Pursuant to due call and notice thereof, a regular— meeting of the City Council of
the City of Plymouth, Minnesota, was held on the - nd day of July 1984.

Councilmember Crain introduced the following Resolution and moved its
adoption:
RESOLUTION NO. 84-418
APPROVING RESIDENTIAL PLANNED UNIT DEVELOPMENT CONCEPT PLAN FOR PARKLANDS DEVELOPMENT

WHEREAS, Parklands Development has requested approval of a Residential Planned Unit
Development Concept Plan for the development of approximately 40 acres located
northeast of Zachary Lane; one-half mile north of County Road 9; and,
WHEREAS, the Planning Commission has reviewed the request at a duly called Public
Informational Hearing and has recommended approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the Residential Planned Unit Devel-
opment Concept Plan for Parklands Development for the development of approximately 40
acres located northeast of Zachary Lane; one-half mile north of County Road 9,
subject to the following:
1. Compliance with the City Engineer's Memorandum.
2. Staging of the development shall be in accordance with utility availability as
approved by the City Engineer.
3. Maximum density shall be 2.1 units per acre based upon the amount of land at, or
above the established High Water Elevation per the adopted City Storm Water
Drainage Plan as v'erified by the City Engineer. The final number of units shall
be determined with the Preliminary Plan and Plat review per Ordinance.
4. Bonus points are awarded as follows: One point for affirmative design.
5. No private drive access shall be permitted to Zachary Lane or 45th Avenue North;
all private drives shall be provided by internal public streets.
6. Provisions for a 30 -ft. wide trail corridor per Comprehensive Park Plan, as
verified by the Parks and Engineering Departments, with submittal of detailed
plans as to construction of the trail per City standards. Provisions for land
dedication for park purposes per Comprehensive Park Plan with appropriate
credits in an amount determined according to verified acreage and paving costs
and according to the Dedication Policy in effect at the time of platting.

7. The petitioner shall construct sidewalks as shown on the Concept Plan dated June
8, 1984; no credit towards park dedication is applicable.
8. The private open space shall be platted as an outlot and governed by a
Homeowner's Association.
9. The PLO Preliminary Plan/Plat shall include provisions for berming along Zachary
Lane and 45th Avenue North.
