Metropolitan Radio Systems Planning Committee Legislative Work Group - Monday, Nov. 14, 9
a.m., Metropolitan Mosquito Control District Offices, 2099 University Ave., St. Paul. The group
will consider. continued review of 1117 legislative draft; a review of additional legislative elements
on local planning and finance; and using video to promote system.
Community Development Committee - Monday, Nov. 14, Noon, Room I.A. The committee will
consider: a. planning assistance loan application for cities of Elko and New Market; Grey Cloud
Island Park master plan; 1996 legislative issue paper on $7 million regional park operations and
maintenance appropriation request; HomeChoice program budget amendment and request for
proposals; Cottage Grove comprehensive plan amendment; Regional Blueprint implementation -
work plan for redevelopment and reinvestment activities including polluted sites; Morrison Study
on housing rehabilitation; and other business.
Minority Issues Advisory Committee. - Tuesday, Nov. 15, 4:30 p.m., Room 2A. The committee
will consider the proposed 1995 Council budget and work program and other business.
Transportation Advisory Board - Wednesday, Nov. 16, 2 p.m., Chambers. The board will
consider: Mn/DOT Oct. 19 letter from C. Siggerud and P. Murphy; TAB letter of Oct. 25 to
agencies; draft AED (summary) MSP International Airport comprehensive plan; project
solicitation for enhancements, bridge and safety projects; Minnesota state transportation plan;
Ruth Franklin service recognition; and other business.
Environment Committee - Wednesday, Nov. 16, 4 p.m., Room IA. The committee will consider:
the Elm Creek interceptor; Southeast regional wastewater treatment plant; Wastewater Services

Public Information Meeting by Wastewater Services - Wednesday, Nov. 16, 7 p.m., Waconia City

information and seek community feedback regarding the Waconia Interceptor Project.
Audit Committee - Thursday, Nov. 17, 2:30 p.m., Room 2A. The committee will consider:
introduction of assistant counsel; reorganization status update; information on Office of State
Auditor annual audit plan; Metropolitan Council Transit Operations overview and internal auditor
activity report; Metropolitan Council Wastewater Services overview and internal auditor activity
report; and other business.
Finance Committee - Thursday, Nov. 17, 4 p.m., Room 2A. (The last hour of this meeting will be .
closed to the public pursuant to Minnesota Statutes Section 471.705, Subdivision la (1992) to
discuss labor negotiation issues). The committee will consider: the personnel report for Oct:
1994; Workers' Compensation Reinsurance Association for selection of retention level; approval
of financial advisor contract; approval of Council's participation in grant proposal to Minnesota
Board on Government Innovation and Cooperation; an update on Target Center; third quarter
budget report; investment report; and other business. The last hour of the meeting will closed to
discuss labor negotiations.

METROPOLITAN PARKS AND OPEN SPACE COMMISSION
Commission Meeting - Tuesday, Nov. 15, 4 p.m, Room IA. The commission will consider: the
North Mississippi regional park development $27,000 grant increase to Anoka County; a request
for $221,000 reimbursement consideration for municipal sewer system hook -ups of Holland and
Jensen Lake picnic areas in Lebanon Hills Regional Park, Dakota County; review of Rum River
Central Regional Park master plan, Anoka County; briefing on rock slide closure of West River
Road Parkway from the Minneapolis Park & Recreation Board; and other business.
Metropolitan Parks and Open Space Commission offices are located at Mears Park Centre, 230

METROPOLITAN SPORTS FACILITIES COMMISSION
Commission Meeting - Wednesday, Nov. 16, 9:30 a.m., Commission office conference room. The
commission will consider approval of a parking agreement with the Mall of America for parking
at the Met Center site; a resolution adopting the proposed 1995 budget; and four resolutions of
appreciation for MSFC staff members. The commission will also hear a report from the
Marketing Committee and an update on the Target Center. An executive session will also be
held in order to discuss pending litigation regarding investment matters.
The Metropolitan Sports Facilities Commission office is located at 900 South 5th St., Minneapolis,
MN 55415. All meetings are held in the Commission office conference room, unless noted

BACKGROUND: Enclosed are the status reports provided by various consultants
performing engineering services in the City. Also attached is the monthly Erosion
Control Report for all active developments in Plymouth. Following is a summary of
the project status reports received from the four consultants who have active projects
with the City of Plymouth.
1. STRGAR - ROSCOE- FAUSCH, INC.:
City Project No. 106 - Northwest Boulevard (54th Avenue to 56th Avenue)
is complete except for some punch list items.
(See Map - B)
City Project No. 011 - Northwest Boulevard (45th Avenue to Schmidt Lake
Road) and Schmidt Lake Road (Northwest Boulevard to Pineview Lane) is
complete except for some minor punchlist work.

City Project No. 205 - Northwest Boulevard (Schmidt Lake Road to 54th
Avenue ) is complete except for minor punchlist work.

City Project No. 031 - County Road 24 and Medina Road is complete through
the Phase I portion except for minor punch list work. Phase H construction is
proceeding with work on Trunk Highway 55 and boulevard grading on CSAH
24. The paving was completed on CSAH 24 this past week, except for the wear
course which will be placed next year, and the roadway was opened to traffic on
November 14.

City Project No. 213 - Schmidt Lake Road (Northwest Boulevard to Fernbrook
Lane( is proceeding and the construction on Schmidt Lake Road is nearly
complete. The contractor is now working on Fernbrook Lane north of Schmidt
Lake Road and the watermain has been installed and storm sewer work is
proceeding as well as the road subgrade. We anticipate Schmidt Lake Road to
be opened by November 23, 1994.

City Project No. 037 - Fernbrook Lane (27th Avenue to 34th Avenue) has had
the draft Preliminary Engineering report completed and submitted for staff
review and comment. In addition, draft Signal Justification reports for
proposed signals at Harbor Lane and 27th Avenue have also been submitted.

City Project No. 309 - 36th Avenue /Lancaster Lane Traffic Signal has had the
draft Signal Justification Report completed and submitted to staff for review.

City Project No. 310 - New County Road 9 (Trunk Highway 55 to Vicksburg
lanel has recently commenced with the clearing operations and some minor
modifications to the plans have been made in order to save additional trees. The
contractor, C.S. McCrossan, anticipates continuing grading operations as long
as the weather allows.

City Proiect No. 316 - Schmidt Lake Road EAW /Alignment Studv (Vicksbur
Lane to Peony Lane) was discussed at a City Council Study Session on
November 14, 1994 with the City Council electing to proceed with the northern
alignment alternative.

City Project No 406 - Trunk Highway 55 North Frontage Road and South
Shore Drive is proceeding with final work on the roadway and the retaining
wall and fence work will now commence. We anticipate this year's
construction to be completed by November 23, 1994.

City Project No. 310 - New Traffic Signal at New County Road 9 /Relocated
County Road 24 /Trunk Highway 55 is proceeding and the City Council has
approved the agreement with MnDOT for cost sharing of this signal installation.
Final plan revisions have been completed and a letting date will be set once the
agreement process has reached the appropriate stage.

City Project No. 415 - Westbranch 3rd Addition (east of Dunkirk Lane and
north of proposed County Road 91 was approved for the preparation of the
Preliminary Engineering Report at the City Council meeting of October 17,
1994. A financial guarantee was recently received from Orrin Thompson
Homes guaranteeing the payment for the engineering necessary to prepare the
construction plans and specifications.

City Project No. 417 - 1995 Trail Improvements is on hold pending further staff
direction.

A pedestrian crossing study for Bass Lake Playfields at 55th and Northwest
Boulevard was recently completed.

2. • BONESTROO, ROSENE ANDERLIK AND ASSOCIATES, INC.:
City Project No. 906 - Medina Road Trunk Watermain Improvements (between
Vicksburg Lane and Dunkirk Lane
l is currently on hold pending a determination
on the location of Medina Road in this area. The plans and specifications are
approximately 80% complete.

City Project No. 907 - Yi1cksburg Lane, Schmidt Lake Road and Fernbrook
Lane Street and Utility Improvements is complete through the Phase I portion
including the preparation of a punch list. The remaining work and bituminous
wearing course for the roadway and bike path will be done in 1995. The
completion date for the project is July 1, 1995. Phase II of this project, which
extends Schmidt Lake westerly from Fernbrook Lane to Vicksburg Lane, has
had a draft preliminary report prepared and submitted to staff for review.

City Project No. 909 - Well No. 11 Pump House (South of County Road 9 and
east of Zachary Lane) is complete except for some minor items. The final pay
request has been forwarded to the City and it is expected that the project could
soon be closed out.

City Project No. 214 - Xenium Lane Street and Utility Improvements (Xenium
Lane to Northwest Boulevard south of County Road 9) was considered by the
City Council at the September 19 meeting and authorization was given to
proceed with condemnation. City staff will continue to work with developers
interested in this area.

City Project No. 308 - Dunkirk Lane Street and Utih� Improvements (Old
Rockford Road to New County Road 9) is complete except for the wearing
course which will be done in 1995. A punch list inspection has been completed
for the work done in 1994.

City Project No. 311 - Fernbrook Lane Watermain Improvements (County Road
6 to Luce Line Trail), Lake Camelot (County Road 47 to Maple Grove city
limits). County Road 9 - Raw waterline (Well No. 11 to Zachary Water
Treatment Plant) is complete except for some minor punch list work to be
completed this month. When this work is finished, a final pay request will be
forwarded to the City so the project can be closed out.

City Project No. 601 - 26th Avenue Street Improvements (Kilmer Lane to
Medicine Ridge Road) has had the final plans completed and submitted to City
staff. Following the necessary negotiations for easements required, approval of
the final plans and setting of a bid date will be requested of the City Council.

City Project No. 212 - 3 Million Gallon Hollydale Water Tower (Schmidt Lake
Road and Vicksburg Lane) had the Preliminary Report accepted at the
September 20, 1993 City Council meeting and the Council directed staff to set

3. RUST ENVIRONMENT AND INFRASTRUCTURE:
City Project No. 206 - Bridlewood Farm 2nd Addition Street and Utility
Improvements (south of Medina Road between Yellowstone and Urbandale
Lanes) is substantially complete and a final inspection was conducted on June 22
with the City's inspector, the contractor's superintendent, and Rust Environment
and Infrastructure's project manager. Punch list items were found to be
satisfactorily completed and following receipt of the contractor's necessary
documentation, final payment will be requested.

City Project No. 304 - Bridlewood Farm 3rd Addition Street and Utility
Improvements (south of Medina Road along Yellowstone Lane and 37th
Avenue ) is nearing completion and the wear course was placed on October 15.
Repair of punch list items is proceeding and survey information is being
collected in order to complete the record drawings within the forthcoming
month.

City Project No. 401 - 1994 Street Reconstruction Program has been divided
between the City Engineering Design Team and SEH's Design Team to be
called Part I (City Design Team) and Part H (SEH Design Team). The Part I
portion of this program is complete except for minor punch list work. Part II of
the Reconstruction Program which includes Vicksburg Lane from Schmidt Lake
Road to County Road 47 was opened to traffic this past month and final cleanup
and punch list work will be completed soon.

SUBJECT: EROSION CONTROL STATUS REPORT
Erosion control efforts have continued this past month with two penalty fines totaling
$300 that the City collected from two developers for dirty streets. Attached is the
updated Street Cleaning Status Report dated October 17, 1994.
The Bassett Creek Watershed conducted their inspections on October 7, 1994. Of the
47 active construction sites they visited, 30 were found to be in compliance with
erosion control practices and 17 sites were found to be in violation. The vast majority
of the violations referred to sand and silt on the street. All violators have been notified
to correct the existing problem with their subject development.

The following status report has been prepared for all current BRA/City of Plymouth projects.
PRELIMINARY REPORTS
Project 214 - Xenium Lane Street and Utility Improvements:
The City Council has accepted the Preliminary Report for this project and directed the City Staff
to proceed with right -of -way acquisition for the roadway.
Project 212 - 3 Million Gallon Hollydale Water Tower:
The City Council accepted the Preliminary Report at its September 20, 1993 meeting and directed
Staff to set up a public meeting on the project. The public meeting has not yet been scheduled.
Project 907 - Vicksburg Lane, Schmidt Lake Road and Fernbrook Lane Street and Utility
Improvements, Phase 2:
This project has been split into two phases. Phase 1 is under construction and includes the
improvements on Fernbrook Lane from 45th Avenue to Schmidt Lake Road. A draft
Preliminary Report for the entire project has been submitted to the City. Following City Staff
review, we will finalize the Preliminary Report for Phase 2 of the project.
PLANS AND SPECIFICATIONS
Project 601 - 26th Avenue Street Improvements:
We have completed the revisions to the final plans and specifications and easement descriptions for
the street improvements. We are in the process of obtaining permits and State Aid approval for the
construction. The bid date will be determined when all of the easements have been acquired. At
that time we will prepare a revised schedule for this project.
Medina Road Trunk Water Main Improvements:
The plans and specifications for this project are partially complete. The project is currently on hold,

A punch list inspection with the City has been done and the remaining work should be completed
this month. As soon as this work has been completed, the final pay request will be forwarded to the
City so that the project could be closed out.

All of the work has been completed except fora couple of minor items. The final pay request has
been forwarded to the City and we would expect that the project could be closed out soon.

status report dated October 6, 1994. We have not had further discussions regarding final payment

Since our previous report dated October 6, 1994, the status of the referenced project is as follows.
The City's inspector and Rust E&I had previously met at the project site, and inspected the concrete
curb and gutter for defects. Areas in need of repair and replacement were documented and marked
at the site, and a list of work was provided to the contractor. Remedial work was begun the week
of September 26, 1994, and-was completed the week of October 3, 1994.
Structure access casting adjustments were begun late during the week of October 3, .1994.
Adjustments were completed on October 12, 1994, and the streets were cleaned by the use of a water
truck and power broom equipment. Bituminous wearing course construction was accomplished on
Saturday, October 15th. ;

Subsequent to paving, the City's inspector and Rust E &I performed a final inspection of utility
structures. A punchlist was prepared and forwarded to the contractor, together with an enumeration
of documentation that is required prior to the City considering final payment on the contract.
We have communicated with GME, the geotechnical firm retained by the City, to perform relevant
testing on the bituminous wearing course mixture. Gradations, extractions, Marshall density tests,
and nuclear density tests at the site have been scheduled.
Rust E &I has instructed our survey subconsultant to obtain final invert and casting elevations for
sanitary sewer structures. In the, upcoming month, we hope to receive that information and complete
the record drawings for City rview and approval. It may also be possible to present the final pay
estimate to the City for its acquiescence, pending receipt of requisite documentation.

Chairman Spigner called the meeting to order at 7:35 PM
Approval of Minutes
Earl Peterson moved and Claudelle Carruthers seconded a motion to approve the October
minutes. The motion carried.
Introduction of Guests
Chairman Spigner introduced James Einfelt- Brown, representing SHARC, who will
participate in the brainstorming session.
Chairman Spigner welcomed Mayor Joy Tierney.
Old Business
League of Women Voters Forum -- Rebecca Ribich reported on her contact with Jennifer
Martin of the League of Women Voters. Ms. Ribich stated that the format will be a brief
overview of the Plymouth Human Rights Commission, its mission, and its activities,
followed by a panel discussion. Two members are needed to participate on the panel. The
Commission agreed to appoint these individuals next month.
By-Laws- -Kathy Lueckert reported that the City Manager had some suggestions about the
By -Laws. These included having the City Council approve any changes to the By -Laws,
clarification of Open Meeting Law requirements and grievances, and questions about the
expenditure clause. Earl Peterson stated that grievances or mediation resolution by the
Commission should be treated as confidential. Kathy Lueckert said that she would check
with the City Attorney on that issue. It was moved and seconded to include the change on
having any By -Laws changes approved by the City Council. The motion passed.

The Commission had considerable discussion about the expenditure section in the By-
Laws. Ms. Lueckert explained that no other commission had a separate budget, or had a
section in their By -Laws devoted to expenditures. Most expenses of the City's boards,
committees, and commissions are absorbed in departmental budgets. Many
commissioners felt that the Human Rights Commission has a different mission, and its
actions and expenditures should be accountable to that mission. The Commission also
discussed the importance of the identity of the Commission, and that a separate budget
would help establish this identity. The Commission decided to leave the expenditure
section in the By -Laws, and would be ready to talk with the City Council about this issue
when the By -Laws are submitted for approval.
Mediation Training -- Plymouth has the largest contingent at the League sponsored
Mediation Training. Saundra Spigner, Laurie Levi, Harvey Guttmann, John Kane, and
Jackie Fraedrich all are attending and finding the training to be excellent. This training
would have cost $300 per person, but because the League has received a grant, it is
provided free of charge. Saundra Spigner noted that the State is now aware that
Plymouth has received mediation training, and so the HRC should expect to get some
referrals. She suggested that a portion of the December meeting be devoted to talking
about how these will be handled.
District 281 Superintendent Search -- Saundra Spigner stated that District 281 has invited
Human Rights Commissions to participate in a phase of the search for a new
superintendent. Ms. Spigner will be able to participate in some of them; however, Jackie
Fraedrich will be involved in all of the meetings.
Information Items
Kathy Lueckert explained the handouts in the packets.
Bill Dix spoke about a video tape on harassment which is in production in District 279.
He will get copies for the HRC to see.
New Business
The Human Rights Commission brainstormed ideas for the 1995 workplan. The
Commission identified several areas into which suggested activities fall. Kathy Lueckert
will organize these, and send them out with the minutes. Commission members are asked
to prioritize the activities within each category and return them to Kathy Lueckert by
Friday, December 2.

I live in Walking Neighborhood Number 17, according to the
Comprehensive Plan. Currently, there are no trails, no
sidewalks, no parks and no through streets in our neighborhood.

I became involved in this issue for our neighborhood because each
time a Comprehensive Plan would come out, the proposed parks in
particular, changed. When I first came to live in Plymouth 7
years ago,-I had a_ proposed park map showing a dot right behind
my development, which is Oxbow. Over the years I have seen these
"proposed park" dots be moved and removed.
Our neighborhood is bordered by Old County Road 9 and Vicksburg
Lane. Two very fast roads with no sidewalks. There is a
shoulder on Vicksburg, but nothing remotely safe to walk on
County Road 9. In order for Golf View Estates and the rest of
the developments to be connected, there needs to be a trail
system through or sidewalks.
I am told our population does not meet with required Park
Department population numbers to qualify for a park. However, I
feel in order for our community to have a connectiveness, a
common bond, our isolated geographic location needs to be
considered. We are a neighborhood with the barriers of soon to
be Schmitt Lake Road, County Road 9 and Vicksburg. We-have the
obstacle of Holydale Golf Course which dissects our community.
The already approved planning of our developments without some
connection, is one of the reasons the Park Commission is having
difficulty presenting our neighborhood with options for a park.
I have been in communication with Eric Blank since September, and
have been attending all Park Commission meetings to try and
facilitate a park and sense of connectiveness for our
neighborhood. I have been in contact with each and every
resident in Golf View Estates, Deer Run, Fawn Creek, Oxbow and
Autumn Hills. There is support for this issue!
To date, the only solution sought, is a park on the water tower
site on the North side of Schmitt Lake Road. This again, puts a
park out of our area and leaves us in the same position we
started with -- our children not having safe access to a play
area. It is my understanding from attending meetings that
Schmitt Lake Road is going to have high to very high traffic
levels. If I may, let me quote from the Comprehensive Plan the
definition of a walking neighborhood from page 7: "The focal
point of the walking neighborhood is often a park or playground
at a central site."
We realize the Park Department usually likes to have 5 acre
parks. It seems more'reasonable to me to change this criteria,
than to deny us a park all together. Not only do we feel
connectiveness is beneficial, but we would like to see our tax
dollars that we have been contributing, and park dedication fees
paid by developments have a concreteness -- bringing some of
those dollars back within our reach -- a park in our walking
neighborhood!
We are respectfully asking the Planning Committee for serious
consideration on this issue. We understand Richard Bloom's
development proposal,'going in North of Autumn Hills, is coming
up for approval. We would like to see an alternative solution
sought there!
Community connectiveness not only provides a positive common
bond, but helps promote communication within a community. This
helps to promote active participation in keeping the community
healthy -- finding solutions to problems, and watching out for
each other. It helps the police enforcement by having neighbors
that feel a need to watch out for each other. Plymouth can
promote a positive community by seeking alternatives and
solutions that provide neighborhoods with a geographic
connectiveness as well as a communal connectiveness.
As I stated, our isolated and dissected geographic (walking
neighborhood) location should necessitate a priority. We are
looking to the City to help us connect!

It is nice to learn that Minnesota Personal Income rose by
4.5 %.
It would benice to be among those happy folks. But my personal
income has been flat and even fallen in recent years.
Needless to say, I am struck by the nearly $150.00 increase
in my proposed taxes for 1995.
I am left to wonder how well our local branches of government
are doing to tighten the belt and to eliminate wasteful programs
that may no longer be necessary.
There is a.limit to how much blood can be gotten from the
perverbial turnip, in this case, the tax payer.

Dear Mr. Levie,
Thank you for your recent letter regarding taxes and the fact that taxes seem to
always increase. I'd like to share with you what the City of Plymouth has done to hold the
line on taxes for the coming year.
The tax burden on the average Plymouth homeowner (the average home in
Plymouth is valued at $154,400) for city taxes will not increase in 1995. In fact, the City
proposes to reduce the tax rate from 16.67 to 15.84. This tax rate makes Plymouth
second only to Edina for the lowest tax rate in the western suburbs.
The City is able to reduce the rate and hold the line on taxes because of the hard
work and creativity of the City Council and City staff. Councilmembers are mindful of
their responsibility to be good stewards of taxpayer dollars. City employees routinely
look for ways to save money and to.perform their work more effectively: in the 1995
budget alone, over $150,000 was saved through these efforts. These efforts also make it
possible to begin new programs and services without increasing the burden on the
taxpayer.
The City represents only around 13% of your total tax bill. I hope you will also
ask questions of the other contributors to your tax increase, such as the school district and
Hennepin County. Should you want to express your views to the City Council on city
taxes, the Truth in Taxation Hearing is scheduled for November 30 at 7 PM at City
Center. Please give me a call on 550 -5013 should you have questions.
