger subsidy level for the Plymouth Flyer and the need to terminate this service. The total restructuring program is being developed and will be brought to the Council as soon as it is ready for review and approval. However, one part of this plan will be implemented on January 1, 2002; the Dial -A -Ride fare reduction for seniors and persons with disabilities. Senior fares will be available to those 60 years of age or older, and disability fares will be available to those with current Metro Mobility cards. A 10 -ride punch card is being prepared and will be available by January 1, 2002 for this reduced fare, with a sale price of $7.50. An increase in senior ridership is anticipated as a result of this fare reduction, resulting in little or no reduction in fare revenue. This fare reduction is administrative in nature and does not require City Council approval. Johnson, City ManagerkaurieFROM: Sandy Paulson, City Clerk, throug Ahrens, Assistant City Manager SUBJECT: Appointments to Boards and Commissions DATE: December 7, 2001 for Council Meeting of December 18, 2001 1. ACTION REQUESTED: Adopt the attached resolution appointing individuals to fill seats on the City's various boards and commissions. 2. DISCUSSION: On December 17, 2001, the City Council will interview individuals interested in serving on a City board or commission. The attached resolution is proposed and names will be filled in based on the Council discussion following the interviews. In addition to advisory board and commission appointments, the resolution also includes appointments to the Northwest Hennepin Human Services Advisory Council, and directors and alternate members for the Bassett Creek Water Management Commission, Elm Creek Watershed Management Commission, and the Shingle Creek Watershed Management Commission. Mike Cagley, who currently serves as a "user" on the Plymouth Advisory Committee on Transit (PACT) as well as Chairman, no longer qualifies as a user of the system. However, there is an at -large position available on PACT with a term deadline of January 31, 2005. The Council would have the option of appointing Mr. Cagley as an At Large member and then appointing an individual for the user position. State law provides that the Mayor makes appointments to the Housing and Redevelopment Authority, with confirmation of the City Council. All other appointments are made by the City Council. The applications of all individuals not selected for appointment at this time will be kept on file in the event of a future commission vacancy during 2002. 3. ALTERNATIVES: The City Council should review the proposed resolution and make any desired changes. 4. RECOMMENDATION: I recommend the City Council adopt the attached resolution making board and commission appointments for the terms indicated. L . . Even with all of Plymouth's beauties it suffers from some of the same problems other cities face with petty crime and community communication with other cities seems to be weak. For example, much of the petty crime that Plymouth has experienced recently has also been experienced by other cities shortly before major incidences. This could be helped by a stronger communication plan for turn around of information through the citizens and major housing areas. Briefly describe the strengths of Plymouth today: From my work in the legislature, I have the advantage of both observing the City of Plymouth from afar and seeing the city every day. My wife and I chose to live in Plymouth for the following reasons: quality of life, great schools, affordability of housing, proximity to Wayzata, and to the city of Minneapolis, easy access to lakes and parks and a safe, clean place to raise a family. From an outsider's perspective, Plymouth has a reputation as progressive city that is a leader in affordable housing, economic development and land use. It has a nice balance of residential neighborhoods, with an extensive array of commercial opportunities. Plymouth also has quality services with a one of the lowest property tax rates in the metropolitan area. In short, people have space if they want to spend a quiet day with their families, but they are close enough to the grocery store, the lakes and parks and the shopping mall that they do not feel isolated like many of the surrounding suburbs. Briefly describe the weaknesses of Plymouth today: Application for Appointment City Board or Commission Page 3 of 3 As a citizen, I see very few weaknesses for the City of Plymouth. I worry a little about over- population and whether Highway 55, Highway 494 and Highway 394 will accommodate huge increases in density and whether the schools will be able to provide my children with enough individual attention. Briefly describe Plymouth as you believe it should be 10 years from now: Plymouth should look much the same. In ten years, the possibilities for development will be curtailed considerably. There will be little development inside the Metropolitan Urban Service Area (MUSA) unless there are major changes to the Metropolitan Council's comprehensive plan. The city will have to refocus on improving the quality of life for the citizens'who are fortunate enough to live there. How do we continue to ensure that we have first rate schools, how do we preserve our neighborhoods, how do we address our transportation needs? Those are the questions that the planning commission will be working on and the city should be looking forward to less growth and more infrastructure improvement. List any specific goals and/or objectives you visualize for the City: The City should strive to be a leader in developing the best possible schools, the best neighborhoods, an improved transportation system, increased participation from the community, better use of technology, affordable places to live, and the best quality of life in the metropolitan area. Like everybody else, I have my own opinions, but I believe strongly that my opinions will never prevent me from working to the best of my ability to do the job assigned. Briefly describe the weaknesses of Plymouth today: The water quality of Medicine Lake is Plymouths weakness. It is such a pleasure to bike around the lake ant the bald eagles, but some parts of the lake smell aweful! I applaud the city for taking action on this problem and am happy to pay a few extra dollars on my water bill. Plymouth is a city that has attracted a diversity of businesses. The city also has a strong and diverse tax -base. Furthermore, the city has a growing and dynamic housing market which makes Plymouth an appealing community to live.. Another strength of Plymouth are it's neighborhood parks and recreation programs. Our park system is one of the most comprehensive in the metro area and is able to serve the vast needs of all of its residents. Also, the ability to access information from the city is also one of its strengths. The ability to provide current and accurate information is essential for any city wanting access to government. Briefly describe the weaknesses of Plymouth today: I feel that Plymouth needs to allow for more sustainable mixed-use development. Also, I feel that the city could take a more aggressive approach to commercial and residential redevelopment. I believe their still needs to be more housing options for people of all incomes so that they may enjoy the quality of life that the City of Plymouth has to offer. Furthermore, although, there are plenty of opportunities for residents to become involved, many residents feel they are too distant from city hall. ACTION REQUESTED: Adopt the attached resolution appointing a Deputy Mayor for 2002. 2. BACKGROUND: The City Charter and City Code require that the Council choose a Deputy Mayor from among its members at or before the first regular meeting of each year. The Deputy Mayor performs the duties of the Mayor during the disability or absence of the Mayor from the City or, in case of a vacancy in the office of Mayor, until a successor has been appointed and qualifies for office. Councilmember Kelli Slavik served as Deputy Mayor in 2001. Comments received on last year's CCR preference survey indicated that Councilmember Johnson was interested in serving as Deputy Mayor in 2002. 3. RECOMMENDATION: The Council should appoint a councilmember to serve as Deputy Mayor for 2002. ACTION REQUESTED: Review the pending study session topics list and, if desired, establish future special meetings or amend the topics list. 2. BACKGROUND: Attached is the list of pending study session topics. Two items have been requested for addition to the list: Property owner maintenance of boulevard areas along county roads - Councilmember Johnson has requested that the Council add this topic to the pending topics list. She would like the Council to address this issue prior to Spring 2002. Meeting with area legislators - Councilmember Hewitt has suggested that the Council discuss how to proceed with this issue in 2002. The Council could invite area legislators to Plymouth for a meeting or, as done the past two years, arrange times to meet with legislators in St. Paul. The legislative session begins January 29.
