CITY OF PLYMOUTH Pursuant to due call and notice thereof, alar meeting of the City Council of the City of Plymouth, Minnesota, was held on t:7:e 2Tst day of Jul , 1986. The following members were present: Ma r Schneider_,_r�_ilmembers Crain, 513k, Vasiliou and Zitur TWe- following members were t: none Council ember Sisk introduced the following Resolution and moved its adoption: RESOLUTION NO. 86-418 APPROVING SITE PLAN AND VARIANCES FOR THE MINNEAPOLIS AUTO AUCTION (86070) WHEREAS, the Minneapolis Auto Auction has requested approval of a Site Plan and Vari- ances to allow the construction of a parking lot on a parcel with no principal building (use) on the east side of Nathan Lane at 1120 Nathan Lane; and, WHEREAS, the Planning Commission has reviewed said request and recommends approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN- NESOTA, that it should and hereby does approve the request for the Minneapolis Auto . Auction for a Site Plan and Variances to allow the construction of a parking lot on a parcel with no principal building (use) on the east side of Nathan Lane at 1120 Nathan Lane, subject to the following: 1. Compliance with City Engineer's Memorandum 2. Submission of required financial guarantee and Site Performance Agreement for completion of site improvements. 3. Submission of financial guarantee for restoration of this site, including removal of bituminous areas; grading and seeding. 4. Approved variances include: Provision for parking off the site of the principal use; and, provision for accessory parking on a site without a principal use. The petitioner will be responsible for maintaining the lot during the use of this facility. 5. This parking is recognized as temporary convenience parking for the users of the Minneapolis Auto Auction and the additional parking is not to be construed as a credit against the minimum ordinance requirements for the Minneapolis Auto Auction. 6. The parking lot shall conform to the petitioner's plans staff dated dune 23, 1986, and variances for a 37 ft. setback to Nathan Lane, and side and rear yard setbacks of 15 ft. and 17 ft. are granted based on the petitioner's demonstration the pro- posal meets the Variance Criteria. Appropriate legal documents shall be filed on this property declaring the variances and identifying the lot is for use by the Minneapolis Auto Auction. No other use shall occur without appropriate City approvals. 8. Crosswalk striping shall be installed on Nathan Lane at the petitioner's expense, the location and specifications are to be approved by the City Engineer prior to Installation. 9. Any vehicles unloaded at tFe site shall not be parked for longer than 24 hours.
