Cnuncilmomhorc rraian Sisk, Zifur and Vasiliou The rollowing members were absent: none waw Councilmember Sisk introduced the following Resolution and moved its adoption: RESOLUTION NO. 87-420 AUTHORIZING PLYMOUTH TO ACT AS LEAD COMMUNITY IN INITIATING A JOINT AGREEMENT WITH ST. LOUIS PARK AND TONKA BAY FOR THE SUBURBAN "HOME ENERGY CHECK-UP" PROGRAM TO BE FUNDED BY NORTHERN STATES POWER AND T14E STATE OF MINNESOTA'S DEPARTMENT OF PUBLIC SERVICE AUTHORIZING PLYMOUTH TO ACT AS LEAD COMMUNITY IN INITIATING A JOINT AGREEMENT WITH ST. LOUIS PARK AND TONKA BAY FOR THE SUB- URBAN "HOME ENERGY CHECK-UP" PROGRAM TO BE FUNDED BY NORTHERN STATES POWER AND THE STATE OF MINNESOTA'S DEPARTMENT OF PUBLIC SERVICE. WHEREAS, the City of Plymouth is willing to act as a sponsoring unit of government and lead community for the communities of Plymouth, St. Louis Park and Tonka Bay in the project titled the Suburban "Home Energy Check -Up" Program to be conducted for a period beginning fall of 1987 and to continue for two years; and, WHEREAS, Northern States Power desires to implement a Home Energy Check -Up at a cost of $15,500 to $20,000 in these three communities in conjunction with these communities and West Hennepin Human Services Planning Board, and WHEREAS, the City is required by the the program to apply to the Minnesota Department of Public Service for funding of this pro- ject on behalf of- the three communities of Plymouth, St. Louis Park and Tonka Bay. Rssolution 0 87-420 Page 2 NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth to: 1. Authorize the Mayor and City Manager to apply to the Minne- sota Department of Public Service for funding of this pro- ject on behalf of the three communites of Plymouth, St. Louis Park and Tonka Bay and enter into a grant agreement with the Minnesota Department of Public Service if the ap- plication is approved. 2. Authorize the Mayor and City Manager to enter into a con- tract with West Hennepin Human Services to administer the "Home Energy Check -Up" Program in the three communities of Plymouth, St. Louis Park and Tonka Bay if the above men- tioned grant agreement is approved. . 3. Authorize the Mayor and City Manager to execute an agreement with Northern States Power and West Hennepin Human Services to implement the "Home Energy Check -Up" Program in the City of Plymouth. 4. All documents including the application to the Minnesota Department of Public Services for funding; the contract with the West Hennepin Human Services Board; and the agreement with Northern States Power and West Hennepin Human Services shall be reviewed and approved by the City Attorney prior to execution.
