OF THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, HENNEPIN COUNTY, MINNESOTA
Pursuant to due call and notice thereof, a regular meeting of the
City Council of the City of Plymouth, Hennepin County, Minnesota, was
held at the City Hall in said City on Monday. August 5, 1984, commenc-
ing at 7:00 o'clock p.m.
The following members were present: Mayor Davenport, Councili!lembers
Ms Neils, Schneider and Crain
and the following were absent: none
The following resolution was presented by Councilmember
Neils who moved its adoption:
RESOLUTION NO.84-541
RESOLUTION DETERMINING THE NEED FOR THE
ISSUANCE OF GENERAL OBLIGATION BONDS AND
CALLING A SPECIAL ELECTION THEREON
BE IT RESOLVED by the City Council of Plymouth, Minnesota as
follows:
1. The City Council hereby finds and determines:
a) there has been submitted tb this Council a petition
signed by voters of the City equal to at least 20
percent of the votes cast at the last regular city
election as certified by the City Clerk requesting the
City Council to order a special election on the ques-
tion of the issuance of general obligations of the City
in an amount not to exceed $7,900,000 to finance the

construction and equipping of a new municipal community
center;
b) pursuant to Minnesota Statutes, Section 205.10, subdi-
vision 1, this Council finds that the petition is in
proper form and that the City is authorized by
Minnesota Statutes, Chapter 412 and 475 to construct
the community center. The election is hereby ordered.
2. The proposition for the issuance of the bonds shall be
submitted to the voters of the City at a special election to be held
on Monday, August 27, 1984. The election shall be held and conducted
in accordance with the laws of the State of Minnesota relating to
special elections.
3. The City Clerk shall cause a notice of election in substan-
tially the form attached hereto as Exhibit A to be posted and pub-
lished as required by law as follows:
(a) the notice of election shall be published
once in the official newspaper of the City at
least two weeks prior to the election;
(b) the notice of election and a sample oallot
shall be posted at each of the polling places
at least ten days prior to the election;
(c) the notice of election and a sample ballot
shall be posted in the office of the City
Clerk at least four days prior to the elec-
tion; and
(d) the sample ballot shall be published in the
official newspaper at least one week prior to
the election.
4. The polling places and the respective judges for the elec-
tion shall be those established by the City for the Primary Election.
The polls shall be open from 7:00 a.m. until 8:00 p.m.
5. The City Clerk is authorized and directed to prepare sepa-
rate ballots for the election to be printed on blue paper in substan-
tially the following form:

INSTRUCTIONS TO VOTERS: Voters desiring to vote in favor of the
foregoing proposition shall make a cross mark (X) in the square oppo-
site the word YES. Voters desiring to vote against the foregoing
proposition shall place a cross mark (X) opposite the word NO.

s 6. The City Council shall meet in the City Hall on the 28th day
of August, 1984, at 5:30 o'clock p.m., to canvass the results of
the election and to declare the results thereof.
The motion for the adoption of the foregoing resolution was duly
seconded by Councilmember Moen , and upon vote being
taken thereon, the following voted in favor thereof:
and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.

NOTICE IS HEREBY GIVEN that a special election will be held in
and for the City of Plymouth, Hennepin County, Minnesota, on Wednes-
day. the 27th day of August, 1984, at which the following proposition
will be submitted to the voters of the City for their approval or
rejection:
Shall the City of Plymouth issue its
general obligation bonds in an amount
not exceeding $7,900,000 for the
purpose of providing funding for the
construction of a community center?

Precinct 8 - Christ Memorial Lutheran Church, 13501 County Road 15
Precinct 9 - Armstrong High School, 10635 36th Ave.
Precinct 10 - Mt. Olivet Lutheran Church, 12235 County Road 9
Precinct 11 - Pilgrim Lane School, 3725 Pilgrim Lane

The polls for the election will be open at 7:00 a.m. and remain
open until closing at 8:00 p.m.
Any qualified registered voter of the City is entitled to vote at
said election, and any resident of the City not previously registered
as a voter may register on election day.
