Pursuant to due call and notice thereof, a speci 1 meeting of the City Council of
the City of Plymouth, Minnesota, was held on ttm 23rJ day of July 1984.

RESOLUTION NO. 84- 501
ESTABLISHING THE SCOPING DECISION RELATED TO THE ENVIRONMENTAL IMPACT STATEMENT FOR
THE PARKERS LAKE PLANNED DEVELOPMENT - PARKERS LAKE NORTH PROPERTY (STAGE B), A
DEVELOPMENT PROPOSED BY LUNDGREN BROTHERS CONSTRUCTION COMPANY FOR THE CITY OF MIN-
NEAPOLIS (82066)
WHEREAS, the City Council approved the MPUD Preliminary Plat/Plan, Conditional Use
Permit for Parkers Lake Planned Development - Parkers Lake North Property by Resolu-
tion No. 84-323 on May 21, 1984; and,
WHEREAS, pursuant to Minnesota Environmental Quality Board MOB) Rule No. 6 MAR
3.039 3.1.c., and Rule No. 6 MCAR S 3.039 M.1.c., the Environmental Review Process,
the City of Plymouth, as the responsible governmental unit, has prepared the required
public Scoping Document in accordance with the EQ8 rules; and,
WHEREAS, the scoping review period is completed; and,
WHEREAS, the MEQB Rules require that the City Council of the City of Plymouth to
establish a scoping decision which identifies the content of the Environmental Impact
Statement;
NOWT, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does establish the following items to be Includ-
ed in the Environmental Impact Statement Document for the proposed development known
as Parkers Lake Planned Development - Parkers Lake North Property for Lundgren
Brothers Construction Company for the City of Minneapolis, pursuant to the WOO Rules
and Regulations:
1. a.) The capacity, adequacy and safety of the local and regional highway system
serving this site in relationship to proposed use, and any alternative
site uses.
b.) An examination of the Impacts of the Mixed Use Planned Unit Development on
air quality, and mitigation thereof.
c.) An analysis of surface water quality including the storm water management
and erosion control techniques to be implemented for this property, and the
effect the project will have on the water quality of Parkers Lake.
d.) Analysis of noise related impacts on the proposed development from adjacent
roadways and mitigation thereof.

e.) An examination of the potential effects of dust generation and mititgation
thereof.
f.) The economic impacts of the Parkers Lake North development and its opera-
tion on the local and regional economy should be studied.
g.) The employment impacts of the Parkers Lake North development and its opera-
tion on the local and regional economy should be studied.
h.) The sociological impacts of the Parkers Lake North development and its
operation on the local and regional economy should be studied.
I.) Proper procedures to be utilized in the permanent closing of existing
groundwater wells and for the removal and disposal of the existing fuel
storage tank.
j.) An analysis of the impacts of the Park development on adjacent land uses
and Parkers Lake.
2. The anticipated time schedules would complete the EIS review by November 1984.
In no case is it anticipated to extend beyond the allowable 280 day review
schedule.
i3. The information required for Indirect Source Permits, shall be included.
4. A Record of Decision is required before the following permits may be granted:
a.) MPUD Final Plan/Plat
b.) Rezoning
c.) Site Plans for multi -family, commercial, and industrial development.
5. Alternatives to be considered will be design modifications, magnitude of the
project, and "no action".
6. Examine the potential impact of this development on the rate of growth in the
area located north of Highway 55 along Plymouth Boulevard, and south of County
Road 9, known as "Downtown Plymouth", and the industrial area located south of
Highway 55 and West of I-494.
7. Examine and discuss the current supply of City water wells, their historic
pumping capacity, the proposed wells, and the water supply requirements of the
project.
The motion for adoption of the foregoing Resolution was duly seconded by
Councilmember Neils , and upon vote being taker) thereon, the

Whereupon the Resolution was declared duly passed and adopted.
