Pursuant to due call and notice thereof, a regu`ar meeting of the City Council of
the City of Plymouth, Minnesota, was held on the 7th day of November , 1988.
The following members were present: Mayor SchneTTer, Eouncilmem ers as ou,
Picker Zitur and Sisk
The following members were absent: None
Councilmember Zittir introduced the following_ Resolution and moved Its
adoption:
RESOLUTION NO. 88-807
OBJECTING TO STATE FUNDING FOR COMBINED SEWER SEPARATION
PROGRAMS IN ST. PAUL AND MINNEAPOLIS
WHEREAS, the Suburban Rate Authority has assisted the Metropolitan Council, the
Minnesota Pollution Control Agency and the Minnesota Legislature in formulating a
program for funding combined sewer separation in the cities of Minneapolis and
St. Paul; and
WHEREAS, such sewer separation is required by law and by contract, and is otherwise
desirable; and
WHEREAS, expected federal funding for the program has been cancelled and replacement
funding must be identified; and
WHEREAS, most cities in the seven county metropolitan area have previously built
separate sanitary and storm sewer systems, principally through local funding; and
WHEREAS, the cities of St. Paul and Minneapolis have already obtained legislation
forgiving approximately $32 million in separation loans from the State.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that is Is opposed to the State appropriating additional state funds for
this project and that it believes the most equitable resolution is for the affected
cities to themselves provlc� that funding.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Sisk , and upon vote being taken thereon, the
following voted in favor thereof: Mayor Schneider, Councilmembers Vasiliou,
Ricker Zitur and Sisk
The following voted against or abstained: None
Whereupon the Resolution was declared duly passed and adopted.
