Pursuant to due call and notice thereof, a special meeting of the City Council of
the City of Plymouth, Minnesota, was held on the 12th dayy of August 1985.
. The following members were present: Mayor Davenpor , ouncilmembers Neils, -'—
Schneider and Vasiliou
The following members were absent: Councilmember Crain
Councilmember Schneider introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 85- 598
RESOLUTION DENYING THE REQUEST OF BOYER PALMER
dba PARKVIEW MANOR OF PLYMOUTH
FOR THE ESTABLISHMENT OF A PUBLIC HEARING FOR CONSIDERATION
OF THE ISSUANCE OF MULTI FAMILY RENTAL REVENUE BONDS
WHEREAS, the City Council has received an application from Boyer Palmer and Ronald
Libby, dba Parkview Manor of Plymouth; and
WHEREAS, said application requests that the City Council establish a public hearing
date to preliminarily consider the issuance of such bonds; and
WHEREAS, a report dated August 9, 1985 from the Assistant City Manager recommends
that no public hearing date be set for this petition based upon previous City Council
positions established with respect to this issue;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth,
Minnesota, that it should and hereby does deny the request to establish a public
hearing date to consider multi family rental revenue bonds for Mr. Boyer Palmer and
Mr. Ronald Libby, dba Parkview Manor of Plymouth, and further, such action is based
upon:
1. The City Council has discontinued the experimental Loans to Lenders program
for financing residential units using public funding;
2. That the City Council has previously taken the position that it is inappro-
priate to utilize public funding for residential facilities except as provided
for in the Loans to Lenders program and except for facilities located in
Downtown Plymouth;
3. That the petitioner has previously received direction from the Council that
public funding for this project would not be favorably considered by the City
Council.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Vasiliou, and upon vote being taken tt er�eon, the
following vote n favor thereof: ayor avenport, Councilmembers Neils,
Schneider and Vasiliou
The following voted against or abstained: none
Whereupon the Resolution was declared duly passed and adopted.
