Pursuant to due call and notice thereof, a reqular meeting of the City Council of
the City of Plymouth, Minnesota, was held oo the 16th day of June . 1986.
The following members were present: Mayor Schneider, Councilmembers Crain, Vasi�iou,
and Zitur The
following members were absent: Councilmernber Sisk
Councilmember Crain introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 86-352
REINSTATING AND APPROVING SITE PLAN, CONDIIIONAL USE PERMIT AND VARIANCE FOR
SHERMAN-BOOSALIS COMPANIES FOR WASH-ME-CARWASH (84044/85056)
WHEREAS, on August 6, 1984, the City Council approved Resolution No. 84-522 for a Site
Plan, and Conditional Use Permit to allow the development of an automotive parts retail
store, service center, and 10 -bay self-service carwash for Colonial Corner, Inc.; and,
WHEREAS, on August 19, 1985, the City Council approved Resolution No. 85-627 for a Site
Plan, Conditional Use Permit, and Variance for the development of a 10 -bay self-service
carwash, service center and automotive retail store for Sherman-Boosalis Interests;
and,
. WHLREAS, Resolution No. 85-627 rescinded the City Council adoption of Resolution No.
84-522; and,
WHEREAS, the petitioner has requested that Resolution No. 84-522 be reinstated based
upon the development plans approved at that time;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does reinstate and approve the request by Sherman-
Boosalis Interests for a Site Plan and Conditional Use Permit for "Wash-Me-Carwash", a
10 -bay self-service carwash, service center, and automotive parts retail store north of
State Highway 55 and west of South Shore Drive, subject to the following:
1. Compliance with the Engineer's Memorandum.
2. Payment of park dedication fees -in -lieu of dedication in accordance with the Park
Dedication Policy in effect at the time of building permit issuance.
3. Submission of required financial guarantees and Site Performance Agreement for
completion of site improvements.
4. The Conditional Use Permit is subject to all applicable codes, regulations, and
ordinances, and -iolation thereof shall be grounds for revocation.
5. The site shall be maintained in a sanitary manner.
. 6. All waste and waste containers shall be stored within approved designated areas as
diagrammed on plans dated May 30, 1984.

7. There shall be no outside display, sales, or storage of merchandise or related
materials.
8. Any signage shall be in compliance with the Ordinance standards.
9. The Conditional Use Permit for the service center and carwash shall be subject to
renewal, one year after issuance.
10. Lighting on the north portion of the site shall be limited to wall mounted
fixtures which are directed downward and do not extend beyond the parking area.
11. Any subsequent phases or expansions are subject to required reviews and approval
per Ordinance provisions.
12. No stacking on the frontage road is allowed; policing of this shall be the
responsibility of the carwash management.
13. The hours of operation for the auto service center are:
8:00 A.N. - 8:00 P.M. - Monday through Friday
8:00 A.M. - 5:00 P.M. - Saturday
. 10:00 A.M. - 4:00 P.M. - Sunday
The hours of operation for the carwash are:
7:00 A.M. - 9:00 P.M. - Monday through Saturday
10:00 A.M. - 9:00 P.M. - Sunday
14. An employee will be present at the carwash during all hours of operation.
15. A Variance is approved to waive the Fire Lane requirements on the east side of the
building.
16. Resolution No. 85-627 is hereby rescinded.
The notion for adoption of the foregoing Resolution was duly seconded by
Councilmember Zitur, and upon vote being taken thereon, the following

Resolution was declared dull passed and adopted.
