HomeMy WebLinkAboutCity Council Resolution 1988-5040 CITY OF PLYMOUTH Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Plymouth, Minnesota, was held on the Z?ndday of August 19-s_8 The following members were present: Mayor Schneider, Councilmembers Vasiliou. Ricker, Zitur and Sisk The following members were absent: None Councilmember Zitur introduced the following Resolution and moved its adoption: RESOLUTION 88-504 DENYING LAND USE GUIDE PLAN AMENDMENT FOR RONALD LIBBY LOCATED AT THE NORTHWEST QUADRANT OF COUNTY ROAD 10 AND DEERWOOD LANE (EXTENDED) WHEREAS, RONALD LIBBY has requested approval of an amendment to the Comprehensive Plan Land Use Guide Plan to reclassify an approximate 3.28 acre parcel located at the Northwest Quadrant of County Road 10 and Deerwood Lane (extended) from LA -1 (Low Density Residential) to CN (Neighborhood Shopping Center); and WHEREAS, the Planning Commission has considered the request following a duly scheduled public hearing; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does deny the amendment of the Comprehensive Plan Land Use Guide Plan for Ronald Libby to reclassify approximately 3.28 acres located at the Northwest Quadrant of County Road 10 and Deerwnod Lane (extended) from LA -1 (Low Density Residential) to CN (Neighborhood Shopping Center), based upon the following findings: 1. The proposal does not respond to locational criteria of the Land Use Guide Plan, specifically location at the intersection of arterial or collector streets. 2. There is no demonstrated lack of developable land of CN classification within the City or the Eagle Lake Driving Neighborhood: specifically a significant undeveloped parcel of CN classification remains at County Road 10 and Nathan Lane, for example. 3. The proposed reclassification will result in conflict with the Thoroughfare Guide Plan, specifically the signalization requirement forecasted by the City Traffic Consultant. The result of this proposed reclassification will be to reduce the efficiency of County Road 10 as an arterial. 4. The CN (Neighborhood Shopping Center) classification is not the highest and best use of this property. The motion for adoption of the foregoing Resolution was duly seconded by Mayor Schneider , and upon vote being taken thereon, the following voted in favor thereof: Mayor Schneider. Councilmembers Vasiliou, _Ri.cker� Zitur and Risk The following voted against or abstained_ Hone Whereupon the Resolution was declared duly passed and adopted.
