Pursuant to due call and notice thereof, a Special meeting of the City Council of the
City of Plymouth, Minnesota, was held on the 24th day of August , 1987. The
followinq members were present: Mayor Schneider, Councilmembers Zitur, Sisk, Vasiliou
and Crain The
following members were absent: None
Councilmember Sisk introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 87-553
TERMINATING EXISTING JOINT COOPERATION AGREEMENT WITH THE URBAN HENNEPIN COUNTY AND
AUTHORIZING EXECUTION OF NEW JOINT COOPERATION AGREEMENT WITH URBAN HENNEPIN COUNTY
FOR THE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (CDBG) FOR FUNDINGS YEARS XIV,
XV, AND XVI
WHEREAS, the City of Plymouth and the County of Hennepin, have in effect a Joint Co-
operation Agreement (County Contract No. 40447) for the purposes of the United States
Department of Housing and Urban Development Community Development Block Grant Program
as approved by the City Council under Resolution No. 84-553; and,
WHEREAS, the City and the County wish to terminate the Agreement and execute a new
Joint Cooperation Agreement (County Contract No. 70488); and,
WHEREAS, execution of said Joint Cooperation Agreement is necessary for continued
participation in the Federal Community Development Block Grant Program through the
Urban Hennepin County;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does direct the termination of the current Joint Co-
operation Agreement between the City and the County of Hennepin (County Contract No.
40447) effective September 30, 1987; and,
FURTHER, that the Mayor and City Manager hereby authorize to execute the new Joint Co-
operation Agreement with the County of Hennepin (County Contract No. 70488) to be
implemented effective October 1, 1987;
FURTHER, the City Manager is hereby directed to communicate to appropriate County and
Federal Officials, the concerns cited by the Housing and Redevelopment Authority (HRA)
at the August 13, 1987 meeting, regarding concerns about certain program administrative
policies and practices which the City finds could be more conducive to local
flexibility and program effectiveness.
The motion for adoption of the foregoing Resolution was duly seconded by _
Councilmember Zitur , and upon vote being taken thereon, the following
voted in favor thereof: 5 Ayes
The following
voted against or abstained: None Whereupon the
Resolution was declared duly passed and adopted.
