HomeMy WebLinkAboutCity Council Resolution 1987-159CITY OF P!_YMODTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on the 2nd day of March , 1987. The following members were present:_ Mayor Schneider, Counci m� embers Sisk, Crain, Zitur and Vasiliou he following members were absent: None Councilmember Crain introduced the following Resolution and moved its adoption: RESOLUTION NO. 87-159 RESOLUTION CALLING FOR A PUBLIC HEARING ON THE ESTABLISHMENT OF A TAX INCREMENT FINANCING DISTRICT PURSUANT TO MINNESOTA STATUTES CHAPTER 472.A. WHEREAS, the City Manager in a report dated February 27, 1987, recommended that, the City Council consider establishing Tax Increment Financing District No. 4-2; and WHEREAS, the City Council on March 2, 1987, reviewed the City Managers report and, noted that, the creation of such a tax increment financing district would achieve certain public objectives; and WHEREAS, the City Council finds and determines that, an essential first step in the 10 establishment of a tax increment financing program for the proposed development districts requires the establishment of a development district pursuant to Minnesota Statutes Chapter 472.A. and that adoption of a development program for such district: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth that the Council shall meet at 7:30 p.m., Monday, April 6, 1987 for the purpose of conducting a Public Hearing on the establishment of a tax increment financing district pursuant to Miiinesota Statutes Chapter 472.A. and, further, that, the City Clerk is hereby authorized and directed to publish a notice of said hearings in substantially the form of the notice attached hereto as Exhibit A. The motion for adoption of the foregoing Resolution was duly seconded by Councilmember Zitur, and upon vote being taken 0 ow ng vote n favor t ereo ayor Schneider, Councilmembers Sisk Crain Zitur and Vasillou The following voted against or abstained: Wne Whereupon the Resolution was declared duly passed and a opte thereon, t e NOTICE OF PUBLIC HEARING CITY OF PLYMOUTH, MINNESOTA NOTICE IS HEREBY GIVEN that, the City Council of the City of Plymouth, Minnesota, will meet at 7:30 p.m. on Monday, APRIL 6, 1987 in the Council Chambers in the Plymouth Municipal Building, 3400 Plymouth Boulevard, Plymouth, Minnesota, to conduct a public hearing on the establishment of an Eccnomic Development Tax Increment Financing District No. 4-2 (TIF District); and the approval of a Tax Increment Financing Plan for the TIF District. The TIF District is proposed to be located within the District. The general boundaries of the proposed TIF District are as follows: Two vacant parcels of land on 51st Avenue North, west of Nathan Lane, both within the Ryan Business Center The exact legal descriptions of property In the District and the proposed TIF District are contained in the draft documents described below. The TIF Plan and the TIF District are proposed to be approved, established, and adopted pursuant to Minnesota Statutes, Chapter 472A and Sections 273.71 to 273.78. Draft copies of the Development Program for the District and the TIF Plan will be available for public inspection in the office of the City Clerk after March 16 during normal City business hours. Any person wishing to express a view concerning the Development Program or the prapased TIF Plan, will be heard orally or in writing at the public hearing.
