Pursuant to due call and notice thereof, a special meeting of the City Council of
the City of Plymouth, Minnesota, was held on the day of June, 1988.
The following members were present: Mayor Schneide—ouncilmembers Vasillou.
Ricker Zitur and Sisk
The—following members were absent: None
Councilmember Zitur introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 88-381
ESTABLISHING CITY COUNCIL POLICY ON FINANCING
STREET RESURFACING AND RECONSTRUCTION
WHEREAS, the City Council's Special Assessment Committee, in a report dated June 20,
1988, has recommended financing policies for the resurfacing and reconstruction of City
streets; and
WHEREAS, the City Council has previously received studies indicating the need to embark
upon a planned program to provide for the orderly resurfacing and/or reconstruction of
City streets in order to conserve the public's investment in those facilities; and
WHEREAS, the City Council has previously established an Infrastructure Replacement
Reserve Fund, the primary purpose of which is to provide funding to assist in the
resurfacing and/or reconstruction of the City streets; and
WHEREAS, the City Council has levied taxes to fund the infrastructure replacement
reserve fund; and
WHEREAS, the.City Council has previously adopted a Special Assessment Policy to provide
guidelines to the City staff and public with respect to assessment practices of the
Council.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that is establishes a policy of special assessing to abutting and benefiting
properties, 30% of the cost of resurfacing and/or reconstruction of City paved streets,
providing that in determining the amount to be assessed, the City will aggregate the
cost of all work undertaken during a given project year and assess 30% of that amount,
on a front footage, unit or some similar basis to all the property receiving benefit
from such improvements during that construction season. The balance of the project
costs shall be borne by the City and financed through the Public Improvement Revolving
(PIR) fund.
BE IT FURTHER RESOLVED, that the City Manager shall submit to the City CoOncil
annually, with the Capital Improvement Program, a report specifically indicating those
streets proposed to be resurfaced and/or reconstructed during the next construction
season. Said report shall contain the estimated costs of the work, the amounts
proposed to be assessed and the basis of levying the proposed assessments.

BE IT FURTHER RESOLVED, that it is the intent of the Council, based upon the report and
recowmendation of the Special* Assessment Committee in their report dated January 20,
1988, to carry forward its street resurfacing and reconstruction program into the
foreseeable future, based upon the fiscal projections which have been prepared and
shall hereafter be updated on an annual basis by - the City Manager.
BE IT FURTHER RESOLVED, that the Council's Special Assessment Policy be amended as
presented in Exhibit A to this resolution.
