Johnson, City Manager Dale Hahn, Finance Director Kathy Lueckert, Assistant City Manager SUBJECT: 1994 PROPOSED BUDGET AND TAX LEVY We are pleased to present to you the 1994 Proposed Budget and Tax Levy for the City of Plymouth. The proposed budget makes significant progress in several key areas, including public safety, parks and recreation, general management of the city, and infrastructure replacement. This progress is possible without any new taxes, through analysis, and considerable restructuring of the budget. The City's overall tax levy will decrease slightly from $8,808,000 this year. This budget truly is a collaborative effort. Over the last month it has been discussed and debated at formal and informal meetings. Departmental requests formed the basis for discussion, but we also examined a host of other "good ideas" for possible implementation in the budget. Some of the ideas are a part of the budget recommendation, others may become reality in the future. All departments were requested to provide five year personnel projections and to separate requests for increased service levels from "continued" service requests. The proposed budget is our collective best judgment at this point in time, and is intended to be a consensus budget consisting of ideas from the public, the staff, and the Council. State law requires that cities submit a proposed tax levy to Hennepin County for 1994 by September 15, 1993; there is no state restriction on the levy level. In establishing the proposed levy, staff considered budget requests from departments, known service level needs, available revenues, and required debt levies. Once the proposed levy is adopted by the City Council, it may be decreased but cannot be increased. This reflects an increase of 4.7 % due to new construction, and a 3.5 % increase attributable to appreciation. The residential segment of the tax base remains strong; however, the values of commercial properties continue to decline (8.2% from 1993 levels), a reflection of the general economic conditions. Offsetting the impact of this decline in commercial values on the homeowner is a major challenge for the 1994 budget, requiring a reduction in the proposed levy rate to 17.46. The average homeowner will see an increase of 1.44%, or about $5.39, in their City tax bill in 1994, due to the 1994 PROPOSED BUDGET AND TAX LEVY Page 3 decline in commercial/industrial valuations. Many businesses will see a reduction in their City taxes due to steady or declining market values. Other factors impacting the levy rate are Homestead and Agricultural Credit Aid HACA) and fiscal disparities. We estimate that HACA will increase from $1,804,064 in 1993 to $1,885,000 in 1994, due to the Legislature's "buying down" the commercial/industrial tax rate to 4.6%. Because State Aid is so unpredictable, we are recommending attributing a portion of HACA ($500,000) to the Infrastructure Fund street reconstruction), which can absorb year to year changes better than the General Fund. We estimate that the 1994 fiscal disparities revenue will increase to $820,700 levels, pending further information from Hennepin County. Strong growth revenues and careful fiscal management during 1993 should yield a General Fund surplus of $500,000 above our 40% cash flow policy at year end. We are recommending that this surplus be used to permanently pay off bonded debt including the 1980 Storm Sewer bonds, and a portion of the 1987 Fire Station bonds. We also recommend elimination of the special levies for tax abatements, which are unpredictable one time costs. These actions will reduce the 1994 levy by $315,680, and will continue to save money in the coming years. Finally, we propose the elimination of the levy for storm water district projects. We have over $1.2 million in the Storm Sewer Reserve Fund and no immediate plans for its use. The City's Water Quality Plan should be completed within a year, and funding for projects from a storm water utility fee is anticipated after this plan is complete. In summary, the overall impact of these factors will be to reduce the proposed levy rate from 18.04 to 17.46 and provide no increase in taxes for the City. Service Impacts and Enhancements The proposed budget makes significant progress in several goal areas. These goal areas are: Public Safety, Parks and Recreation, Financial Stability, Management Effectiveness, and Street Reconstruction. Each of these goal areas and the initiatives recommended for funding are discussed below. Please note that the cost of a position includes salary and an estimate of the cost of fringe benefits. Public Safety As Plymouth's population increases, so does the demand on public safety services. We are seeing this demand increase for both Police and Fire. A key indicator of Police performance is "committed patrol time." Under this measurement and according to national standards, the ideal percentage of committed time for an officer is 35 %. In practical terms, this means that the officer is committed to a call for service for 35 % of the time, and has 65 % of time available for routine patrol and 1994 PROPOSED BUDGET AND TAX LEVY Page 4 community policing. In 1992, the committed patrol measurement for Plymouth police officers was 59%. A major goal of this budget is to begin reducing this, so that police officers can spend less time on calls and more time preventing problems through patrol and community policing efforts. Public Safety Director Gerdes has worked with us to prepare a ten year plan to reduce Plymouth's committed patrol percentage to 45 %. The average daytime response for a fire call in Plymouth is over nine minutes; the availability of daytime firefighters is a problem. This budget recommends the addition of six firefighters to reduce this response time to under nine minutes. The following are our proposals for Public Safety in the 1994 budget: Police --We recommend the addition of two new police officers, one to be hired at mid year, at a total cost of $60,620. In addition, we propose the enhancement of first line supervision through the funding of a sergeant ($59,550). Currently, the night shift has limited supervision. Overall, the percentage of time Patrol has a supervisor available will increase from 70 % to 85 %. Also, a Community Service Officer ($17,420) will be hired in July 1994. Funding these positions will reduce the patrol committed measurement from 59 % to 56 % in 1994. Fire --Adding six new daytime firefighters ($24,000) will help improve the daytime response time. In addition, a part time clerk typist is proposed for the Fire Department ($14,370) to assist with the increasing administrative tasks facing the department. Parks and Recreation The recent survey results on the City's park system provide clear indicators about what citizens feel is important. Trails --maintaining existing trails and building new ones --emerged as the top priority of those responding to the survey. To enhance our efforts at keeping trails maintained and open during the winter, and to complete our two year effort to add maintenance for our two new playfields, we recommend adding a Park Maintenance Worker ($28,580). Further, we propose to promote an existing employee to lead worker, so that there is supervision for the evening shift and so that the Park Maintenance Supervisor is not constantly "on call. " The additional cost is estimated at under $2,000 to provide this additional supervision. We also recommend formally budgeting for the continuation of the successful Park Patrol program, at a cost of $12,000. However, we recommend reducing the number of 180 day employees by one, a savings of $10,200. 1994 PROPOSED BUDGET AND TAX LEVY Page 5 Management Effectiveness We believe that the City's long range efficiency and effectiveness can be improved through several key investments. The following are our investment recommendations to enhance the management of city operations: Employees --To make certain that the City takes advantage of advancements in technology and in managerial approaches, it is important that we continue to train and to develop our employees. We ask our employees to shift responsibilities from time to time, and this requires training. An investment in employee training and development of 2 to 3 % of budget is considered minimal. Plymouth's percentage is less than one percent in 1993. We recommend $20,000 in additional fund for training and development of employees and supervisors. Of this amount, $7,500 will come from other funds. We believe that the City must have overall objectives and planning for its employee development, so that all funds for this are spent with a public purpose in mind. Staff will develop an overall training and employee development plan for 1994. Another initiative recommended for funding in 1994 is a classification study 10,000) of all positions in the city government. This study will examine position responsibilities and look at the internal equity of our present system. The classification study is important because it has been over seven years since the last such study was done, and the scope and responsibilities of many positions have changed dramatically. This study also will assist with a required comparable worth compliance report, due at the end of 1994. Finally, we propose that step increases be continued for employees who are below the median salary of other cities or who are unusually meritorious in their service. A modest "cost of living" increase also is recommended. Automation --We propose to continue the City's investment in automation and technology with a General Fund investment of $100,000 in 1994. Additional funding from the Computer Reserve Fund also may be utilized. The major expenditures are to purchase personal computers for those departments yet to be added to the network, principally Public Works (Engineering and Maintenance) and Parks and Recreation. Other enhancements may include software upgrades and connections to the Hennepin County information system. Also, the addition of a part time employee ($12,460 from the General Fund and $4,900 from other funds) is recommended to assist in the implementation and maintenance of our microcomputer network. More details about the computer proposal will be available later in the fall. 1994 PROPOSED BUDGET AND TAX LEVY Page 6 In -House Engineering --In recent years, most of the City's engineering work has been performed under a contract, at an annual cost of nearly $1,000,000. We now estimate that we have more than enough work just in our annual street reconstruction program to efficiently staff this function using city employees. The cost to begin an in-house engineering program is estimated at $231,000. Of this amount, $73,000 represents one-time capital expenditures and the remaining 156,549 is for three employees and operating costs. To offset this cost, we estimate that the in-house engineering function will generate $200,000 in new revenue to the general fund each year. This is an excellent return on our investment, and the program should improve our efficiency and responsiveness to the public. Financial Analysis --As the City grows, city finances become more complex and require constant analysis and monitoring. We propose the addition of a Financial Analyst ($50,000). This position will provide financial analysis and planning for our many reserve funds, to monitor financial and economic trends, and to manage the investment of City funds. Funding for this position will come from the additional interest we expect to earn because of the increased attention investments will receive from a Financial Analyst. This position also will provide support to the Financial Advisory Committee. Commercial Appraising --The commercial segment of the City's tax base has declined in value in recent years. Because of the current workload on the city's assessors, an accurate appraisal of commercial property which reflects current market conditions is difficult at best. The City could face significant and unexpected fluctuations in anticipated tax revenues from commercial properties if they are not accurately appraised and assessed. We propose spending $22,500 in 1994 for a commercial appraiser, who would provide these services under contract. Capital Equipment --The proposed budget anticipates the expenditure of $285,000 to purchase new capital equipment in 1994, and $541,000 to replace existing capital equipment. The amount for new equipment, excluding computers, approximates the City's annual growth rate. While we are not ready to make recommendations on specific equipment items, this budget amount will be sufficient for planning purposes. Financial Stability Another key element of this proposed budget is to find ways to protect City funds from fluctuations in assessed valuations, the periodic changes in state aid, and provide for long term fiscal stability. Earlier we mentioned some of our efforts to meet this goal, namely to designate a portion of our HACA funds to capital funds such as the Street Reconstruction Fund. We are also recommending using the surplus general fund 1994 PROPOSED BUDGET AND TAX LEVY Page 7 balance (above and beyond our target cash flow policy of 40%) to pay for tax abatements and to pay down existing debt. Finally, we recommend increasing our General Fund contingency fund by $50,000 to protect the City from sudden changes in state funding or to meet unanticipated needs. By reducing General Fund reliance on state aid, paying off debt, and increasing our general contingency fund, financial stability will be enhanced for the City. Street Reconstruction Over time, more funding will be needed for our street reconstruction fund as the City's roadways age. A $2 million transfer into this fund was required recently to keep the fund healthy for several more years. We propose increasing funding for street reconstruction by 12.5 % in 1994 to provide for the long term and timely replacement of our streets. Other Initiatives Other funding recommendations include: Parks and Recreation Part Time Clerical --Two part time clerical positions for Parks and Recreation, one to provide registration assistance ($14,370) and the other to provide support to the Maintenance division ($14,370). The net costs for these positions are much less since some temporary salary expenditures will be avoided. Satellite Toilets --We propose $3,420 to add additional portable toilets in our parks, another significant citizen concern identified in the parks survey. Street Maintenance --We also recommend $9,600 in funding for an additional temporary worker for Street Maintenance. Canada Geese Management --Included in the 1994 budget is $5,000 to continue our Canada Geese management efforts with the University of Minnesota, and an additional $1,000 to investigate the feasibility of a city -operated geese management program for smaller lakes. Forestry Aide --the City's forestry program has been supplemented by a ten month temporary employee. The volume of work for the program warrants making this position full time, and will augment our efforts to maintain and improve the urban forest. After accounting for the savings in temporary salaries, the net cost of adding this position is $15,480. 1994 PROPOSED BUDGET AND TAX LEVY Page 8 Telecast Planning Commission Meetings --We propose the allocation of $2,871 to televise Planning Commission meetings. We anticipate receiving a grant of $1,871 from the Cable Commission. Increased Postage ($1,200)--A goal during 1994 will be to better inform neighborhoods about development proposals and public works projects which impact them. Increasing postage will allow us to send informational mailings to the affected neighborhoods. We also intend to hold more informal neighborhood meetings on proposals and developments. Community Development Coordinator --A key to the success of any city is its ability to plan, to respond, and to encourage community economic development. Currently, no staff member is available to handle economic development issues, and we propose restoring the position of Community Development Coordinator to take responsibility for this key area, as well as other departmental issues. The department would also have a clear "back up" person for the Director. Although the full cost of this position is $63,350, we recommend eliminating a lower level position and applying the savings toward the cost of the Coordinator position. This yields a net cost of $17,000. Other Funds Recommendations for other funds in the 1994 proposed budget are as follows: Recreation Fund --We recommend expenditures of $1,525 for masks, fins, and mannequins for CPR classes. The Recreation Fund budget continues its support of activities for Senior Citizens. Water Fund --The budget for the Water Fund contains no increases in expenditure levels. Revenues in 1993 continue to be down 25 % from the levels of previous years, due to the unusually wet summer this year. However, we do not anticipate a fee increase. Sewer Fund --The Sewer Fund will see an increase of $5,000 in temporary salaries and a slight increase in funding for equipment repair. Other expenditure levels remain constant. Solid Waste --No increases in existing expenditure levels. HRA/CDBG/Section 8/Senior Housing --increases in existing expenditures will be offset by corresponding revenue increases. The Senior Housing project will be a major initiative in 1994. 1994 PROPOSED BUDGET AND TAX LEVY Page 9 Conclusion The schedule for adopting the 1994 budget is as follows: August 24 Council Budget Study Session I August 30 Council Budget Study Session II Council Sets Public Budget Public Hearing Dates September 13 Council Adopts Preliminary Tax Levy for 1994 September 15 Finance Director Certifies Proposed Tax Levy to Hennepin County November 8 Council Budget Study Session III November 22 Council Budget Study Session IV December 1, 13* Public Hearings on Budget and Final Tax Levy December 27 Last Day to Certify 1994 Tax Levy to County Potential public hearing dates We plan to make a few changes in the budget format, and you will see these changes in the final budget presented to you in late October. We anticipate adding narrative to the budget pages, describing the increases proposed for each department and discussing the major issues facing departments in 1994 and future years. We also plan on including personnel detail for each department, so that you can see the level of staffing in previous years and that recommended for 1994. Over the next several years, we hope to include more statistical data on service levels and on the outcomes expected from programs and services. In essence, our goal is to make the budget a good "communicator" of the City's goals, objectives, and future plans. We feel that the proposed budget meets the needs of citizens, addresses problems and opportunities in a number of areas, restructures certain city revenues and expenditures, and reduces our debt. Most importantly, it provides for the long term financial needs of the City and helps keep our decision making focused not only on 1994, but also on the years ahead. We look forward to working with you on the 1994 budget over the coming weeks. CITY OF PLYMOUTH 3400 PLYMOUTH BOULEVARD, PLYMOUTH, MN 55447 DATE: August 19, 1993 TO: Mayor and City Council FROM: Dwight Johnson, City Manager SUBJECT: Salary and Benefit Study Background. At the May 3, 1993 Council meeting, resolution 93-250 was approved which requested a study of salaries and benefits of non -represented positions. Specific items mentioned for study included life, health and dental insurance, mileage and vehicle policies, and vacation allowances. The report was requested on or before September 1, 1993. The attached information is submitted pursuant to that resolution. At that same meeting, the Council removed restrictions on the amount of pay increases that could be granted within the approved pay range for a position so that any problems relating to supervisors receiving less than their employees or less than the pay in comparable cities could be addressed, as well as any problems relating to changes in mileage allowances or health insurance coverage. In this memorandum, I would like to report on the general methodology I have used to address these issues. Discussion. The attached outline was presented to most non -represented employees a few weeks ago. The basic concept being introduced is an informal step plan for non - represented employees. After agreement was reached earlier this year with the clerical, technical, and professional employees, the only employees not on a step plan were the non -represented employees who comprise less than 20% of the work force. With several cases of represented employees catching up to, or exceeding the pay of their supervisors, the only reasonable way to address the problem seemed to be to institute a step plan for the supervisory personnel also, and implement it in a similar way. The implication is that if supervisory personnel reach the median for their positions in about the same time frame that their employees do, then a reasonable differential in salary will be restored. We are trusting that the marketplace is generally rational and will establish a reasonable salary spread. Thus, the questions of meeting median salaries and pay differentials is addressed. The new step plan for non -represented employees also is structured to provide merit steps above the median pay, which generally centers around Step 5. In the past, employees were limited to a total pay increase of four percent for employees with outstanding evaluations, and less for others. This raise was to include any cost of living increase. With the cost of living generally running at 3 % or higher, merit raises were basically limited to 1 % or less. The new step plan still retains merit as the basis for steps above the going rate in other cities, but offers merit pay in 2 1/2 percent increments, which provide more reward and more incentive than a 1% merit raise. Thus, the new step plan enhances the possibilities for rewarding unusually meritorious employees, while not requiring any raises above the going rate for satisfactory performance. Finally, the new step plan will enhance the hiring process for supervisors. Experience is already showing that we can hire top people at reasonable rates if we can show that they will progress significantly in their salary range as their performance and experience warrant. Implementation. The new step plan is now in the process of being implemented, and should be fully implemented within the next month. Comments from non -represented employees have been generally favorable. Of the 32 supervisors, 13 were below the median for their position. These individuals will receive a step raise this year in addition to their normal increase they would have received anyway. Non supervisory individuals (two positions) who are on Grade 10 or below will be treated by the exact same rules as their counterparts in the same grade and position in the union were treated, since all of the same marketplace considerations apply equally to them as well. Conclusion. The new step plan will help get employees caught below the going rate for their positions on a schedule to catch up, address supervisor/employee salary differential issues, provide a more meaningful merit pay opportunity for deserving employees, and help with recruitment and retention of professional and supervisory employees in the future. So far, I wish to implement the new pay plan on an informal basis at the administrative level of the City. I consider this plan to be the current method by which the City Manager exercises his discretion within the Council approved pay ranges. I do not seek a formal resolution establishing the step plan by the Council because the resolution on May 3 removing salary increase restrictions is adequate and because a more official, council adopted policy might be interpreted as granting "rights" to step increases which I wish to avoid. I will be happy to answer any questions about this plan that you may have. CITY OF PLYMOUTH 3400 PLYMOUTH BOULEVARD, PLYMOUTH, MN 55447 DATE: July 28, 1993 TO: Supervisory and Non -Represented Employees FROM: Dwight Johnson SUBJECT: Proposed Salary Plan I. BACKGROUND. A. City and Clerical -Technical -Professional Employees reach agreement. B. Council removes cap on salary increases. C. Council approves annual leave option for employees. D. Council changes long-term disability waiting period to 90 days from 180 days. D. Council increased 1993 pay ranges by 2.9%. E. Council requests salary and benefit report from City Manager by August 31, 1993. F. Council eliminated automatic mileage allowances and reduced insurance benefits for Department Heads. II. NEW PAY PLAN PROPOSAL A. Step Plan concept B. Step 5 is the average of the medians for each position in the grade. M. IlOPLEMENTATION A. Employees at Grade 10 or below will be placed in the pay plan exactly as if they were in the bargaining unit. Employees above Grade 10 will be generally be treated in a manner consistent with the bargaining agreement. B. The median for each individual position was determined in comparison with eight similarly sized area cities and compared with present pay. C. General philosophical approach is that new employees should reach the median for their positions in about 2 years with satisfactory performance. D. Employees should exceed the median for their position if their performance warrants it. E. Employees who are below the median for their position will get two raises in 1993: one retroactive to the beginning of the year to go to the next step higher and one step on their review date. This double raise concept is intended to catch these employees up to their median as fast as possible. F. Employees at or above the median for their position will be placed at a step that most closely approximates their present pay if a 1993 raise has already occurred. If a raise has not yet occurred in 1993, consideration will be given to this in placing the employee on a step in the plan. G. It is planned that any cost of living increase that the City offers next year or in future years will be applied to the entire salary grid. This means that any step increases will be above and beyond any cost of living adjustments by the City. No decisions have been made about cost of living increases for 1994. IV. WHAT THIS PLAN WML ACCOMPLISH. A. Employees who have long been behind the going rate for their positions will accelerate rapidly toward that rate. B. All employees will have the opportunity to progress well beyond the median pay for their positions if their performance justifies it. C. Raises above the median will come in more meaningful increments of at least 2 1/2 percent, not the 1 percent increments of the past. D. Issues of employees making more than their supervisors will be addressed. E. This plan does not address whether or not employees are in the correct grade for their position. This is beyond the scope of what we can accomplish in a timely manner with in-house staff. A classification study will be requested in the 1994 budget to address these problems, so that the City can make its required pay equity report to the State by the end of 1994. Criteria for Comparison Staff has compared Plymouth's salaries and benefits with all Hennepin County communities with populations over 30,000 (Exhibit 1). The cities range from 36,000 - 86,000 population and are somewhat comparable in stricture and growth dynamics to Plymouth. Salary Data The salary survey shows the median for cities which have a comparable position, the difference between Plymouth's median and the group median, the difference between medians in dollars and as a percentage, and the maximum rates for and Plymouth and the group. With few exceptions, Plymouth's wage rates are now competitive with the 8 -city group. Those which are too low will be corrected either through accelerating step increases or through classification adjustments. Insurance Exhibit 3 shows the maximum paid by each of the municipalities for health and dental premiums; life coverage is City -provided coverage; holidays are the total number available by City. Plymouth is third in the cost of the health and dental package it provides to employees. Our life insurance package is approximately equal to other cities, except that the life insurance provided to supervisors is still somewhat higher. Plymouth's long term disability insurance (Exhibit 4) has a generally lower waiting period (90 days) but also caps insurance at a lower payout rate. (Again, the exception is that there is no cap on the supervisor's long term disability claims.) Report on Wage & Benefit Comparison With Other Metro Cities Page 2 Vacation/Sick Leave Exhibits 5 and 6 illustrate that for those still under the vacation/sick leave plan, Plymouth is at or below the number of days given by other cities. While vacation is approximately equal, Plymouth's sick leave plan allows for lower accumulation. The greatest difference is that Plymouth does not pay out or convert sick leave days to cash or to vacation days. Car Allowance Due to a change in the state statute, most cities have restricted the use of take-home vehicles to police and fire chiefs and, in some cases, maintenance supervisors. It is now the general practice to provide a car allowance to some or all department heads as well as the City Manager. Salaries Plymouth has a total of 12 positions involving 30 people that are more than five percent below the 8 -City median. Nine positions involving 17 employees are more than five percent above the median. Overall, with all positions considered, the City is at about 98 percent of the median salaries for the eight cities. We are making very good progress on the positions that have been behind, and the City should be close to the 100 percent mark in 1994. Comparable Worth Plymouth must again report salaries to the State Department of Employee Relations as of the end of calendar year 1994. Staff has not yet had the opportunity to enter 1993 figures to check whether we are still in compliance. There are currently differences in the maximum hourly rates within grades between bargaining units. It is our goal to reduce those differences during our current round of bargaining. Summary By the end of calendar year 1993, salaries for both the unionized groups and for the supervisors will be near the 98 percent median for the 8 -City group. We should edge closer to the 100 percent mark in 1994 with step plans now in place. A small number of classifications may need adjustment to achieve comparability with the median for their groups. Our level of benefits is about even with the eight cities except that we are somewhat more generous for health and dental coverages. This is offset to a certain degree by our lower benefit level for sick leave and sick leave cashouts. The benefit packages probably make up about one percent of the salary differential noted above. On the whole, great progress has been made in correcting several problem areas, and the City is emerging into competitive salary and benefit policies.
