ACTION REQUESTED: Give City staff direction on any revisions to the speed hump on South Shore
Drive, approximately midway between 10th Avenue and the City of Medicine Lake.
BACKGROUND: Councilmember Scott Harstad has requested (December 7, 1999 meeting minutes
attached) that the City Council consider authorizing the removal of the speed hump on South Shore
Drive that is located approximately midway between 10th Avenue and the City of Medicine Lake. The
City Council established this as an agenda item to receive public input. A notice of this City Council
consideration has been sent to Plymouth residents along South Shore Drive between 10th Avenue and
13th Avenue.
In 1996, the City Council directed the installation of four speed humps on the east/west portion of South
Shore Drive between the City of Medicine Lake and 13th Avenue, and one speed hump on the
north/south portion of South Shore Drive between 10th Avenue and the City of Medicine Lake.
Plymouth also requested that the City of Medicine Lake install an additional speed hump on the
north/south portion of South Shore Drive, and an "All -Way" stop at the intersection of South Shore
Drive and Peninsula Road. Medicine Lake approved the "All -Way" stop installation, but did not
approve the installation of the additional speed hump. (See attached drawing.) The background
material from previous consideration is attached.
The installation of these speed humps was authorized after Plymouth residents brought concerns to the
City Council on safety and speeding on South Shore Drive. Before the installation of the speed humps,
the 85`h percentile speed was documented at 37.4 m.p.h. After the installation of the speed humps
1996), it was 28 m.p.h. which is below the 30 m.p.h. posted speed limit. The installation of the speed
hump on the north/south portion of South Shore Drive, which Councilmember Harstad is requesting for
consideration for removal, was to reduce speeds at the marked crosswalk on South Shore Drive at 11th
Avenue. There is a large apartment complex on the west side of South Shore Drive that has many
children accessing the city neighborhood park on the east side of South Shore Drive.
As part of the City process in determining what safety measures should be implemented, the City
Council held a public hearing on closing South Shore Drive to through traffic at the bridge over Bassett
Creek. It was determined not to close the bridge but implement the installation of the speed humps.
There was also a subcommittee of Plymouth councilmembers that met with the Medicine Lake City
Council.

DISCUSSION: Since the City Council discussed this item on December 7, 1999, we were able to take
new speed counts at this speed hump. The results of this study which were completed in December are
as follows:
85`h percentile speed at warning sign north of speed hump — 29.8 m.p.h.
85`h percentile speed at speed hump — 18.8 m.p.h.
85`h percentile speed at warning sign south of speed hump — 29.4 m.p.h.
The warning signs indicate a safe speed of 20 m.p.h. over the hump. It would be my opinion that the
speed has remained the same since the speed hump was installed and we did the count in 1996 which
indicated an 85`h percentile speed of 28 m.p.h.
Attached is a letter from Councilmember Bill Leonard of the City of Medicine Lake along with a
resolution adopted by the Medicine Lake City Council on January 3, 2000. The Medicine Lake City
Council is requesting removal of this speed hump.
ALTERNATIVES: The City Council can take no action which would leave the speed hump in place
or give direction to City staff on its removal. During discussion in 1996, safety was the major concern.
Part of this safety concerned pedestrians along the roadway since there was no trail in this area. Since
1996, Hennepin Regional Parks has completed the trail from West Medicine Lake Drive westerly. The
City of Plymouth, in conjunction with Hennepin Parks, has completed the trail from 13`h Avenue
easterly into Golden Valley. Within the last week, Hennepin Parks has awarded a contract which will
complete the trail segment between West Medicine Lake Drive and 13`h Avenue. The trail will be
constructed parallel with and adjacent to the existing railroad. Construction should be complete next
summer.
An alternative the City Council might want to consider is requesting the City of Medicine Lake, in
conjunction with the City of Plymouth, to install stop signs at the railroad crossing.
RECOMMENDATIONS AND CONCLUSIONS: This speed hump was installed at the direction of
the City Council after receiving public input and to lower the speed of traffic to provide additional
safety. The speed hump has been in existence for approximately three years. The City Council should
provide any direction to the City staff on removal of this speed hump.

Councilmember ' dsoe informed the Council that a re ' ent residing across the street from this
proposed tower has questions about the install ' n of this tower. He conveyed the
resident's concern that th ity has lost its dis ion on where these towers are constructed. The
City has very little discretion eny this r est. He stated this tower would be an eyesore to
this resident and the neighborhoo U est has stated there would be extra plantings around
this tower. He requested staff to ure this occurs.
City Manager Johnson stat staff is very con ent that those problems addressed by the
resident would be addr ed.
Motion was ma y Councilmember Bildsoe, and secon by Councilmember Johnson, to
adopt a Res tion Approving an Encroachment Agreement U.S. West Wireless, L.L.C. for
Placeme of Communication Cable and Antennas on Existing PBUS in City Rights -of -Way and
AuthOtting the Mayor and City Manager to Sign the Agreement Re -513. With all
m bers voting in favor, the motion carried.
Reports and Recommendations
9.1) Consideration of Eliminating Speed Hump on South Shore Drive (Councilmember
Harstad)
Councilmember Harstad stated it's only one speed hump that is in question. This speed hump is
located on South Shore Drive between 10' Avenue and the City of Medicine Lake. He
explained this speed hump is located near a former establishment that is no longer there. He
stated that since this establishment is no longer there, the traffic pattern has changed greatly on
this section of the roadway.
Public Works Director Moore stated contained in staffs report is the history of this speed hump.
Staff is recommending that if the Council desires to alter the speed hump(s), to conduct a public
information meeting to receive residents' comments.
Bruce Larson, 1940 East Medicine Lake Boulevard, stated this one particular speed hump should
be removed as it creates a dangerous condition and is no longer necessary. The speed hump is
located in the middle of nowhere, which is a dangerous surprise. He stated the paint on the
roadway isn't always visible, bushes cover the sign, it is an icy area in the winter, and this
section is mis-posted at 20 mph when it is only safe at 10 mph. He doesn't know what purpose
the speed hump serves as it is quite a distance from the closest residential area.

Councilmember Black stated the reason why this speed hump was constructed wasn't because of
the establishment but for a safe crossing to the neighborhood park. In addition, the speed hump
was to divert more traffic from traveling this road at excessive speeds. She stated she would not
be willing to review this issue again unless the Council conducted a public information meeting
for the residents.
Councilmember Johnson asked what the involvement is from the homeowners association. Mr.
Larson replied there is no opposition for this particular speed hump, but on the other speed
humps further down the road, there is a split.
Councilmember Johnson asked if there couldn't be a petition circulated that would indicate
whether the residents support the removal of this speed hump.
Councilmember Brown stated he has met with the homeowners association on a number of
occasions, and he has not heard any comments from residents to have the speed hump removed.
Mayor Tierney stated the speed humps were installed to control the speed of the traffic as itrelatedtotheparkareaandtheformerestablishment. She viewed the speed humps as interim
solution as the City was considering the possibility of the Luce Line trail going down South
Shore Drive. She asked if there is any possibility of constructing the trail down this section of
the roadway soon as well as reconstruction of the road itself. She agreed with Mr. Larson that
this speed hump creates a dangerous situation.
Park and Recreation Director Blank responded the trails are currently being constructed on West
Medicine Lake Drive along the railroad tracks to South Shore Drive, and staff is hopeful this
would be completed late this winter. He stated staff is proposing to construct a trail on South
Shore Drive, but it would be part of the reconstruction of the road.
Public Works Director Moore stated this roadway is not part of the five-year maintenance
program that the Council previously approved. If the bridge would be reconstructed, there are
many issues to be considered. However, this roadway could certainly be discussed as part of the
Capital Improvement Program process. He encouraged a public meeting rather than a petition
process. Lastly, the railroad tracks are within the City of Medicine Lake, and it's their
prerogative whether stop signs are installed.
Councilmember Brown asked if there are many accidents reported for this roadway. Pubic
Safety Director Gerdes stated staff would research and provide a report back to the Council.
Motion was made by Councilmember Harstad, and seconded by Councilmember Johnson, to
conduct a public information meeting on this one particular speed hump.

Councilmember Brown requested that the language contained on the City's notice be very clear
that this is only on the one speed hump.
The Council did not schedule a specific date for the public informational meeting — only what
would work best for staff and the Council's meeting schedule.
Councilmember Bildsoe asked what precipitated this request.
Councilmember Harstad stated there has been a change in the traffic pattern. He personally
traveled this roadway with a constituent, and he, too, has come to the conclusion that there is no
basis for the speed hump as it serves no purpose.
There being no further discussion and with all members voting in favor but Black, the motion
carried.

REQUEST FOR REMOVAL OF ONE SPEED HUMP ON SOUTH SIDE OF SOI.TTH

OF PLYMOUTH.
Whereas, residents of the City of Medicine Lake have expressed concern about the safety
and problems caused by the speed hump on the south side of South Shore drive between
10"` Avenue and Peninsula Road: and,
Whereas, the City of Medicine Lake met the obligation of the City of Plymouth 1996
resolution requcsting the im 4allation of all way stop signs at the intcmection of South
Shore and Peninsula Road; and,
Whereas. the traffic count on South Shore drive has been reduced since the Flying Tiger
Bar burned down and was demolished two years ago; and,
WWhcrcas, the City of Medicine Lake does not have an entrance or exit without a speed
hump causing emergency vehicles to slow response time due to the risk of hitting the
road surface at the speed hump at posted speed of 20 utiles per hour or have to slow to a
crawl at the speed hump affecting;
Ambulance, fire, and police vehicles entering the city on 911 calls; and,
Fire department vehicles responding to City of Plymouth and other mutual
aid calls as then exit the city; and,
Whereas, several residents have repotted problems with the speed hump including;
Residents and visitors to the City of Medicine Lake hitting the road
surface and causing unsafe conditions at the posted speed of 20 miles par
hour, especially with vehicles with stiff suspensions or long wheel bases,
commercial vehicles carrying goods, and vehicles pulling trailers, and,
Residents and visitors experiencing unsafe icy conditions during winter
months at the speed hump caused by traffic trying to stop just prior to the
hump; and,
Whereas, the one mile section of South Shore Drive between 10e1 Avenue and 13th
Avenue will still have the speed limit protected by duce sets of stop signs and three
additional speed humps if the one speed hump in question is removed;
NOWT THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MEDICINE LAKE THAT:
We request the City of Plymouth consider the removal of the one speed hump on South
Shore Drive between Peninsula Road and 101 Avenue.

ADDITIONAL SAFETY MEASURES IN
SOUTH SHORE DRIVE AREA
WHEREAS, residents of South Shore Drive area have expressed concern about safety conditions
along South Shore Drive from Peninsula Drive east to the intersection with 13th Avenue; and
WHEREAS, the City of Plymouth has previously caused two speed humps to be installed to slow
traffic on either side of the Bassett Creek bridge; and
WHEREAS, the City Council appointed a subcommittee to meet with the Medicine Lake Council to
discuss additional safety measures; and
WHEREAS, the City Council received the report from the subcommittee recommending additional
speed humps be installed.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That staff is to proceed with the installation of the following
speed humps on South Shore Drive:
1. Between the Bassett Creek bridge and 13th Avenue (location to be approximately on the property
line between 10210 and 10128 South Shore Drive)
2. On the north/south portion of South Shore Drive approximately midway between 10th Avenue
and the railroad crossing
3. Between 10320 and 10314 South Shore Drive.
FURTHER, that the appropriate speed limit on South Shore Drive be considered with the design of
the Regional Trail.
FURTHER, that the Plymouth Police Department work in cooperation with the Hennepin County
Sheriff Department on a joint effort on law enforcement issues.
FURTHER, that Plymouth staff is to cooperate and assist the City of Medicine Lake on the
installation of the "All -Way" stop and speed hump within their jurisdiction.

SOUTH SHORE DRIVE AREA
Dear Mayor Schrader:
By Letter of July 18, 1996, I sent you a copy of the report to the Plymouth City Council for their
July 24 meeting. That report included a proposed resolution for adoption by the City Council on
additional safety measures in the South Shore Drive area. After consideration of the matter at the
July 24 meeting the City Council adopted that resolution, but made three amendments. Enclosed
is the final resolution adopted by the Plymouth City Council.
Following are the amendments to the preliminary resolution:
Add an additional speed hump between 10320 and 10314 South Shore Drive.
That the appropriate speed limit on South Shore Drive be considered with the
design of the Regional Trail.
That the Plymouth Police Department work in cooperation with the Hennepin
County Sheriffs Department on a joint effort on law enforcement issues.
I believe these items were discussed at the meeting between the Plymouth Council subcommittee
and the Medicine Lake City Council. They should not affect the three actions required by the
Medicine Lake City Council which I summarized in my July 18 letter.
If you have any questions on the resolution adopted by the Plymouth City Council, please do not
hesitate to contact me. After action is taken by Medicine Lake on the installation of the stop signs
and speed hump, please let me know if you would like assistance from the City of Plymouth in
the installation of the signs or the speed hump.

Item. 9-A Additional Safety Measures in the South Shore Drive Area
Public Works Director Moore stated that last year, two speed humps were
installed on South Shore Drive near the Bassett Creek bridge. The City
Council subsequenily appointed a subcommittee (Councilmembers Granath,
Black, and Preus) to meet with members of the Medicine Lake City Council
to discuss additional safety issues in the area. A meeting was held between
the Plymouth Council Subcommittee and the members of the Medicine Lake
City Council on July 11.
Director Moore presented the recommendation of the Subcommittee which
has been agreed to by the Medicine Lake City Council: Install five speed
humps to slow traffic (two existing; three recommended); painted crosswalk
on 10' Avenue at South Shore Drive; Joint planning for the regional trail;
joint law enforcement; trimming of vegetation for better sight distance;
installation of an "all -way" stop at South Shore Drive and Peninsula Road;
and request to MnDOT for special speed limitation on the bridge. Director
Moore explained that two of the proposed new speed humps would be
located on the north/south portion of South Shore Drive, and the third would
be located westerly of the 13' Avenue intersection. He said that MnDOT
has considered the request for a special speed limit on the bridge and
indicates that the bridge is structurally safe for a 30 mph speed limit.

Mayor Tierney noted that 20 mph speed limits are posted in Medicine Lake.
She asked how they were able to get the reduced speed limits.
Director Moore was unsure, but stated that perhaps the lower speed limits
were grandfathered when Medicine Lake became a city. Manager Johnson
added that when the trail corridor is installed, the road may be eligible for a
25 mph speed limit if the trail is adjacent to the roadway.
Director Moore explained that when conducting speed studies, MnDOT
considers that 85 percent of drivers are reasonable. A recent speed study on
South Shore Drive indicates that drivers at the 85`s percentile are traveling at
29 mph. Before the two speed humps were installed, the 85' percentile was
38 mph. The speed humps appear to be effective in slowing traffic to the 30
mph speed limit.
Mayor Tierney asked if an all -way stop is justified for safety reasons a
South Shore Drive and Peninsula Road.
Director Moore responded that the intersection probably doesn't meet the
exact warrants for an all -way stop. However, this is one element of
improving safety in the overall area.
Councilmember Granath supported the Subcommittee recommendation for
safety improvements, but stated that additional efforts should be adopted.
He suggested that, in addition to the safety recommendations, speed humps
be installed on the east side of the Medicine Lake City Hall and between
10320 and 10314 South Shore Drive. He also recommended that a stop sign
be installed requiring eastbound traffic on South Shore Drive to stop at the
west approach to the Bassett Creek bridge.
Councilmember Wold expressed concern that the additional items would be
a unilateral action of Plymouth and that these were not discussed or agreed
to with the Medich -ie Lake City Council.
Councilmember Granath did not believe that one stop sign and the additional
speed humps would be a concern to Medicine Lake. He stated that a stop
sign at the Bassett Creek bridge would encourage motorists to use greater
caution.
Manager Johnson stated that the speed hump installation on South Shore
Drive at the east side of the Medicine Lake City Hall would not require any
action from the City of Medicine Lake, except they would have to approve
the warning signs.

Mayor Tierney stated that one concern. with stop signs is the associated noise
and pollution with motorists stopping and starting.
Councilmember Granath stated that since this request for a stop sign at the
bridge came from the neighborhood, he believes they are willing to tolerate
the vehicle noise.
In response to a question by Mayor Tierney, Director Moore stated that for
liability and safety reasons a sign is needed at each speed hump location.
There is currently an advance sign that warns of speed humps ahead. He
proposed that there could be a set of warning signs on the north -south
segment of South Shore Drive and on the east -west segment, as well as a
sign at each hump.
Scott Nielson, 10314 South Shore Drive, stated that he had spoken with a
MnDOT representative who indicated that the speed limit could be reduced
if the City can justify it using traffic counting techniques. Mr. Nielson
believes that 30 mph is too fast on South Shore Drive because of the
recreation uses in the area. He suggested that the City pursue a plan to get
the speed limit reduced, and he supported a stop sign or divider on the
bridge to separate hikers and pedestrians from vehicles. He believes the
speed limit on the bridge should be 20 mph.
Dave Buzzelle, 11222 South Shore Drive, said that pedestrian traffic will
continue to increase in the area. He stated that motorists slow down when
they see the traffic monitor strips, and vehicles take turns crossing the
bridge. Mr. Buzzelle stated that a continued question is the impact of The
Country House. He does not believe that South Shore Drive should be
classified as a minor collector street.
Director Moore stated that the City Council has directed staff to address the
roadway along with the future trail construction.
Ron Hennes, 10520 South Shore Drive, said that traffic is slowing down in
the area. Pedestrian use of the roadway is heavy, and the trail will resolve
the safety problem. He doesn't believe that the bridge is.a problem if the
pedestrian traffic is moved to an off-road trail. He lives in the third house
from the bridge and objected to a stop sign at this location due to the traffic
noise. He suggested that an alternative solution would be a warning sign or

Councilmember Black stated that it seems the number of proposed speed
humps is excessive.
Mayor Tierney agreed and suggested that the Council begin with authorizing
the items agreed upon by the Plymouth Subcommittee and Medicine Lake
City Council. Additional -speed humps or a stop sign could be installed later
if needed.
Motion was made by Councilmember Granath, seconded by Councilmember
Black, to adopt RESOLUTION 96-398 ADDITIONAL SAFETY
MEASURES IN SOUTH SHORE DRIVE AREA, with the addition to
the resolution of speed humps at the east side of the Medicine Lake City
Hall, and between 10320 and 10314 South Shore Drive, as well as a stop
sign requiring eastbound traffic on South Shore Drive to stop at the
west approach to the Bassett Creek bridge.
Councilmember Granath stated that this resolution would bring closure to
this ongoing traffic safety issue. He believes the conditions are basically
acceptable to Medicine Lake and to the South Shore Drive residents.
Mayor Tierney stated she cannot support the motion because of the proposed
stop sign at the bridge. She believes that a higher speed hump or lower
speed limit would be a better alternative, and stated that stop signs should
not be used for speed control. She appreciated the efforts of the Medicine
Lake City Council and the Plymouth Council Subcommittee in working on
this issue, and she would support the resolution as negotiated and
recommended by those groups.
Councilmember Lymangood requested resident reaction to the motion which
proposes speed humps in addition to those recommended by the
Subcommittee and Medicine Lake Council, as well as the addition of a stop
sign at the bridge.
Councilmember Preus stated that these additional items may be excessive.
He is sympathetic with the concerns of the residents, but doesn't believe an
additional speed hump at the east side of Medicine Lake City Hall or a stop
sign at Bassett Creek bridge is justified. He stated that Medicine Lake
Mayor Schrader stated at the Subcommittee meeting that Plymouth can do
what it wants, but questioned whether a burden could be created by slowing
traffic too much. Councilmember Preus stated that, as a compromise, he
would support an additional speed hump between 10320 and 10314 South
Shore Drive.

Motion to amend was made by Councilmember Preus, seconded by Mayor

Councilmember Granath spoke against the motion on behalf of the residents
who had requested the action.
Councilmember Wold stated that he expected that a clear recommendation
would result from the meeting of the Council Subcommittee and the
Medicine Lake City Council. He is concerned that the Subcommittee
reached an agreement with the Medicine Lake Council, and now additional
items are proposed. He is in favor of being proactive, but would not like to
act unless the issues are first discussed with Medicine Lake. He asked if
adding the speed hump at the east side of Medicine Lake City Hall may be
perceived as an act of bad faith after an agreement had been negotiated.
Councilmember Preus stated that it would probably not be perceived as bad
faith. The Medicine Lake Council was extremely cooperative during the
meetings. However, Medicine Lake may not be happy with the additions.
He stated that Medicine Lake recognizes that this was a Council
Subcommittee and that the full Council can amend the negotiated
recommendation. The Medicine Lake Council may question why these
items were not discussed more at the joint meeting.
Councilmember Wold stated he will support the amendment. He wants to
retain cooperation with the City of Medicine Lake, and he believes that the
Council has had good success using a Subcommittee structure on specific
issues. He believes that the new items should have been discussed with
Medicine Lake prior to consideration by the Plymouth Council.
Councilmember Black stated that the new issues were raised by a resident at
the joint meeting. However, the Subcommittee felt that this amount of
speed humps and a stop sign on this roadway was excessive.
Councilmember Lymangood spoke in favor of the amendment. He pointed
out that the City Council has taken a gradual approach to the South Shore
Drive safety issues. He believes that the proposed action would be the next
logical step to address the concerns. He hopes that the proposed actions will

slow traffic speeds. However, if it doesn't work, the Council can again
consider the issue.
Councilmember Preus concurred that if the problem is not solved, he would
be willing to consider another speed hump or other action necessary to
alleviate the traffic concerns.

Councilmember Granath thanked the City Council for theirwork on this
issue.

In order to initiate all recommendation, action is required by the Medicine Lake City
Council. I believe the following actions are necessary:

2. Authorize the installation of a speed hump midway between the railroad

ACTION REQUESTED: Make a motion to adopt the attached resolution directing staff to
proceed with the installation of an additional speed hump on South Shore Drive between the
Bassett Creek bridge and 13th Avenue (location to be approximately on the property line
between 10210 and 10128 South Shore Drive) and the installation of a speed hump on the
north/south portion of South Shore Drive approximately midway between 10th Avenue and the
railroad crossing.
BACKGROUND: On June 5, 1996 the City Council held a public hearing to consider closing
South Shore Drive at the Bassett Creek bridge to traffic. At the conclusion of that public
hearing the City Council adopted the attached resolution (Resolution No. 96-322) postponing
action on closing of the street and initiating additional safety measures in the South Shore
Drive area. The initiation of several of the safety measures needed to be done cooperatively
with the City of Medicine Lake. The City Council appointed a subcommittee of
Councilmembers Granath, Black, and Preus to meet with members of the Medicine Lake City
Council to discuss the recommendations and issues listed in the resolution.
The Medicine Lake City Council met on July 1 to discuss the City of Plymouth's resolution.
As a result of their meeting, they presented other items which they wanted to discuss with the
Plymouth Council subcommittee. That listing is contained in the attached fax transmittal dated
July 8, 1996 from Mayor Tom Schrader.
A meeting was held between the Plymouth Council subcommittee and members of the
Medicine Lake City Council on July 11, 1996, at the Medicine Lake City Hall. In attendance
at the meeting were the following Council representatives:

Also in attendance was Mark Anderson, a resident on South Shore Drive, and myself.
DISCUSSION: There was very good discussion between all members of each Council on the
safety concerns and issues. Mayor Schrader stated that this was a called meeting of their
Council and they had authority to take action as necessary, but they would prefer to wait and
take the necessary action at their regular meeting on August 5.
The following summarizes the discussion of the items in the Plymouth resolution and the July
8 fax transmittal from the City of Medicine Lake:
CITY OF PLYMOUTH RESOLUTION NO. 96-322
1. Installation of "All -Way" stop at Peninsula Road and South Shore Drive
The Medicine Lake Council agreed that they would take action to authorize this
All -Way" stop. They are requesting that Plymouth install the signs and
Medicine Lake will reimburse us for our cost. I stated we were willing to do
this and it had been offered in a previous letter.
2. Medicine Lake approve "Advanced Speed Hump" warning signs within
their city
This item will be discussed in Item No. 5 which addresses the location of all
recommended speed humps.
3. Medicine Lake consider closing the easterly access to the County House parking
lot
After discussion of this item, it was agreed that by closing this access it would
redirect only a limited amount of traffic to the South Shore Drive/10th Avenue
intersection and away from the residents along the east/west portion of South
Shore Drive. Safety concerns were mentioned for the intersection of 10th

Avenue and South Shore Drive and also the pedestrian crosswalk for the
neighborhood park. Medicine Lake suggested that they would defer action on
this item until the study is completed on the construction of the Regional Trail.
The Regional Trail construction could have additional impacts on the parking
lot at the County House. It was the consensus that this item would be
considered with the Regional Trail.
4. Medicine Lake stated that they were interested in having the Regional Trail
constructed since it would also provide access to the trail system from the City
of Medicine Lake. They will work cooperatively with Hennepin Parks and the
City of Plymouth in the design and study of the trail.
5. Consider three additional speed humps on east/west South Shore Drive and
consider installation of speed humps on the north/south segment.
Two speed humps were installed on South Shore Drive on either side of the
Bassett Creek bridge last fall. As previously reported, these speed humps have
brought the majority of the traffic (85th percentile speed) to less than the 30
m.p.h. posted speed limit. To be more effective, it was my recommendation
that two speed humps also be constructed on the north/south portion of South
Shore Drive (10th Avenue to Peninsula Road) to reduce the speed on this
segment of South Shore Drive. Speed humps are physical items on the road
which remind the motorist of the speed which they are traveling. If these
additional two speed humps are constructed and with the "All -Way" stop at the
South Shore Drive/Peninsula Road intersection, the entire length of South Shore
Drive from 10th Avenue to 13th Avenue would be divided with 500 to 600 foot
segments between speed humps or a stop intersection. Mark Anderson stated
that the property owners wanted additional speed humps constructed at least east
of the bridge. It was the consensus of the Plymouth Council subcommittee that
an additional speed hump be constructed east of the Bassett Creek bridge
between 13th Avenue and the existing speed hump. It was the consensus
between Councilmembers of both cities that the two speed humps be installed on
the north/south portion of South Shore Drive. The authorization is necessary
from each city since one would be located within the city limits of each city.
6. Request MnDOT to evaluate need for lower speed limit at the Bassett Creek
bridge
A request was sent to MnDOT on June 17 for them to evaluate the need for a
lower speed limit on the bridge because of structural condition of the bridge. I
have had an acknowledgment from MnDOT that they have received the request
and will study the bridge. Since the committee meeting, MnDOT has

completed their study. They have made a finding that the evaluation of the
bridge can safely withstand vehicle loads for vehicles traveling at 30 m.p.h.
Since this is the posted speed limit, a speed limit authorization will not be
necessary. Attached is the letter from MnDOT.
7. Continue planning and designing of Regional Trail
This work is ongoing with the Preliminary Engineering Report for the trail to
be completed before the end of July. Necessary road reconstruction and related
improvements will be considered as part of the implementation of the Regional
Trail.
8. Review safety of pedestrians crossing South Shore Drive from apartments
There is a marked crosswalk on South Shore Drive from the driveway access to
the apartments to the neighborhood park. Signs are in place warning motorists
of this crosswalk. I have reviewed this with Public Safety Director Craig
Gerdes and we both recommend this is adequate for this crosswalk. There is
some minor tree trimming which we will do to make the signs more visible.
9. Postpone action on closing of South Shore Drive until progress report on all
aspects of resolution
The discussion of the Plymouth subcommittee and the Medicine Lake Council
concentrated on additional safety measures for the area. There was not
discussion on closing the road.
10. Meeting between Plymouth and Medicine Lake
There has been the meeting with the Plymouth City Council subcommittee and
the Council of Medicine Lake.
11. Crosswalk on 10th Avenue near park
A concern was raised for pedestrians from the trailer court on the south side of
10th Avenue crossing at South Shore Drive to the neighborhood park. In
reviewing this safety concern, we learned that the crosswalk that had been at
this location was not repainted after 10th Avenue was seal coated last year.
This crosswalk has been repainted and the appropriate pedestrian warning signs
are in place.

1. Additional County Police patrol for stricter law enforcement
Medicine Lake has authorized additional patrol of this area by the County
Sheriff for a month period of time. The Sheriffs office will be contacting the
Plymouth Police Department to establish a joint effort.
2. Consider 25 m.p.h. speed limit on South Shore Drive
Previous to the meeting I discussed this item with Roger Knutson. There is a
section in the State Code which would allow a 25 m.p.h. speed limit but only
for a one-quarter mile segment of South Shore Drive. The street is about 4,000
feet in length. Roger Knutson also stated that this section of the State Code
may conflict with other sections that require concurrence from the
Commissioner of Transportation before implementing any change. A lower
speed limit was discussed at the meeting. It was agreed that without physical
changes on the roadway, lowering the speed limit would not affect the speed of
vehicles. The installation of the "All -Way" stop and the speed humps are a
more effective method of reducing speed.
3. Create a temporary walking path on South Shore Drive
I reviewed the many problems along the roadway associated with constructing
any temporary walkway. It was agreed that this would be considered further
after the report on the Regional Trail.
4. Flashing yellow lights at Willowood Apartments crosswalk
As previously discussed, there is adequate warning of motorists of this
pedestrian crosswalk. The installation of the speed humps will also slow traffic
in this area.
5. Cutting back bushes by bridge
The property owner on the north side of South Shore Drive east of the bridge
has bushes along the road to provide screening from their property to the road.
Plymouth is currently working with this property owner on the relocation of
their garage as part of the dam reconstruction. We will continue to work with
the property owner to improve sight distance at the bridge.

Medicine Lake has agreed to the "All -Way" stop.
SUMMARY AND RECOMMENDATIONS: During the past year, the following is a
summary of additional safety measures which have either been implemented or are
recommended for implementation by the Council subcommittee and have been agreed to by the
Medicine Lake City Council:
Five speed humps to slow traffic (two existing, three recommended)
a Painted crosswalk on 10th Avenue at South Shore Drive

on the north/south portion of South Shore Drive (one in Plymouth, one in Medicine Lake) and

Whereas, residents of South Shore Drive have expressed concern about safety
conditions along South Shore Drive from Peninsula Drive east to the intersection with
13th Avenue; and,
Whereas, the City of Plymouth has previously caused two speed humps to be installed
to slow traffic in the area; and,
Whereas, the City Council finds that closing of South Shore Drive at the Bassett Creek
Bridge may cause additional safety problems at other locations in the area; and,
Whereas, additional safety measures are nevertheless needed to improve safety along
the east -west segment of South Shore Drive due to the presence of two liquor
establishments in the area and because of increasing pedestrian and bicycle traffic in the
area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH THAT:
1. The City of Medicine Lake be requested to reconsider installation of all -way stop
signs at the intersection of Peninsula Drive and South Shore Drive.
2. That the City of Medicine Lake be requested to consider approval of the installation
of necessary advance warning signage in Medicine Lake for a speed hump to be
located in Plymouth just east of the boundary between the City of Plymouth and the
City of Medicine Lake approximately adjacent to the east side of the Medicine Lake
City Hall.
3. That the City of Medicine Lake be requested to consider closing the easterly access
to the main Country House parking lot which accesses the east -west segment of
South Shore Drive.
4. That the City of Medicine Lake consider joining Plymouth in endorsing the
development of a trail around the east side of Medicine Lake, continue to
participate with Hennepin Parks in the planning and design of a trail along the
South Shore Drive corridor, and cooperate with the necessary approvals for the
portion of the trail within its city limits. This resolution does not request the City
of Medicine Lake to provide funding for the trail.
5. That the City of Medicine Lake and the City of Plymouth jointly consider additional
speed humps be installed: 1) at the east side of Medicine Lake City Hall; 2)
between 10320 and 10314 South Shore Drive; and 3) between 10210 and 10128
South Shore Drive no later than July 17, 1996; and further that joint cooperative
consideration be giver to installation of speed humps and appropriate signage on the

6. That the State Commissioner of Transportation be requested to evaluate the need for
a lower speed limit at the Bassett Creek Bridge pursuant to Minnesota Statute
169.16. If the Commissioner does not agree to lower the speed limit at the bridge,
then warning signs and an advisory speed limit shall be posted adjacent to the
bridge.
7. That the Parks and Recreation Department and the Public Works Department be
directed to continue the . planning and designing of a trail in cooperation with
Hennepin Parks and the City of Medicine Lake for construction in 1997; that the
Public Works Department be directed to consider any needed road reconstruction
and related improvements in the area in conjunction with the trail project; and that
consideration be given to making the Bassett Creek Bridge a one lane bridge to
provide adequate trail access to the bridge and promote further traffic calming along
South Shore Drive.
8. That the Public Works Department and the Public Safety Department review and
analyze the safety of pedestrians crossing South Shore Drive in the vicinity of South
Shore Park and adjacent apartment units and make any recommendations for
improvements of the safety in this area by July 24, 1996.
9. That any action on the closing of South Shore Drive at Bassett Creek Bridge be
postponed until the July 24, 1996 when staff will provide a progress report on all
aspects of this resolution.
10. That the City Council or a subcommittee thereof will be willing to meet in June
with the City Council or a subcommittee of Medicine Lake to discuss the
recommendations in this resolution.
11. That the Plymouth Public Works Department and the Public Safety Department
review, analyze, and make a recommendation on a crosswalk near 10th Avenue and
the park.

3) Create a walking path on South Shore Drive (temporary fix). Coming
from 1 Qth Ave & South Shore Drive, going north to the railroad track on
the right hand side of the street. Over the railroad into Medicine Lake to
the, bridge in Plymouth on the left hand side of the street. Over the
bridge on the right hand side of the street going east to the stop sign
at South Shore Drive and 13th Avenue.
4) Flashing yellow lights at Willow Woods to accompany striped cross walk
at Scuth Shore Park.
5) Cutting back bushes on easement on the first home on east side of
bridge This would give a better view of the roadway for both
pede-:trians and automobiles.

Dear Mr. Moore:
Per your letter of June 17 and our response of June 26, 1996, an evaluation of the maximum
safe speed over Bridge Number 90629 has now been completed as provided in Minnesota
Statute 169.16._ It is the finding of that evaluation that the bridge can safely withstand vehicle
loads for vehicles traveling at 30 miles per hour.
The finding is consistent with the existing posted speed limit. Therefore a speed limit
authorization will not be necessary.

1. ACTION REQUESTED: Adopt a motion to reconsider the issue of the speed hump on
South Shore Drive, table the item to March 21, and establish a Special Council meeting for
February 14 at 4:00 p.m. with the City of Medicine Lake at Medicine Lake City Hall to
further discuss the speed hump and related road, trail, and safety issues.
2. BACKGROUND: On January 18, the City Council considered whether to remove the
speed hump on South Shore Drive. Councilmember Harstad initiated this request. The
minutes of the meeting are attached. At the conclusion of the discussion on the item, a
motion to remove the speed hump with several conditions failed on a 5 to 2 vote, with
Mayor Tierney and Councilmember Harstad voting in the minority.
Since the Council meeting, Medicine Lake officials have invited several Plymouth council
members to further discuss the issue. A meeting has been set for February 14 at 4:00 p.m.
at Medicine Lake City Hall. Mayor Tierney and Councilmembers Brown and Johnson
have indicated they will attend. Public Works Director Fred Moore and Park Director
Eric Blank also plan to attend the meeting. Additional members of the Council may be
interested in attending the meeting.
Councilmember Judy Johnson requested that this item be placed on the agenda, although
her position and vote on the speed hump issue has not changed. .She supports
reconsideration in order to show a willingness to further discuss the issue with the City of
Medicine Lake and to allow full discussion of all options on February 14. Councilmember
Johnson is also recommending this action as a courtesy to Councilmember Harstad who
supports reconsideration of the issue but cannot make the motion for reconsideration since
he voted in the minority on this item at the last meeting. Her request is that no additional
discussion would be held on February 1, but that the issue would be tabled until after the
February 14 special meeting.
3. ALTERNATIVES: Whether the Council votes to reconsider the speed hump issue, staff
recommends that the February 14 meeting be scheduled as a Special Council meeting in the
event that a quorum of the City Council chooses to attend in order to comply with the open
meeting law.
4. BUDGET IMPACT: None.
5. RECOMMENDATION: The Council should consider the request of Councilmember
Johnson to reconsider and table the issue of the South Shore Drive speed hump until a
meeting with Medicine Lake city officials is held on February 14. Staff also recommends
that the Council establish February 14 at 4:00 p.m. as a Special Council meeting at the
Medicine Lake City Hall in the event that a quorum of the Council attends the meeting.

8.1) Consideration of Removal of Speed Hump on South Shore Drive
Public Works Director Moore stated this item, consideration to remove the speed hump on South
Shore Drive that is located approximately midway between I Oh Avenue and the City of
Medicine Lake, was referred to staff at the December 7, 1999 Council meeting by request of
Councilmember Harstad. He stated residents were notified that this item was to be discussed this
evening in order to receive their input.
He explained in 1996 the Council directed the installation of four speed humps on the east/west
portion of South Shore Drive between the City of Medicine Lake and 13`h Avenue, and one
speed hump on the north/south portion of South Shore Drive between 10'l' Avenue and the City
of Medicine Lake. The City also requested that the City of Medicine Lake install an additional
speed hump on the north/south portion of South Shore Drive, and an "all -way" stop at the
intersection of South Shore Drive and Peninsula Road. The City of Medicine Lake approved the
all -way" stop installation, but did not approve the installation of the additional speed hump.
He explained the installation of these speed humps was authorized after City residents pesented
concerns to the Council on safety and speeding on South Shore Drive. Before the installation of
the speed humps, the 85`h percentile speed was documented at 37.4 m.p.h. After the installation
of the speed humps in 1996, it was 28 m.p.h. which is below the 30 m.p.h. posted speed limit.
The installation of the speed hump on the north/south portion of South Shore Drive, which
Councilmember Harstad is requesting for consideration for removal, was to reduce speeds at the
marked crosswalk on South Shore Drive at 11th Avenue. He stated there is a large apartment
complex on the west side of South Shore Drive that has many children accessing the city
neighborhood park on the east side of South Shore Drive.
He informed the Council that since the December 7, 1999 Council meeting, staff was able to
obtain new speed counts at the speed hump. He stated the 85th percentile speed was documented
at 29.8 m.p.h. at the warning sign north of the speed hump, 18.8 m.p.h. at the speed hump, and
29.4 m.p.h. at the warning sign south of the speed hump. The warning signs indicate a safe
speed of 20 m.p.h. over the speed hump.
He indicated that during the discussion that occurred in 1996, safety was the major concern. Part
of this safety concerned pedestrians along the roadway since there was no trail in this area. Since
1996, Hennepin Regional Parks has completed the trail from West Medicine Lake Drive
westerly. The City, in conjunction with Hennepin Parks; has completed the trail from 13`"
Avenue easterly into Golden Valley. Recently, Hennepin Parks has awarded a contract that
would complete the trail segment between West Medicine Lake Drive and 1P Avenue. The
trail would be constructed parallel with and adjacent to the existing railroad. Construction
should be completed next summer.
He stated if the Council takes no action this evening, the speed hump would remain in place.

Councilmember Brown asked if there have been any incidents reported in this area. Public
Safety Director Gerdes stated there have been no citations issued since the installation of the
speed humps. However, he is unsure of the number of traffic violations.
Councilmember Harstad asked how the 300', which was before and after the speed hump,
determined for the traffic study. Public Works Director Moore replied because the warning signs
are located there.
Councilmember Harstad asked if there was a traffic study conducted near the park. Public
Works Director Moore replied no.
Councilmember Harstad asked in order to be more effective, shouldn't the speed hump be
located within or adjacent to the park. Public Works Director Moore stated that wouldn't be
effective as there is a crosswalk located to the north of the park to access the park.
Bill Leonard, 200 Peninsula Road, Medicine Lake, stated he is a Councilmember for the City of
Medicine Lake, and he was involved in the discussions and action taken in 1996. He stated
initially, there was a safety concern because of the speed of the traffic. However, since that time,
the current traffic count is 1,500 cars per day which is half of the earlier projections. In addition,
another important factor in the construction of the speed hump was the proximity of the Flying
Tiger (liquor establishment), which is no longer there. He stated the majority of the people seem
to be following the speed limits. He stated the City of Medicine Lake agreed to install a series of
speed humps along South Shore Drive. This one particular speed hump causes a number of
problems since it is located by itself. It is very difficult for emergency vehicles as they really
need to reduce their speed or they would damage the vehicles.
He further stated a fair amount of their city residents are concerned about this speed hump as it is
very easy to lose control of your vehicle, and there have been some health problems associated
with people hitting the speed hump. In addition, if a person is trying to transport items with a
trailer, it is very difficult. Residents feel that the four speed humps and three stop signs along
this stretch of the roadway is more than adequate.
Tom Schrader, 10 Kaiser Avenue, Medicine Lake, Mayor of Medicine Lake, reiterated the
Flying Tiger is no longer located there, and there is nothing but vacant fields from the railroad
tracks. He stated there are crosswalks for the children, and the law is to stop for pedestrians in
the crosswalks. He suggested if there are children in the crosswalk, perhaps there could be a
lower speed limit in the area approaching the crosswalk. Lastly, he stated if the speed hump
were to be removed, the City would educate their community so there wouldn't be any problems.
Mayor Tierney asked Mr. Schrader if the Medicine Lake City Council has discussed the use of
stop signs at the railroad crossing and/or a crosswalk for access to the Luce Line. Mr. Schrader
replied their council has not discussed this yet as it has not been an issue.
Bruce Larson, 263 %2 Peninsula Road, illustrated two photographs depicting the location and
condition of the speed hump. He stated he is opposed to the speed hump because:

1. It is a bad idea to control speed. The road surface should be smooth and compatible for
automobiles.
2. It is not safe to cross this speed hump at 20 m.p.h.
3. In relationship to the apartment complex, children, and park, perhaps there should be some
speed control device near the apartments and/or park where the children cross the street.
Councilmember Johnson asked about the location of the Luce Line trail. Public Works Director
Moore stated the trail would be located along the north side of the railroad tracks.
Jackie Jones, 10805 South Shore Drive, stated she resides across the street from the former
liquor establishment, and there is a lot of deer and wildlife in this area. She stated she is very
concerned about the safety of the animals; therefore, she supports the speed hump at its current
location. In addition, in the summertime there are volleyball tournaments conducted at the
Country House (liquor establishment) that generates a lot of traffic in the area.
Councilmember Harstad reiterated that in this area there are four speed humps, three stop signs,
and the railroad tracks. He stated he favors the option of a stop sign at the railroad tracks in
anticipation of future bike trail traffic.
Councilmember Brown stated there is still the Country House located on one side of this
roadway as well as an apartment complex, playground, and children. The speed hump has
definitely worked. The solution is for motorists to slow down. He stated he believes this is a
small price to pay to keep children safe.
Mayor Tierney stated improvements to this roadway are not included in the Capital
Improvements Program for the next five years.
Public Works Director Moore stated regarding the trail issue, the Hennepin Regional Parks
would be constructing the Luce Line trail. At the present time, the City has no trail plan for its
section along South Shore Drive. Staff is reviewing signage at crosswalks, speed humps, and
enforcement.
Councilmember Harstad asked if it would be possible for a marked bike path to be located along
the side of the road with a posted 25 m.p.h. speed limit. Public Works Director Moore stated that
would be impossible as the bike path would go too far into the roadway.
Councilmember Bildsoe stated he agrees with Councilmember Brown. He stated at this time, he
would not favor removing the speed hump. However, he feels there would be merit in installing
a stop sign at the crossing of the Luce Line trail after it is connected. He stated he would not
support a bike trail in the road as that would be very dangerous.
Councilmember Johnson stated she agrees with Councilmember Bildsoe. She stated she would
never support striping the roadway for a bike lane. She reiterated there is still an alcohol
establishment located in this area. She stated she would support the installation of a stop sign at
the crossing of the Luce Line trail.

Mayor Tierney stated the citizens who reside off the lake like the speed humps. However, she
suggested if speed humps aren't proposed for other parts of the City, she would favor removing
the speed hump, utilize strict enforcement of the crosswalk, and install stop signs at the railroad
crossing due to the location of the Country House.
Councilmember Bildsoe added that the Council did approve a speed hump policy in 1999. If the
City expands the enforcement of traffic on this road, the City should request Hennepin County to
share in the cost.
Motion made by Mayor Tierney, and seconded by Councilmember Harstad, to remove the speed
hump, utilize a joint effort with City of Medicine Lake to install stop signs on both sides of the
railroad, install stop signs at the future Luce Line crossing, fully mark and fully enforce the
crosswalks along the roadway, and request Hennepin County to assist on the enforcement of
traffic laws.
Councilmember Slavik stated the enforcement of the crosswalk law is a problem throughout the
City. She stated she does not support removing the speed hump as she is concerned about safety
in the area.
Mayor Tierney asked Director of Public Safety Gerdes about enforcement of crosswalks. Public
Safety Director Gerdes stated the Police Department strictly enforces all traffic laws, including
the crosswalk law, in the City. Additional emphasis is placed on those special tasks/areas as
directed by the Council.
Councilmember Brown stated he doesn't prefer speed humps either. However, he has not heard
of a better solution this evening than the speed hump.
Councilmember Harstad reminded the Council that the traffic is being slowed in a 600' area of a
half -mile long area. The speed in front of the park is very close to 30 m.p.h. The measurement
of speed was only conducted on an area contiguous to the speed hump.
Councilmember Johnson asked if this evening's meeting is the official public information
meeting as was indicated in the December 7, 1999 minutes, and how many days notice did the
residents receive of this meeting. Public Works Director Moore stated the residents received
about a four-day notice, and this is the public information meeting as mentioned in the minutes.
Councilmember Johnson commented the residents should've received more advance notice as
most of the comments that she has received were placed at her desk this evening. She was also
under the impression that there was going to be a neighborhood meeting conducted first.
Councilmember Bildsoe asked Councilmember Brown if he would support the removal of the
speed hump with a stop sign at the crossing of the Luce Line. Councilmember Brown stated he
would not support that.
Councilmember Johnson asked the Council if they would support the removal of the speed
hump, with stop signs being installed at the crossing of the Luce Line Trail and a stop sign on the

south bound side of the road before the City limits of Plymouth. Public Works Director Moore
stated it would be impossible to install a stop sign before the City limits as there is no street
intersection located there.
Motion was made by Councilmember Johnson, and seconded by Councilmember Harstad, to
amend the main motion to remove the speed hump with the condition of installing stop signs by
agreement between the City and Medicine Lake. With all members voting in favor of the
amendment, the motion carried.
The Council voted on the amended main motion. With all members voting against the motion
but Tierney and Harstad, the motion failed.
Mayor Tierney requested staff to review the elevation of the speed hump and provide a report
back to the Council
Mayor Schroeder stated the City of Medicine Lake would be open to any discussion with the
City of Plymouth on any solutions for this roadway.

9.2) Speed Hump on South Shore Drive
Motion was made by Councilmember Johnson, and seconded by Mayor Tierney to reconsider the
vote taken at the January 18, 2000 Regular Meeting, conduct a special meeting with the City of
Medicine Lake on February
14m at 4:00 p.m. on the topic of speed hump and related street and
trail issues, and to postpone this issue indefinitely.
Councilmember Johnson stated the City of Medicine Lake has requested to meet with the
Council to discuss the speed hump in question and other items of interest relating to South Shore
Drive. She stated after meeting with the City of Medicine Lake, and if there are issues identified,
the recommendation could be presented to the Council at a later unspecified date.
Councilmember Harstad requested a broader agenda for this meeting rather than just discussing
the speed hump. Other items that could be discussed are the trails, irrigation for improving water
quality of the lake, funding for that effort, reconstruction of the road, policing of the roadway,
etc.
Councilmember Brown stated the City has indicated its intention to discuss all these issues.
However, he requested the dialogue begin with discussion on the road and speed hump on
February 14.
Mayor Tierney suggested the motion be amended to provide for a tabling date rather than
postponing it indefinitely.
Motion was made by Councilmember Johnson, and seconded by Councilmember Slavik to call
the question. With all members voting in favor but Tierney, the motion carried.
With all members voting in favor of the main motion, the motion carried.
Adjournment
Motion was made by Councilmember Black, and seconded by Councilmember Harstad, to
adjourn the meeting at 9:08 p.m. With all members voting in favor, the motion carried.
