Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Plymouth, Minnesota, was held on the day of Februar% 1987.
The following members were present: Mayor Schneider,ouncilmembers rain, Sisk,
Vdsiliou, and Zitur
The following members were absent: none
Councilmember Crain introduced the following Resolution and moved Its
adoption:
RESOLUTION NO. 87-93
A RESOLUTION APPROVING A REQUEST FOR PROPOSAL FOR A MANAGEMENT INFORMATION SYSTEM
WHEREAS, the City Council on October 27, 1986 authorized the firm of McGladrey,
Hendrickson, and Pullen to evaluate and prepare a Request for Proposal for the
acquisition and development of a Management Information System for the City of
Plymouth; and
WHEREAS, a Request for Proposal dated January 28, 1987 has been prepared, reviewed,
and discussed by the City Council; and
WHEREAS, the City Council is desirous of proceeding with this project in accordance
with the time schedule adopted in the City Manager's Performance Objectives;
HOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the Request for Proposal for a
Management Information System dated January 28, 1987 as provided by the firm of
McGladrey, Hendrickson, and P-illen; and
FURTHER, that the City Attorney is hereby authorized to make such revisions as
advisable to the Requests for Proposal prior to their distribution; and
FURTHER, that the staff is hereby authorized to and directed to proceed with the
bidding and evaluation of proposals In accordance with the time schedule previously
set forth by the City Council.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Sisk , and upon vote Being taken thereon, the
followIng voted In favor thereof: Mayor Schneider, Counclimembers Crain, Sisk,
Vasiliou and Zitur

Councilmember Sisk introduced the following Resolution and moved its

RESOLUTION NO. 67-94
APPROVING SITE PLAN FOR GREG BEGIN, BEGIN CONTRACTING COMPANY (86124)
WHEREAS, Greg Begin, Begin Contracting Company has requested approval of a Site Plan
for the construction of a 39,700 sq. ft. retail center southeast of future Vinewood
Lane and County Road 9; and,
WHEREAS, the Planning Commission has reviewed said request and recommends approval:
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request for Greg Begin, Begin
Contracting Company for a Site Plan for the construction of a 39,700 sq. ft. retail
center southeast of future Vinewood Lane and County Road 9, subject to the following
conditions:
1. Compliance with City Engineer's Memorandum.
2. Payment of park dedication fees -in -lieu of dedication in accordance with the
Dedication Policy in effect at the time of Building Permit issuance.
3. Compliance with Policy Resolution No. 79-80 regarding minimum floor elevations for
new structures on sites adjacent to, or containing any open storm water drainage
facility.
4. Submission of required financial guarantee and Site Performance Agreement for
completion of site improvements.
S. Any signage shall be In compliance with the Ordinance.
6. Any subsequent phases or expansions are subject to required reviews and approv-
als per Ordinance provisions.
7. Compliance with the Ordinance regarding the location of fire hydrants and fire
lanes.
8. All waste and waste containers shall be stored within the enclosure and no outside
storage is permitted.
9. No Building Permit to be Issued until the Final Plat Is filed and recorded with
Hennepin County.

10. No Building Permit to be Issued until evidence is submitted that the required
legal documents for shared drive aisles have been recorded at Hennepin County.
11. Tenants requiring a Conditional Use Permit must obtain approval prior to the
Issuance of building permits for finishing tenant spaces, and of certificates of
occupancy.
12. No private drive access shall be allowed to County Road 9.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmeeber Crain , and upon vote being taken thereon, the following
