Pursuant to due call and notice thereof, a special meeting of the City Council of the
City of Plymouth, Minnesota, was held on the nth day of Au ust , 1987. The
following members were present: MayorSchnei er�ouncilmembers as ou, Zitur, Crain
and Sisk ' The Following mem ers were absent: one
Councilmember Zitur _ introduced the following Resolution and moved its
aaopcion:
RESOLUTION NO. 87-541
APPROVING SITE PLAN AND CONDITIONAL USE PERMIT FOR HENNEPIN COUNTY PARK RESERVE
DISTRICT (87073)
WHEREAS, the Hennepin County Park Reserve District has requested approval of a Site
Plan and Conditional Use Permit for the Clifton E. French Regional Park located south
of County Road 9, north of Medicine Lake, and east of West Medicine Lake Road; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the request for the Hennepin County Park
Reserve District for a Site Plan and Conditional Use Permit for the Clifton E. French
Regional Park located south of County Road 9, north of Medicine Lake, and east of West
Medicine Lake Road, subject to the following conditions:
1. Compliance with City Engineer's Memorandum.
2. All signage shall be in compliance with the Ordinance.
3. Any subsequent phases or expansions are subject to required reviews and approvals
per Ordinance provisions.
4. Compliance with the Ordinance regarding the location of fire hydrants and fire
lanes.
5. An 8 1/2 x 11 inch "As -Built" Fire Protection Plan shall be submitted prior to the
release or reduction of any site improvement bonds per City Policy.
6. The permit is subject to all applicable codes, regulations and Ordinances, and
violation thereof shall be grounds for revocation.
7. The permit is Issued to the Hennepin County Park Reserve District as operator of
the facility and shall not be transferable.
8. The site shall be maintained in a sanitary manner.

9. Compliance with applicable Building and Fire Code requirements shall be verified
by the City prior to Permit issuance.
10. All parking shall be off-street in designated areas which comply with the Zoning
Ordinance.
11. Payment of all delinquent Clifton E. French Regional Park assessments prior to
Issuance of a Certificate of Occupancy.
12. Submittal of complete application for consolidation of all parcels into the
minimum number of parcels legally permissable by Hennepin County, prior to the
Issuance of the Certificate of Occupancy; this amends Paragraph 9, Resolution No.
82-235, "All parcels within the Park boundaries shall be consolidated into a
single parcel after completion of the total property acquisition".
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Crain , and upon vote being taken thereon, the following
voted in favor thereof: Mayor Schneider Councilmembers Vasiliou Zitur, Crain and
Sisk The following
voted against or abstained: None Whereupon the
Resolution was declared duly passed and adopted.
