X01 NO CITY OF PLYMOUTH 3400 PLYMOUTH BOULEVARD, PLYMOUTH, MN 55447 DATE: September 19, 1994 TO: Dwight Johnson, City Manager FROM: Barbara Senness, Planning Supervisor SUBJECT: House of Eight Flags Restaurant at Carlson Operations & Training This summer we had several inquiries about the restaurant at Carlson Operations & Training at Highway 55 and County Road 6. In response, staff did some research on the question and wrote a letter in mid - August to Karen Burke, Carlson Companies' Director of Administrative Services, indicating the need to apply for a Conditional Use Permit for this restaurant because it is being operated as a public facility. We recently received the attached letter stating that the restaurant is no longer open to the general public. With this change in status, staff concurs that a Conditional Use Permit is no longer needed. September 13, 1994 Barbara G. Senness, AICP Planning Supervisor City of Plymouth 3400 Plymouth Boulevard Plymouth, Mn. 55447 Dear Ms. Senness aC —. IF U, ° ,I'JIIJJJ SEP 16 1s CITE' C-) F PL 1.IA0UTH ,OMMUNIITY DEVELOPMENT DEPT. After receiving your letter regarding the status of our Cafe in the Operations and Training Center building on Hwy 55, we did some research on our business. While we were trying to create a local business for our Cafe, our efforts were fruitless. Therefore, we have decided to leave the Cafe as it was originally intended, for the use of Carlson Companies employees, and business associates, and not be open to the general public. We have discontinued all advertising, and will no longer send flyers, letters, coupons, etc. advertising it's availability. We will not, than, be applying for a Conditional use permit. David Ramlow, General Manager Bon Appetit at Carlson Companies 701 Lakeshore Pkwy 449- 1414 September 16, 1994 Mr. Bill Deziel 4540 Holly Lane Plymouth, MN 55446 Dear Bill: I very much enjoyed meeting you yesterday along with Councilmember Chuck Lymangood and Eric Blank. The future of the Hollydale Golf Course is very important to the City and its future quality of life. We discussed many possibilities and options for Schmidt Lake Road. In the event that the City prefers a southerly alignment of the road, we wish to work cooperatively with you to assure that the golf course will not be harmed. I would like to propose that, with your permission, the City engage a golf course architect to look at the northwestern portion of the Hollydale Golf Course property and sketch one or more general plans for how the golf course could be modified to accommodate a possible extension of Schmidt Lake Road in the area. Also, we would ask the golf course architect to give us a general idea of the cost of the modifications. We would expect the golf course architect to work cooperatively with you to accommodate your future plans for the course as much as possible. You would receive a copy of the sketch plans we receive with no cost or obligation to you. If you agree to this proposal, we understand that you are not approving a southerly Schmidt Lake Road alignment and that you are not committing yourself to any particular course of action. We only ask that if you agree to this proposal for a study by a golf course architect that you would agree to consider the results with an open mind. Please let us know in writing on or before Wednesday, September 28, 1994 if you would agree to have the City to pursue this course of action. We would then place this matter on the October 3, 1994 Council agenda with my recommendation for approval. final decision on whether or not to proceed. The City Council will make the 3400 PLYMOUTH BOULEVARD - L r PLYMOUTH, MINNESOTA 55447 - TELEPHONE I(31 ?1 55n_rnnn As we discussed, you may also look forward to a preliminary answer on your drainage questions by October 1, 1994 as well. The roadway is to be reconstructed with concrete curb and gutter to a width of 32 feet. There will be no separate pedestrian path or sidewalk constructed at this time. The centerline of the new roadway will be shifted approximately one foot north of the existing centerline from near Lancaster Lane to near Pilgrim Lane with an increased shift to approximately four feet from Pilgrim Lane to Medicine Ridge Road. If you are interested in reviewing the final construction plans, you are welcome to stop by the Engineering counter at the City Center between the hours of 8:00 a.m. and 4:30 p.m. The Engineering staff would be happy to go over the plans with you and answer any questions you may have. It is the staff's intent to take the final plans and specifications to the City Council for approval at the October 3, 1994 City Council meeting. The construction specifications will not allow any alteration of the existing roadway this year, but utility work or any other work outside of the existing roadway could possibly begin this year with the roadway reconstruction to take place in 1995.
