Pursuant to due call and notice thereof, a reguulaar� meeti..g of the City Council of the
City of Plymouth, Minnesota, was held on the ►mit — day of August . 1986. The

Councilmember Sisk introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 86-458
APPROVING CONDITIONAL USE PERMIT AND SITE PLAN FOR RURAL COMMUNITY CHURCH FOR REVEREND
J. STROHSCHEIN, GLORY OF CHnIST LUTHERAN CHURCH (86083)
WHEREAS, Reverend J. Strohschein, Glory of Christ Lutheran Church has requested
approval of a Conditional Upe Permit and Site Plan for the construction of a rural com-
munity church in the FRE (future restricted development) District, east of Highway 101
and southwest of Highway 55; zn.- ,
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval;
.NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the request for Reverend J. Strohschein,
Glory of Christ Lutheran Church, for a Conditional Use Permit and Site Plan to con-
struct a rural community church in the FRD (future restricted development) District,
east of Highway 101 and southwest of Highway 55, subject to the following conditions:
1. Compliance with City Engineer's Memorandum
2. Payment of park dedication fees -in -lieu of dedication in accordance with the
Dedication Policy in effect at the time of Building Permit issuance.
3. Compliance with Policy Resolution No. 79-80 regarding minimum floor elevations for
new structures on sites adjacent to, or containing any open storm water drainage
facility.
4. Submission of required financial guarantee and Site Performance Agreement for
completion of site improvements.
5. Any signage shall be in compliance with the Ordinance.
6. Any subsequent phases or expansions are subject to required reviews and approvals
per Ordinance provisions and Comprehensive Plan.
7. Compliance with the Ordinance regarding the location of fire lanes.
8. All waste and waste containers shall be stored within the structure and no outside
storage is permitted.

9. Prior to issuance of Building Permits the petitioner shall submit required plans
demonstrating compliance with minimum parking lot design standards and sign
location, and with the storm water drainare system approved by the City Engineer.
10. The permit is subject to all applicable codes, regulations and Ordinances, and
violation thereof shall be grounds for revocation.
11. The site shall be maintained in a sanitary manner.
12. The permit shall be renewed in one year to assure compliance with the conditions.
13. All parking shall be off-street in designated areas which comply with the Zoning
Ordinance.
14. An agreement shall be executed by the Church and the City of Plymouth for the
acquisition of a parcel for the proposed municipal water system reservoir site; no
building permits shall be issued until the agreement is executed.

Resolution was declared duly passed and adopted.
