Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Plymouth, Minnesota, was held on the 15th day of April . 19$S
The following members were present: Mayor Daye_n ort. Councilmembers Schneider.
Neils, Crain and Vasiliou
The following members were absent: none
Councilmember Schneider introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 85- 261
APPROVING A CONDITIONAL USE PERMIT FOR RED CARPET CAR SERVICE, INC. TO OPERATE A
TUFF-KOTE DINOL FRANCHISE AT 11318 HIGHWAY 55 (85016)
WHEREAS, Red Carpet Car Service, Inc., has requested a Conditional Use Permit for minor
automotive repair to operate a Tuff-Kote Dinol franchise involving a rust proofing;
Interior fabric and carpet protection and cleaning; exterior sealing; and, retail sale
and installation of related items such as radios and running boards for automobiles
located at 11318 Highway 55; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing and recommends approval;
.iOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request of Red Carpet Car
Service, Inc. for a Conditional Use Permit for minor automotive repair to operate a
Tuff-Kote Dinol franchise as noted above at 11318 Highway 55, subject to the following
conditions:
1. The permit is subject to all applicable codes, regulations and Ordinances, and
violation thereof shall be grounds for revocation.
2. The permit is issued to Red Carpet Car Service, Inc. as operator of a Tuff-Kote
Dinol franchise and shall not be transferable.
3. The site shall be maintained in a sanitary manner.
4. All waste and waste containers shall be stored within the structure.
5. Any signage shall conform with the City Ordinance standards.
6. There shall be no outside display, sales, or storage of merchandise or related
materials, vehicles, or automotive parts.
7. Hours of operation shall be limited to 8:00 A.M. to 8:00 P.M. Monday through
Friday, and 8:00 A.M. to 5:00 P.M. Saturdays, and Noon to 7:00 P.M. on Sundays.

8. The permit shall be reviewed in sixty days of approval to assure compliance with
the conditions, and for the removal of all outside storage. Failure to comply
will result in a hearing to show cause why the permit should not be revoked.
9. The site shall be maintained in a sanitary manner and should the petitioner fail
to comply with this provision, store management shall be notified of the
irregularity, and given 24 -hours to comply. In the event store manae_ement does
not comply, the City shall proceed with the necessary corrective work and assess
the cost against the property.
10. Compliance with applicable Building and Fire Code requirements shall be verified
by the City prior to Permit issuance.
11. All parking shall be off-street in designated areas which comply with the Zoning
Ordinance.
The notion for adoption of the foregoing Resolution was duly seconded by
Councilmember Neils, and upon vote being taken thereon, the
following voted in favor thereof: Mayor Davenport. Councilmembers Schneider,
Neils_ Crain and Vasiliou
The following voted against or abstained: none
Whereupon the Resolution was declared duly passed and adopted.
