The toll;;—wing members were absent: None Councilmember Neils introduced the following Resolution and moved its adoption: RESOLUTION NO. 84- 843 APPROVING LAND USE GUIDE PLAN AMENDMENT FOR ROGER FAZENDIN (84082) WHEREAS, Roger Fazendin has requested approval of an Amendment to the Land Use Guide Plan for the area located east of Harbor Lane, north of County Road 15 and south of the railroad tracks from LA -1 (low density residential) to LA -2 (low medium density residential); and, WHEREAS, the petitioner requests re -consideration of City Council approval Resolution No. 84-227, and, the Planning Commission has considered the request following a duly scheduled public hearing and has recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by the City of Plymouth for a Land Use Guide Plan Amendment subject to the following: 1. The reguiding is based upon findings that the proposed Classification is consistent with the Comprehensive Plan Criteria; and, the proposal would not adversely impact the City's utility and transportation systems. Approval is contingent upon, and subject to the required review and response by the Metropolitan Council. 2. The petitioner shall apply for rezoning to R-2, consistent with this Guide Plan designation, when application is made for development and platting. 3. The amendment to the Land Use Guide Plan and the corresponding rezoning of the land to R-2 shall be effective upon execution of a Development Contract and filing of the Final Plat which shall be accomplished within two years. 4. That significant areas of this development shall be used as a buffer to the north.
