. Pursuant to due call and notice thereof, a Regular meeting of the City Council of the
City of Plymouth, Minnesota, was held on the 15th day of December , 1986. The
following members were present: Mayor Schneider, Councilmembers Crain, Sisk, Vasiliou
and Zitur The
following members were absent: None

Councilmember Sisk introduced the following Resolution and moved its
adoption:
RESOLUTION NO 86-844
RESOLUTION AUTHORIZING WORK AGREFMENT WITH RESOLUTION, INC. FOR PREPARATION OF. STUDY
PERTAINING TO THE REGULATION Of ADULT HALF -WAY HOUSES, COMMUNITY-BASED RESIDENTIAL
FACILITIES, AND SIMILAR FACILITIES
WHEREAS, the City Council, under Resolution No. 86-758, authorized the conduct of a
studv and the selection of a consultant to conduct the study to determine how uses such
as Adult Half -Way Houses, Community Correctional Facilities, Residential Facilties, and
Community -Based Residential Facilities should he regulated within the City; and,
WHEREAS, the scope of the study has been defineu in the Resolution and in the November
21, 1986 City Manager's Memorandum; and,
'WHEREAS, the City Council has adopted Ordinance No. 86-28 for the purpose of protecting
the planning process and the health, safety, and welfare of the residents, and regula-
ting and restricting the development of Adult Half -Way Houses, Community -Based Resi-
dential Facilities and similar uses within the Ci�y; and,
WHEREAS, the City Council has reviewed proposals submitted by consultants in response
to the City's request for proposal for the study;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does authorize the Mayor and City Manager to execute
an agreement with the firm, Resolution, Inc. for the preparation of the study of Adult
Half -Way Houses, Correctional Facilities, and the like, per the request for proposal,
and the December, 1986 proposal for the not -to -exceed amount of $14,397.00;
FURTHER, it is directed that the funds for this study shall be paid through the
Contingency Account No. 101-190-899.46.
The motion for adoption of the foregoing Resolution was duly seconded by Councilmember
Zitur , and upon vote being taken thereon, the following
voted in favor thereof: Mayor Schneider, Councilmembers Crain, Sisk, and.Zitur
The following
voted against or abstained: Councilmember Vasiliou abstained Whereupon the
Resolution was declared duly passed and adopted.
