Pursuant to due call and notice thereof, a Regular meeting of the City Council of
the City of Plymouth, Minnesota, was held on the 2nd day of June 1986
The following members were present: Mayor Schneeiider, Councilmem ers Crain
Sisk, Vasiliou and Zitur he
following members were absent: none
Councilmember Crain introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 86- 312
APPROVING PLANNED UNIT DEVELOPMENT CONCEPT PLAN FOR RYAN CONSTRUCTION COMPANY FOR
GROVES OFFICE PARK (86044)
WHEREAS, Ryan Construction Company has requested approval of a Planned Unit Development
Concept Plan for the development of three multi -story office buildings on 45 acres
located in the northwest quadrant: of Highway 55 and County Road 18 interchange; and,
WHEREAS, the Planning Commission has reviewed the request at a duly called Public
Informational Hearing and has recommended approval;
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the Planned Unit Development Concept
Plan for Ryan Construction Company for a development to be known as Groves Office Park
consisting of three multi -story office buildings on approximately 45 acres located In
the northwest quadrant of Highway 55 and County Road 18, subject to the following
conditions:
1. Compliance with the City Engineer's Memorandum.
2. Staging of the development shall be in accordance with utility availability as
approved by the City Engineer.
3. Draft restrictive covenants for the private ownership and maintenance of open
areas shall be submitted with preliminary plat/plan application, as well as a
development plan for the trails witl:{n this area.
4. The preliminary plat/plan shall identify specific areas of existing trees and
topography are being preserved.
5. A Conditional Use Permit application for the anticipated Flood Plain modifications
shall be submitted with the Preliminary Plat/Plan application. The information
shall respond to provisions of Section 6 of the Zoning Ordinance.
6. Park dedication requirements shall be satisfied with cash fees -in -lieu of land
dedication.
. 7. The Preliminary Plat/Plan application shall provide documentation that compliance
is achieved with the regulations established by the Aeronautics Division of the
Minnesota Department of Transportation.

S. The Preliminary Plat/Plan should respond to Section 10 Ordinance provisions re-
garding the height of the Phase I building; specifically to the requirements of
greater yard setbacks.
9. Should the Tax Increment Financing package as proposed not be realized, develop-
ment shall comply with the alternate Concept Plan.
10. The required Environmental Assessment Worksheet (EAW) shall be processed in
accordance with the Environmental Quality Board regulations and City policy.
11. The Preliminary Plat/Plan shall comply with the Engineering Department recommended
roadway improvements, based on the Traffic Study completed by the City's Traffic
'Consulting Engineer.
The motion for aJoption of the foregoing Resolution was duly seconded by
Councilmember Zitur , and upon vote being taken thereon, the fo�oiing
