Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Plymouth, Minnesota was held on the 21st day of
Mares , 1988. The following members were present: ,

Cnuneilmemher Ricker introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 88-205
ORDERING PREPARATION OF PRELIMINARY REPORT
WEST MEDICINE LAKE DRIVE/HIGHWAY 55 FRONTAGE ROAD IMPROVEMENTS
CITY PROJECT NO. 816
WHEREAS, Marcus Real Estate Development Corporation, the developer of the
proposed Plymouth Point Retail Center at the northeast corner of Highway 55
and West Medicine Lake Drive has petitioned the City of Plymouth to construct
the necessary improvements on West Medicine Lake Drive and the Highway 55
frontage road; and
WHEREAS, traffic studies have been prepared for maid development which
identified the need for the street improvements in order that traffic can
adequately be accommodated; and
WHEREAS, the necessary improvements are as follows:
I. Reconstruction of West Medicine Lake Drive northerly from Highway 55
to provide the necessary turn lanes at Highway 55 and the Highway 55
frontage road.
2. Reconstruction of the existing Highway 55 frontage road to provide
adequate separation between Highway 55 and it's connection to West
Medicine Lake Drive and the necessary turn lanes on the frontage road
for access to the proposed retail development.
3. Sanitary sewer, water and storm sewer improvements within West
Medicine Lake Drive and the frontage road as necessary to serve the
development.
WHEREAS, property benefited by such projects will be assessed for all or a
portion of the cost of such improvements pursuant to Minnesota Statutes
429.011 to 429.111 (Laws 1953, Chapter 398, as amended);
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH that Strgar-Roscoe-Fausch, Inc. be designated as the Consulting
Engineer for the improvements and that they are instructed to prepare a
Preliminary Report with all convenient speed advising the Council in a
preliminary way as to whether the proposed improvements are feasible and as to
whether it should best be made as proposed or in conjunction with some other
improvement and the estimated cost of the improvements as recommended.
The motion for the adoption of the foregoing Resolution was duly seconded by
_Councilmember Sisk , and upon vote being, taken thereon, the following
voted in favor thereof: Mayor Schneider, Councilmembers Vasiliou, Ricker,
Zitur and Sisk
The following voted against or abstained: None
Whereupon the Resolution was declared duly passed and adopted.
