Pursuant to due call and notice thereof, a Regular meeting of the City Council of
the City of Plymouth, Minnesota, was held on theme day of June 1986
The following members were present: Mayor Schneider, ounci1members Crain, _
Sisk, Vasiliou and Zitur Ta
following members were absent: none
Councilmember Sisk introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 86-309
APPROVING SITE PLAN AND VARIANCES FOR RYAN CONSTRUCTION COMPANY FOR PYA/MONARCH, INC.

WHEREAS, Ryan Construction Company has requested approval of a Site Plan and Variances
for PYA/Monarch, Inc. to construct an 180,670 sq. ft. food distribution building and a
detached accessory building to be located at the southwest corner of 54th Avenue North
and County Road 18; and,
WHEREAS, the Planning Commission has reviewed said request and recommends approval;
OF NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the request for Ryan Construction
Company for a Site Plan and Variances for PYA/Monarch, Inc. to construct an 180,670
sq. ft. food distribution building and detached accessory building at the southwest
corner of 54th Avenue North and County Road 18, subject to the following conditions:
1. Compliance with City Engineer's Memorandum
2. Payment of park dedication fees -in -lieu of dedication in accordance with the Dedi-
cation Policy in effect at the time of Building Permit issuance.
3. Compliance with Policy Resolution No. 79-80 regarding minimum floor elevations for
new structures on sites adjacent to, or containing any open storm water drainage
facility.
4. Submission of required financial guarantee and Site Performance Agreement for com-
pletion of site improvements.
5. All signage shall be in compliance with the Ordinance.
6. Any subsequent phases or expansions are subject to required reviews and approvals
per Ordinance provisions and shall be compatible with proposed development.
7. All waste and waste containers shall be stored within the compactor and no outside
storage except as authorized by approved Conditional Use Permit is permitted.

8. Approved Variances include a waiver of the fire lane requirement for the north
side of the building and traffic island delineator requirement in the semi -truck
parking lot area; and, to allow a detached accessory structure.
9. An approved Variance to the Landscape Policy will allow the utilization of hydro -
mulch seed with complimentary use of fibrous mulch spray for those areas on the
landscape plan that are identified as steep slopes.
10. A covenant as approved by the City Attorney shall be f iled on this site prior to
issuance of a building permit, stating the detached accessory structure is
secondary and incidental to the use of the primary building and that outside
storage of related materials is not allowed.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Vasiliou , and upon vote being taken thereon, the following
voted in favor thereof: Mayor SM—eider, Councilmembers Min, Sisk,
Vasiliou and Zitur The following
voted against or abstained: none Whereupon the
Resolution was declared duly passed and adopted.
