Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Plymouth, Minnesota, was held on the 2nd day of March 1987.
The following members were present: Mayor SchnMer, Councilmen ers MWT'
Crain Zitur and Vasiliou
The following members were absent: None
Councilmember Crain introduced the followinq Resolution and moved Its
adoption:
RESOLUTION NO. 87-160
RESOLUTION CALLING FOR A PUBLIC HEARING
ON THE ESTABLISHMENT OF A TAX INCREMENT FINANCING DISTRICT
PURSUANT TO MINNESOTA STATUTES CHAPTER 472.A.
WHEREAS, the City Manager in a report dated February 27, 1987, recommended that, the
City Council consider establishing Tax Increment Financing District No. 1-4: and
WHEREAS, the City Council on March 2, 1987, reviewed the City Manager's report and,
noted that, the creation of such a tax increment financing district would achieve
certain public objectives; and
WHEREAS, the City Council finds and determines that, an essential first step In the
establishment of a tax increment financing program for the proposed development
districts requires the establishment of a development district pursuant to Minnesota
Statutes Chapter 472.A. and that adoption of a development program for such district:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth that the
Council shall meet at 7:30 p.m., Monday, April 6, 1987 for the purpose of conducting a
Public Hearing on the establishment of a tax increment financing district pursuant to
Minnesota Statutes Chapter 472.A. and, further, that, the City Clerk is hereby
authorized and directed to publish a notice of said hearings In substantially the form
of the notice attached hereto as Exhibit A.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Zitur , and upon vote being taken thereon, the

NOTICE OF PUBLIC HEARING
CITY OF PLYMOUTH, MINNESOTA
NOTICE IS HEREBY GIVEN that, the City Council of the City of Plymouth,
Minnesota, will meet at 7:30 p.m. on Monday,
APRIL 6, 1987
in the Council Chambers In the Plymouth Municipal Building, 3400 Plymouth
Boulevard, Plymouth, Minnesota, to conduct a public hearing on the
establishment of an Economic Development Tax Increment Financing District
No. 1-4 (TIF District); and the approval of a Tax Increment Financing Plan
for the TIF District. The TIF District is proposed to be located within the
District.
The general boundaries of the proposed TIF District are as follows:
Two vacant parcels of land; one located at the northwest corner of
Medina Road and Ranchview Lane within the Vicksburg Industrial Park,
the other locatf' at the northeast corner of 23rd Avenue North and
Niagara Lane within the Circle Star Business Center First Addition.
The exact legal descriptions of property in the District and the proposed
TIF District are contained in the draft documents described below.
The TIF Plan and the TIF District are proposed to be approved, established,
and adopted pursuant to Minnesota Statutes, Chapter 472A and Sections 273.71
to 273.78.
Draft copies of the Development Program for the District and the TIF Plan
will be available for public inspection in the office of the City Clerk
after March 16 during normal City business hours.
.Any person wishing to express a view concerning the Development Program or
the proposed TIF Plan, will be heard orally or in writing at the public
hearing.
