HomeMy WebLinkAboutCity Council Resolution 1984-723RESOLUTION NO. 84- 723 A RESOLUTION APPROVING THE 1985 LAWCON/LCMR GRANT APPLICATION WHEREAS, the Land and Water Conservation Fund Act and the State Natural Resources Fund provides fcr the making of grants to assist local public bodies in the acquisition and development of outdoor recreation projects, and WHEREAS, the City of Plymouth desires to develop certain land known as Parkers Lake City Park, which land is to be held and used for permanent open space, and WHEREAS, in order for the proposed project to be eligible for approval, there must be proof that it is part of a comprehensive outdoor recreation plan and 5 -year action program (capital improvement), and WHEREAS, the City of Plymouth has an original (or revised) 5 -year action program which includes Parkers Lake City Park, and WHEREAS, is is estimated that the cost of developing said park shall be $180,000, and WHEREAS, ;upon project approval the City of Plymouth must enter into formal grant project agreements with the state for the specific purpose of developing Parkers Lake City Park. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH: 1. That an application be made to the State of Minnesota, Department of Energy and Economic Development, Parks and Recreation Grants Unit for a grant from the Land and Water Conservation Fund of 1965 as amended for an amount presently estimated to be $90,000 and the applicant will pay the balance of cost from other funds available to it. 2. That an application be made to the State of Minnesota, Department of Energy and Economic Development, Parks and Recreation Grants Unit for a grant from the Natural Resource Fund (Minnesota Laws, 1983, Chapter 301, Section 31, Subdivision 5, paragraph Cbl) for an amount presently estimated at $42,750 and the applicant will pay the balance of the cost from other funds available to it. 3. That the Mayor of Plymouth Cit Council and the City Manager are and directed to execute and file: A such application and the 5 -year action program with the State of Minnesota, Department of Energy and Economic Development, Parks and Recreation Grants Unit, and to provide additional information and furnish such documents as may be required by said Department, and C) to act as the authorized correspondents of the applicant. Code 60 4. That the proposed development is in accordance with plans for the allocation of land for open space uses, and that should said grant be made, the appli- cant will develop and retain said land for use(s) designated in said application and approved by the Department of Energy and Economic Develop- ment and the National Park Service (NPS). 5. That the United States of America and the State of Minnesota be, and they hereby are, assured of full compliance by the applicant with the regula- tions of the Department of Interior, effectuating Title VI of the Civil Rights Act of 1964. 6. That the City of Plymouth enter into an agreement with the State of Minnesota, Department of Energy and Economic Development, Parks and Recreation Grants Unit to provide such grants as are specified in numbered paragraphs 1 and 2, above, for the year(s) 1982-1985. 7. That the Mayor of Plymouth and/or the City Manager are authorized and directed to execute such agreement and any supplemental agreements thereof. CERTIFICATION 10 I hereby certify that the foregoing resolution is a true and correct copy of the resolution presented to and adopted by the Plymouth City Council at a duly authorized meeting thereof held on the 1st day of October, 1984, as shown by the minutes of said meeting in my possession.
