A RESOLUTION APPROVING A SITE PLAN AMENDMENT AND
CONDITIONAL USE PERMIT AMENDMENT FOR INDEPENDENT
SCHOOL DISTRICT #284 (WAYZATA PUBLIC SCHOOLS) FOR
AN ADDITION TO THE CENTRAL SERVICES BUILDING
LOCATED AT 17305 19TH AVENUE (2013055)
WHEREAS, Independent School District 4284 has requested approval of a site plan
amendment and conditional use permit amendment to allow a roughly 3,500 square foot addition
and related site improvements for their Central Services Building on property legally described
as follows:
That part of the West Half of the Southwest Quarter of Section 29, Township 118, Range
22, Hennepin County, Minnesota, described as follows:
Beginning at a point in the East line of the West Half of said Southwest Quarter distant
410.00 feet South of the Northeast corner thereof, thence South along said East line
1282.56 feet to the center of County Road 46; thence Westerly defecting the the right at
an angle of 95 degrees 35 minutes, along said center line a distance of 100.48 feet; thence
North parallel with the East line of the West Half of said Southwest Quarter a distance of
326.85 feet; thence at a right angle West 425 feet; thence at a right angle South 293 feet
to the center line of said County Road 46; thence deflecting to the right at an angle of 93
degrees 59 minutes, along said center line, a distance of 809.67 feet to the West line of
said Section; thence North along the West line of said Section 1414.52 feet to a point
therein distant 143.83 feet South of the Northwest corner of said Southwest Quarter;
thence Easterly deflecting to the right at an angle of 77 degrees 22 minutes a distance of
419.53 feet to an intersection with a line parallel with and 66 feet South of the North line
of said Southwest Quarter; thence East along said parallel line to a point 105 feet West of
the East line of the West Half of said Southwest Quarter; thence South parallel with the
East line of the West Half of said Southwest Quarter a distance of 344 feet; thence East
parallel with the North line of said Southwest Quarter a distance of 105 feet to the point
of beginning.
WHEREAS, the Planning Commission has reviewed said request at a duly called public
hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request
by Independent School District 4284 for a site plan amendment and conditional use permit
amendment to allow an addition to their Central Services Building, subject to the following
conditions:

A site plan amendment is approved to allow constriction of a roughly 3,500 square foot
addition and related site improvements, in accordance with the application and plans received
by the city on June 13, 2013, except as amended by this resolution.
2. A conditional use permit amendment is approved with the finding that the proposal complies
with the applicable conditional use permit standards.
3. A separate building permit is required prior to commencement of the proiect.
4. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit
the required information, and revise the plans as indicated below, consistent with the
applicable city code, zoning ordinance, and engineering guidelines:
a. Complete a site improvement performance agreement and submit a financial guarantee
pursuant to section 21045.10 of the zoning ordinance.
b. Submit a maintenance agreement for the proposed infiltration facility.
c. Obtain project approval from Minnehaha Creels Watershed District.
d. Obtain city approval of final constriction plans.
5. Silt fence shall be installed prior to any constriction on the site.
6. Fire lane signage shall be provided in locations to be field identified by the fire inspector.
7. Standard Conditions:
a. The applicant shall remove any diseased or hazardous trees.
b. Any rooftop equipment shall be painted or screened to match the building.
c. Compliance with the city's lighting regulations.
b. Any signage shall comply with section 21155 of the zoning ordinance and shall receive
sign permits if required.
c. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
d. The site plan amendment and conditional use permit amendment shall expire one year
after the date of approval, unless the property owner or applicant has started the project,
or unless the applicant, with the consent of the property owner, has received prior
approval from the city to extend the expiration date for up to one additional year, as
regulated under sections 21045.09 and 21015.07, respectively, of the zoning ordinance.
