HomeMy WebLinkAboutCity Council Resolution 1987-819CITY OF PLYMOUTH Pursuant to due call and notice thereof, a refaular meeting of the City Council of the City of Plymouth, Minnesota, was held on the 7th day of December , 19_&Z. The following members were present: Mayor Schneider. Councilmembers Vasitinn� Crain Zitur and Sisk The following members were absent: None Councilmember Sisk introduced the following Resolution and moved its adoption: RESOLUTION NO. 97- glg REJECTING PROPOSALS FOR ELDERLY HOUSING DEVELOPMENT Arlt? DIRECTING STUDY OF SITE DISPOSITION WHEREAS, the City has utilized Community Development Block Grant Funds to acquire property for, and undertake planning activity related to the development of senior citizen housing; and, WHEREAS, the City has reviewed the needs and demands for senior citizen housing, including the preparation of a professional study and survey; and, WHEREAS, the City has attempted to find private sector development resources which would produce subsidized housing that would be in compliance with federal guidelines and standards as mandated by the Community Development Block Grant program; and, WHEREAS, the most recent of several efforts to procure a realistic development proposal has been completed and the three proposals received have been reviewed by the City's financial consultant and by the Housing and Redevelopment Authority; and, WHEREAS, the Housing and Redevelopment Authority has recommended rejection of the proposal; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN- NESOTA, that it should and hereby does reject all proposals due to the substantial and excessive local financial commitment requirements; and, FURTHER, the City staff is directed to determine options available to the City relative to site disposition and to assemble and prepare options with evaluations of how market rate housing might be developed with some effort by the City, but without federal program constraints.
