HomeMy WebLinkAboutCity Council Resolution 1988-449CITY OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on the - sarday of Au ust - , 1988. The following members were present: - Mayor Schneider r-ouncilmembers Vasillou, Ricker Zitur and Sisk ---------- -- --- - e following me ers were absent: one Councilmember Vasiliou introduced the following Resolution and moved its adoption: RESOLUTION NO. 88-449 DENIAL OF LAND USE GUIDE PLAN AMENDMENT FOR VANTAGE COMPANIES (88054) WHEREAS, Vantage Companies has requested approval for a Comprehensive Plan Land Use Guide Plan Amendment to reclassify approximately 20 acres located at the northwest corner of County Road 9 and Interstate Highway 494 from CL (limited business) to IP (planned industrial) classification; and, WHEREAS, the Planning Commission considered the request following a duly scheduled public hearing; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN- NESOTA, that it should and hereby does deny the request by Vantage Companies for a Comprehensive Plan Land Use Guide Plan Amendment for the reclassification of property located at the northwest corner of County Road 9 and Interstate Highway 494 from CL (limited business) to IP (planned industrial) classification, for the following reasons: I. It has not been demonstrated that it would be infeasible to develop this property within the current guide plan and zoning classification. 2. There is not a lack of developable IP/I-1 (planned industrial) property to support the proposed uses. 3. Other property in the IP (planned industrial) classification may be adversely affected by this action. 4. There is less than clear public need or benefit demonstrated. 5. The proposal is primarily based upon this owner's interests in this site. 6. The CL (limited business) Guide Plan classification is deemed to be the highest and best use for this area. 7. The applicant has not demonstrated that anything significant has changed regarding this property since the Council action under Resolution No. 88-186, approved on March 21, 1988.
