Pursuant to due call and notice thereof, a regular meeting of the City Council of
the C+ty of Plymouth, Minnesota, was held on the 1st day of October 19BA.
The following meobers were present: Mayor Davenport, Councilmembers Neils,
Schneider and Crain
The following members were absent: Councilmember Moen
Councilmember Schneider introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 84- 699
APPROVING A CONDITIONAL USE PERMIT FOR IRA ROSEN FOR LEASING AND RETAIL SALES IN THE
I-1 (PLANNED INDUSTRIAL) DISTRICT LOCATED AT 12821 INDUSTRIAL PARK BOULEVARD (84079)
WHEREAS, Ira Rosen has requested approval of a Conditional Use Permit to conduct a
leasing and retail sales of automobiles in the I-1 (Planned Industrial) District at
Carlson Properties Plymouth Oak Park Development, 12821 Industrial Park Blvd.; and,
WHEREAS, the Planning Commission has reviewed the matter at a duly called Public Hear-
ing, and has recommended approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MIN-
NESOTA, that it should and hereby does approve the request of Ira Rosen for a Con-
ditional Use Permit to conduct leasing and retail sales of automobiles in the I-1
(Planned Industrial) District at the Plymouth Oak Park Development, 12821 Industrial
Park Blvd., subject to the following conditions:
1. The permit is subject to all applicable codes, regulations and Ordinances, and
violation thereof shall be grounds for revocation.
2. The permit is issued to the petitioner/ tenant as operator of the facility and
shall not be transferable.
3. The site shall be maintained in a sanitary manner.
4. There shall be no outside display, sales, or storage of merchandise or related
materials, and no "open house" signs in windows, or on the building; this does not
preclude the use of a permitted business sign.
5. Hours of operation shall be limited to 8:30 A.M. to 7:30 P.M. through Monday
through Thursday, 8:30 A.M. to 6:00 P.M. on Friday and 8:30 A.M. to 5:00 P.M. on
Saturday.
6. The permit shall be renewed anually to assure compliance with the conditions.
7. Advertising related to vehicles for sale shall be restricted to the use of a tele-
phone number only, and shall not include the company name or address.

8. This approval is based on the finding that the activity is consistent with the
Conditional Use Standards in the I-1 District, i.e., in this case, the leasing
operation is wholesale in nature, and does not generate traffic associated witri
retail.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Crain , and upon vote being taken thereon, the
fol owing voted in favor thereof: Councilmembers Neils, Schneider and Crain
