Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on t -Re 17th day of November , 1986. The following members were present: Mayor Schneider, Zouncilmembers rain, isk, Vasiliou, and Zitur The following members were absent: none Councilmember Vasiliou introduced the following Resolution and moved its adoption: RESOLUTION NO. 86-776 RESOLUTION CALLING FOR A PUBLIC HEARING ON THE ESTABLISHMENT OF A DEVELOPMENT DISTRICT AND TAX INCREMENT FINANCING DISTRICT PURSUANT TO MINNESOTA STATUTES CHAPTER 472.A. WHEREAS, the City Manager In a report dated November 14, 1986, recommended that the City Council consider establishing Economic Development District No. 4 and Tax Increment Financing District No. 4-1; and WHEREAS, the City Council on November 17, 1986, reviewed noted that the creation of such a development district . district would achieve certain public objectives; and the City Manager's report, and and tax increment financing WHEREAS, the City Council finds and determines that an essential first step in the establishment of a tax increment financing program for the proposed development districts requires the establishment of a development district pursuant to Minnesota Statutes Chapter 472.A. and that adoption of a development program for such district: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth that the Council shall meet at 7:30 p.m., Monday, December 1, 1986 for the purpose of conducting a Public Hearing on the establishment of a development district, and a tax increment financing district pursuant to Minnesota Statutes Chapter 472.A. and further that the City Clerk is hereby authorized and directed to publish a notice of said hearings in substantially the form of the notice attached hereto as Exhibit A. The motion for adoption of the foregoing Resolution was duly seconded by Councilmember Zitur , and upon vote being taken thereon, t e following vote n favor thereof: ayor, hneider, Councilmembers Crain, Sisk, Vasiliou, and Zitur The following voted against or abstained: none Whereupon the Resolution was declared duly passed and adopted.
