RESOLUTION NO. 86-401
RESOLUTION CALLING A PUBLIC HEARING ON THE
MODIFICATION OF THE DEVELOPMENT PROGRAM
FOR DEVELOPMENT DISTRICT NO. 3 AND THE
ESTABLISHMENT OF ECONOMIC DEVELOPMENT
TAX INCREMENT FINANCING DISTRICT NO. 3-1
BE IT RESOLVED By the City Council of the City of Plymouth, Minnesota, as follows
1. This Council by Resolution 82-258 has duly established Development District
No. 3 (District) pursuant to Minnesota Statutes, Chapter 472A (District Act).
2. This Council has investigated the facts and determines that it is necessary
and desirable for the orderly development of the City that the Development Program
for the District be amended to reflect changed conditions in the District and to
enhance the development potential of the District. City staff has prepared a
draft amendment to the Development Program.
3. The City staff has also prepared and submitted to this Council a draft Tax
Increment Financing Plan (TIF Plan) for an economic development project within the
District and the establishment of Economic Development Tax Increment Financing
District No. 3-1 (TIF District) for all or a portion of the land within the
District all in accordance with Minnesota Statutes, Section 273.71 to 273.77 (TIF
Act) and the District Act.
4. The District Act and the TIF Act require, among other things, public hearings
before this Council prior to the adoption of the amendment to the Development
Program and establishment of the TIF District.
5. Pursuant to the District Act and the TIF Act this Council shall conduct a
public hearing on the proposed amendment to the Development Program, the approval
of the TIF Plan, and the establishment of the TIF District at 7:30 P.M. on Monday,
July 21, 1986.
6. The Clerk is authorized and directed to publish notice of the public hearing
in substantially the form attached hereto as Exhibit A once in the official
newspapers of the City or in a newspaper of general circulation not less than ten
days prior to July 21, 1986.

. 7. The City Manager is authorized and directed to transmit draft copies of the
proposed amended Development Program and the TIF Plan and a copy of the
Resolution to the School Board of Independent School District Nos. 270 and 284,
the County Board of Hennepin County and the Planning Commission of the City for
review and comment as required by the District Act and the TIF Act.
