Pursuant to due call and notice thereof, a ____s�pe__ci��al meeting of the City Council of the
City of Plymouth, Minnesota, was held on tfi�tF_ day of Februar , 1987. The

and Zitur The
following members were absent: none
Counclimember Zitur introduced the following Resolution and moved Its
adoption:
RESOLUTION NO. 87-95
APPROVAL OF LAND USE GUIDE PLAN AMENDMENT (86130)
WHEREAS, Lundgren Brothers Construction Company has requested approval of reclassifi-
cation of Land Use Guiding for an approximate 113.89 acres located west of Vicksburq
Lane; east of Dunkirk Lane at 22nd and 24th Avenues North from LA -2 (low medium density
residential) designation to LA -1 (low density residential) designation; and,
WHEREAS, the Planning Commission has considered the request following a duly scheduled
public hearing;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the reclassification of land use guiding
for Lundgren Brothers Construction Company for the approximate 113.89 acres located
west of Vicksburg Lane; east of Dunkirk Lane at 22nd and 24th Avenues North, from LA -2
(low medium density residential) designation to LA -1 (low density residential) desig-
nation based on the following findings:
1. Approval of the Land Use Guide Plan Amendment is contingent upon, and subject to
the required review and response by the Metropolitan Council, and the Final Plat/
Plan which shall be approved by the City Council prior to finalization of the
Amendment.
2. The LA -1 classification represents the highest and best use for the property based
upon the character of the development in place and as proposed.
3. There is a potential scarcity of land for the low density residential developments
as represented by this market.
4. The proposed guiding would be more compatible with the approved road system.
S. The LA -1 classification is more conducive to a development of a unified character
for the area west of Vicksburg Lane.
6. The transition from the higher density to the east, is better provided by Vicksburg
Lane.
7. The design of the open space and the use of that open space, as a transition be-
tween living areas, or housing types, would be enhanced by the new plan.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Vasiliou 'and upon vote being taken thereon, t:— he foil nq

Resolution was declared duly passed and adopted.
