Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Plymouth, Minnesota, was held on the 2nd day of Februar �1987. The
following members were present: Mayor Schneider,Z�cilmember�rain,—a , , Vasiliou,
and Zitur The
following members were absent: none
Councilmember Sisk introduced the following Resolution and moved Its
adoption:
RESOLUTION NO. 87-69
DENIAL OF LAND USE GUIDE PLAN AMENDMENT FOR HEW -LYNN, INC. AND FIELD FINANCIAL
CORPORATION (86141)
WHEREAS, Hew -Lynn, Inc. and Field Financial Corporation have requested approval of
reclassification of Land Use Guiding for an approximate 10 acres located west of I-494
and north of County Road 9 from CL (limited business) designation to CN (neighborhood
shopping center) designation; and,
WHEREAS, the Planning Commission has considered the request following a duly scheduled
public hearing;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that It should and hereby does deny the reclassification of land use guiding
for Hew -Lynn, Inc. and Field Financial Corporation, for the approximate 10 acres
located west of I-494 and north of County Road 9 from CL (limited business) designation
to CN (neighborhood shopping center) designation, based on the following findings:
1. Compliance with the Locational Criteria for the CN (neighborhood shopping
center) Land Use Designation has not been demonstrated.
2. The proposed Amendment has a significant impact on the City's public road
system.
3. There is no clear public need or benefit provided by approving the request.
4. There are sites located within the appropriate Guide Plan designation and Zoning
classification which would allow this type of development.
5. It has not been demonstrated that the land could not develop within its current
Guide Plan designation and Zoning.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmemmmber Zitur , and upon vote being taken thereon, the following
voted n favor thereof: a or Heider Councilmembers Crain, Sisk Vasiliou and
Zitur The following
voted against or abstained: none Whereupon the
Resolution was declared duly passed and adopted.
